Zimbabwe's ills run deep

More than currency conversion will be needed to lift the economy out of its
deep malaise, writes Raenette Taljaard

AS ZIMBABWE Reserve Bank Governor Gideon Gono aims to conclude his
deadline-driven, headline-grabbing currency conversion process, the events
of recent weeks have highlighted yet again that more than currency
conversion will be required to lift the Zimbabwean economy out of its deep
malaise.

While Gono's unprecedented direct exercise of executive powers may have
spurred a miniconsumer boom with thousands of Zimbabweans shopping to rid
themselves of potentially useless currency, nothing short of a clear
political transition roadmap and a coherent macro-economic stabilisation
strategy and structural reforms in Zimbabwe will suffice.

The meltdown of South Africa's major regional trading partner carries the
connotations that all risk indices attach to the "bad neighbour" factor. Bad
neighbours do not assist in the global competition for investment - whether
foreign or local.

The crisis furthermore has a definite impact on our country's current
account imbalances, as well as seeing us foregoing higher levels of
realiseable regional trade and economic growth.

The recent Southern African Development Community (SADC) heads of state
summit failed to place the question of Zimbabwe squarely and unambiguously
on its agenda yet succeeded, albeit only partially, to put it on the
economic radar screen in the form of the finance and investment accord that
set out a framework for establishing a regional monetary union by 2016. This
new accord was not signed by Zimbabwe and Angola.

Even if it were to have been signed by Zimbabwe, its credibility would
immediately have been undermined based on Zimbabwe's current macro-economic
indicators. Not even Greece in the latest stages of the Maastricht
conversion targets that preceded the formation of the single European
currency lagged so far behind other European Union states in terms of
indicators as Zimbabwe currently lags behind the rest of the SADC. With an
inflation rate of close to 1 000% this can hardly be a credible pact if it
includes Zimbabwe at this stage.

While regional convergence is already a highly ambitious economic goal, the
crisis in Zimbabwe, if it remains unresolved, slipping into further slow
decline, will render it meaningless.

What has largely been absent from the analysis of the Gono currency
conversion drive has been the extent to which it relies on extraordinary
executive powers, uses agents outside of state structures in clear
violations of human rights, including strip-searching Zimbabwean nationals
for the old currency as well as the absence of a macro-economic
stabilisation strategy that speaks so loudly from this vociferous misguided
campaign.

Powers

In respect of the exercise of executive power the Governor of the Reserve
Bank has stepped on to the stage of responsibilities that are normally the
preserve of the executive arm of government - worse still - of the
extraordinary powers of the presidency.

The powers granted to achieve the currency conversion process have been
granted under the presidential powers (temporary measures, currency
revaluation) regulations. This direct exercise of executive powers by the
Governor of the Reserve Bank is wide-ranging in scope and has been condemned
by the Law Society of Zimbabwe.

In respect of human rights violations the so-called youth brigades have been
formally involved in the currency conversion crackdown. The project has used
"border patrols" that involved the official state agencies, including the
Zimbabwean Republic Police, and the Revenue Authority, as well as the
"youths" in exercises of gross executive power in which no civil remedies
exist in law against any capricious actions or currency confiscations. There
is therefore no recourse against administrative actions.

Zimbabwe Lawyers for Human Rights and the Crisis in Zimbabwe Coalition have
instituted actions challenging the legality of the regulations as well as
the setting up of roadblocks and the use of unauthorised individuals -
essentially the militia - to conduct searches. The extinguishing of
potential civil remedies in the regulations clearly contributes to a state
of police and state agent impunity - let alone the immunity of the militias
that have been on repressive display over the past five years in numerous
instances.

Lopping three zeros off the Zimbabwe dollar will not bring about the
longer-term painful steps of forging ahead with a macro-economic
stabilisation policy and a package of structural economic reforms. It
certainly will not address the underlying political causes of the economic
crisis. Zimbabwe will not only require a clear policy direction but also the
co-operation of the international community and the regional SADC community.

Throughout the International Monetary Fund (IMF) assessment report of
Zimbabwe, as well as all recent IMF statements, one refrain rings through -
the need for a clear economic vision and the political commitment to carry
out a painful reform process: ". . . the IMF mission emphasised that
Zimbabwe's economic crisis calls for urgent implementation of a
comprehensive policy package comprising several mutually reinforcing
actions. These include: strong fiscal adjustment; full liberalisation of the
exchange rate regime for current account transactions; adoption of a strong
monetary anchor; elimination of quasi-fiscal activity of the Reserve Bank of
Zimbabwe and transparent absorption of these losses by the budget; and
fundamental structural reform, including price deregulation, public
enterprise reform, strengthening of property rights and improvements in
governance.

"In the absence of such a comprehensive and immediate policy package,
Zimbabwe's economic prospects would be bleak."

These sentiments have often been repeated in countless recent IMF
statements, including comments by IMF Director Rodrigo de Rato at the past
spring meeting of the multilateral finance institutions at which Zimbabwe is
still subjected to clear restrictions in its relationship with the fund. The
IMF has also called for the political and human rights crisis to be directly
addressed.

There can be little doubt that Gono's ineptly titled "Operation Sunrise"
will not give rise to the dawning of a new robust economic growth path. It
is a misguided campaign that will not result in far-reaching economic
reform. It is a very, very small and highly repressively executed step that
will not address the real problems underlying the spiralling levels of
inflation that may push regional inflation back into double digit territory
on the back of increased global upside inflationary risks.

Indeed the Zimbabwean Reserve Bank itself is guilty of ballooning the
country's deficit through its quasi-fiscal activities in bankrolling the
entire parastatal sector "off-budget". If these figures are included in the
budget, the fiscal deficit in Zimbabwe escalates dramatically, paving the
way for ongoing hyper inflation.

Growth

The World Economic Forum "Going for Growth" Africa meeting emphasised that
growth had become Africa's new development strategy. This requires both
political stability and clear macro- economic policies.

While it has been clear for a long period of time that political stability
is absent in Zimbabwe, Gono's currency crunch merely served to highlight to
the world the complete lack of a clear and coherent macro-economic roadmap
to save the ailing economy from its current silent meltdown.

The SADC task force of finance, economic and trade ministers that have been
asked to look into efforts to scale up implementation of SADC's integration
agenda will have to draw extensively on their own efforts at macro-economic
stabilisation and structural reform if they are to offer sound advice to
Zimbabwean colleagues if the goal of monetary integration is to be realised
with credibility intact. But none of the core economic questions will be
addressed as long as the political quagmire lingers unresolved.

Zimbabwe officials admit severe food deficit

      HARARE - Senior Zimbabwe government officials have approved a report
jointly produced with relief agencies, saying 1.4 million people in rural
areas will require food aid between now and next year, in what is certain to
be a major embarrassment for President Robert Mugabe.

      Mugabe, always too eager to prove his controversial land
redistribution exercise helped expand agricultural production, has on
various occasions this year publicly claimed Zimbabwe would not need help
after harvesting enough food in the 2005/06 farming season.

      But the Zimbabwe Vulnerability Assessment Committee (ZimVAC) says in
the report that 91 000 tonnes of cereals would be required to feed people in
rural areas who did not harvest enough and who - because of worsening
poverty in the southern African counrty - are not able to buy food even if
it was available on the market.

      The ZimVAC 2006 hunger report that will only be made public once
Mugabe has seen and approved it, reads in part: "A total of 1.4 million
people, which is about 17 percent of the rural population are estimated to
be food insecure in the current consumption year.

      "The sum total household cereal deficit for this population is
estimated at 91 000 metric tonnes. The 1.4 million people are not able to
purchase the cereal even if it is made available on the market."

      There are several millions more of hungry people in Zimbabwe's poverty
stricken cities and towns but these were not covered in the ZimVAC report
which was focusing only on rural areas.

      ZimVAC comprises the government, United Nations (UN) agencies and
non-governmental organisations (NGOs). It carries out hunger vulnerability
assessments in the country and its latest report was compiled following a
survey on hunger carried in May this year.

      In a covering note accompanying copies of the hunger report sent to
heads of UN agencies and NGOs, ZimVAC chairwoman Joyce Chanetsa wrote:
"Please find attached the ZimVAC 2006 rural assessment summary and short
report which has been approved by senior government officials."

      Chanetsa however warned the UN and NGO officials not to publicise the
report as yet, presumably to ensure Mugabe is first briefed about the report
and gives his backing before it can be released to the public. Without
Mugabe's approval, the ZimVAC report would virtually be useless.

      According to the report, a third of primary school age children in
rural areas were prematurely dropping out of school because of rising hunger
amid deepening poverty.

      But hunger is only one of many severe symptoms of Zimbabwe's
seven-year old economic crisis that has also spawned shortages of fuel,
electricity, essential medicines, hard cash and just about every basic
survival commodity.

      The main opposition Movement for Democratic Change party and Western
governments blame the crisis on repression and wrong policies by Mugabe, in
particular his seizure of productive farms from whites for redistribution to
landless blacks.

      The farm seizures destabilised the mainstay agricultural sector and
caused severe food shortages after the government failed to give black
villagers resettled on former white farms skills training and inputs support
to maintain production.

      But Mugabe, who has ruled Zimbabwe since the country's 1980
independence from Britain, denies mismanaging the country and says its
problems are because of economic sabotage by Western governments opposed to
his seizure of white land. - ZimOnline

Central bank chief cuts short China trip

      HARARE - Reserve Bank of Zimbabwe (RBZ) governor Gideon Gono cut short
an official trip to China, returning to Harare last Tuesday to take charge
as problems continue rocking the financial system following a currency
switch last Monday.

      Gono, who had gone to Beijing to tie-up trade deals arranged during
last month's visit to the Asian country by Vice-President Joice Mujuru, had
been expected back in the country tomorrow.

      But the RBZ chief was seen on Wednesday afternoon emerging from
Munhumutapa Building, the offices of President Robert Mugabe where it is
understood the problems that have emerged since the currency change-over
were discussed.

      "He (Gono) had to cut short the visit in fear that things were going
haywire. We needed him here as there was a likelihood of extending the
deadline (for individuals and businesses to change over to new currency),"
said a senior RBZ official, who did not want to be named because he is not
allowed to disclose such information to the Press.

      Neither Gono nor Finance Minister Herbert Murerwa was available to
take questions on the matter.

      Gono, tasked by Mugabe to revive Zimbabwe's sickly economy, also spent
most of yesterday morning locked up in meetings with RBZ staff and banking
executives, reportedly discussing problems brought to the fore by the new
currency and other monetary regulations he introduced at the beginning of
the month.

      The RBZ gave Zimbabweans up to August 21 to hand over old bearer
cheques in exchange for new ones as part of sweeping currency reforms that
also included a 60 percent devaluation of the local dollar and which Gono
said were meant to bring back dignity to Zimbabwe's near-worthless currency.

      The new bearer cheques have less zeroes after the central bank slashed
three zeroes from every banknote as part of the currency reforms.

      Bearer cheques are promissory notes first introduced by the RBZ three
years ago at the height of cash shortages in Zimbabwe. They are not official
legal tender but are used in the same way as money.

      While the key Bankers Association of Zimbabwe announced at the close
of business on deadline day on Monday that all banks had switched over to
new currency - signalling the currency change-over had largely been
successful - there remain immense problems troubling both individual
citizens and business.

      Insiders say the government was particularly concerned with the
shortage of small denomination notes causing problems for especially
retailers who are unable to give back change to customers when they buy.

      There was also concern that thousands of people especially villagers
from remote parts of the country, who could not travel to towns and other
centres to change their money on time, had been left stuck with millions of
now worthless old money, a situation state security agencies are said to
fear could trigger off public riots. - ZimOnline

Every day, Tracey Zulu walks from Zimbabwe into Zambia and sets up a stall
selling baking powder, nuts, tomato sauce sachets and biscuits. On a good
day she can make a US$2 profit; on a bad day she makes nothing at all.

Her economic decline mirrors Zimbabwe's. "Once, I had a powerful business
selling expensive duvets, blankets and clothes," the 48-year-old mother of
four said. "Everything is gone and I can't even have a decent meal."

Zimbabwe's economy is in free-fall: inflation is hovering at around an
annual rate of 1,000 percent and unemployment levels are more than 70
percent.

As a result, cross-border traffic has risen dramatically, from about 40
vehicles and 30-odd people a day, said a Zambian immigration official, to
more than 300 small traders and 200 vehicles.

The Zimbabwean government tries to discourage this by introducing specific
regulations. Zimbabwean traders are limited at the Kariba border post to
carrying only US$10 worth of customs-free goods, in contrast to the
international norm of US$250.

On the Zimbabwean side of the border, soldiers search traders to make them
abide by the letter of the law. "If I carried more goods, I would have to
declare them at the border with proof of receipts," Zulu said.

This keeps her profit margins negligible. "Because of limiting the cash
flow, two of my children have now stopped going to school because I can't
raise enough money to pay for their fees," she said.

Sometimes traders increase their earnings by smuggling alcohol, but
"Zimbabwe alcohol is very strong and when our people begin to consume it,
cases of violence and thefts begin to rise in Siavonga", a Zambia Revenue
Authority official said. Zambia taxes Zimbabwean alcohol heavily.

In Siavonga, traders knock on people's doors, their desperation further
eroding their already puny profits. "They will keep on begging me to buy and
reducing the price further," said Milimo Mudenda, a Zambian government
worker.

Zimbabwe's economic meltdown has changed the flow of people across the
border. In the past, it used to be Zambians who bought cheap groceries in
Zimbabwe. Now, Zimbabweans go to Zambia to buy basics such as detergents,
cooking oil and salt.

"We also buy anti-malaria tablets from the chemists here, because in
Zimbabwe we must have a doctor's prescription to buy any medicine," Zulu
said.

Zimbabwe's New Currency Takes Off

Zimbabwe has undergone a massive currency change. Old cash has become
obsolete and shops are only accepting the new currency. Traders are
complaining bitterly that business has collapsed because they cannot get
hold of small change.

Economist Tony Hawkins said the currency change over on Monday went fairly
smoothly. He said the new currency, from which three zeros have been cut,
will make it easier for businesses and consumers.

He said banks and commercial computer systems had struggled with the volume
of zeros in the old currency and he said shoppers would no longer have to
carry giant piles of money for small purchases.

Vendors in the consumer sector were struggling after the changeover. Several
working outside a shopping center in Harare's northern suburbs said they had
not made any sales because they did not have change for customers.

One vendor selling fresh fruits said his business had collapsed because
people couldn't get enough money from the banks.

"Last week business was very good because we were accepting the old
currency, but by now it is getting difficult, the new currency is very few,"
he said.

A manager at a normally busy supermarket said business had been very brisk
in the last few days as people off loaded old currency.

There were few customers on the first day of the new currency. He said the
problem was people had no money to spend as banks were short of the new
currency, particularly in smaller denominations. He said tellers at checkout
points were suffering abuse from customers, because they had so little
change.

"As for yesterday, when we started this thing of new moneys, it seemed to be
a problem and everything seemed to be chaotic, but especially with the
change," he said. "They were no longer allowing the old money for change so
they knew that was their last day yesterday, so everyone wanted new money as
their change. We didn't have those small money to change them ."

Early Tuesday, banks were busy accepting last deposits of old notes from
traders only. Customers trying to deposit or exchange old notes were turned
away.

Bank tellers said they had insufficient small denomination notes for
businesses because the central bank had not provided enough. They said they
did not know when this situation would improve. Reserve Bank of Zimbabwe
officials were not available for comment Tuesday.

One trader said that when more small change became available, life would be
easier. He said previously he had to send several large wooden trunks to the
bank twice a day to do business. Now he said the same value of revenue taken
over a day would fit into his attache case.

Most economists say this changeover will have to be repeated within two
years because annual inflation is at nearly 1,000 percent and rising.

Zimbabwe cannot afford to print normal cash notes. The new money is printed
on flimsy paper and are called bearer checks.

Zimbabwe's economy is in its worst crisis since independence 26 years ago
and there are regular shortages of fuel and electricity as the government
has little foreign currency to import them.

Arrested WOZA children tortured in police custody

      The pressure group Women of Zimbabwe Arise (WOZA) reports that some of
the 26 minors who were arrested on Monday were allegedly tortured while in
police custody. More than 190 people were arrested on Monday during peaceful
demonstrations in Bulawayo and Harare . Although there were no arrests in
Harare - 183 adult activists, 26 minors and 13 babies had been in custody
for 48 hours until they were released on free bail Wednesday by a Bulawayo
magistrate.

      Although the 13 mothers with babies and 26 minors were temporarily
released in the evenings, they had to report back each morning and spend the
day with the others at the police station before being released again for
the evening.

      WOZA coordinators Jenni Williams and Magodonga Mahlangu both confirmed
in separate interviews that some of the 26 children were subjected to brutal
treatment by police in the Law and Order Section where they were allegedly
beaten on the knees with broomsticks and baton sticks. The pressure group
said the officers were trying to extract information regarding how WOZA
mobilises, and were not satisfied until the terrified youths 'confessed' to
fabricated information.

      Manhlangu said; "They were made to sit on 'air chairs' - they said
sit, but they were sitting on air. They were trying to dig information from
these youngsters. We are really disturbed by this brutality."

      Williams also added that the police were trying to extract information
from the teenagers about the whereabouts of the WOZA coordinators, "Asking
them where I live, who are the leaders? Information they already had, as the
police don't even ask me for my ID number as they already have it. This was
just an excuse to intimidate, harass and beat them. They were beaten with
broomsticks and baton sticks."

      The coordinator said the pressure group is in the process of compiling
medical records to sue the police over the abuses.

      The group is also the first to be charged under the new draconian
Criminal Procedures and Evidence Act. If convicted the charge will have a
5-year jail term or a level 10 fine (ZWD 2,000).

      WOZA said it is looking at making a constitutional challenge saying
this new law is worse than the Public Order and Security Act.

      The activists were arrested on Monday when they had held a procession,
which intended to hand over an open letter to Reserve Bank of Zimbabwe (RBZ)
Governor Gideon Gono over the currency reforms he introduced at the end of
last month.

      The Crisis in Zimbabwe Coalition said in a statement that the
arbitrary arrests are deplorable and crude; "The arrests are divorced from
the dictates of the Universal Declaration of Human Rights, which grants
human beings, by their virtue of being human, some fundamental rights such
as freedoms of assembly, choice and association."

IBA Voices Concern at Attack on the Law Society of Zimbabwe

 

 

The International Bar Association’s (IBA) Human Rights Institute is deeply concerned by the recent virulent and unjust criticism of the Law Society of Zimbabwe (LSZ) by Tafataona P Mahoso in Zimbabwe’s Sunday Mail on 6 August 2006.

 

In the article Mr Mahoso, Chairman of the government-appointed Media and Information Commission, asserts that the LSZ is little more than a puppet of Western organisations with an agenda to return Zimbabwe to the days of colonial rule. As part of his argument he derides the LSZ’s statement condemning the 2005 parliamentary elections as being ‘prejudicial and prejudiced’. Mr Mahoso infers that the LSZ will be subject to Government action if it continues to work in opposition to the policies of the current Government -‘In order for Zimbabwean society to figure out what it wants Government to do with the LSZ, we must understand the full implications of the conduct of the leaders of the LSZ…’

 

Justice Richard Goldstone, Co-Chair IBA Human Rights Institute, and retired South

African Constitutional Court Judge said today that, ‘The Law Society of Zimbabwe is a democratic and independent institution performing a very necessary role in a particularly difficult period in Zimbabwe’s history. He added, ‘The LSZ should be completely separate from the Executive, accountable to the law, and above all else to the nation’s Constitution. For a law society to face criticism from a government-appointed official for carrying out this essential role in this environment carries all the outcomes of a threat.

 

Mark Ellis, IBA Executive Director says, ‘It is unacceptable that the Law Society of Zimbabwe should be subjected to vilification of this type. The criticisms levelled against LSZ, by Tafataona Mahoso, displays both a level of ignorance as regards the role of a law society, and a somewhat selective and limited understanding of matters of law.’

Feuding in Harare as CIO officers assault policemen

      HARARE - More than 10 uniformed members of the Zimbabwe Republic
Police were recently severely beaten up by details from the Central
Intelligence Organisation  (CIO) guarding radio signal jamming machinery in
Harare.

      The incident has apparently ignited feuding between the CIO and the
ZRP with police officers attacking their colleagues for being overzealous
and thinking they are superior to the uniformed forces and everyone else.

      According to an impeccable source within the organisation, the state
of-the-art machinery which was installed by the Chinese and secretly
commissioned by President Robert Mugabe in June this year, is heavily
guarded around the clock.

      The policemen were beaten up after they had gone to investigate a
report of assault made by a civilian who had beet beaten up after passing
close by the radio signal jamming station in Hillside.

      When a report of the man's assault was made at Cranborne Police
Station, the police sent one officer with the complainant to scene for
further investigations. The complainant had reported that he had been
assaulted by two men in civilian clothes. He said they did not give any
reason for beating him up and that the two had entered some premises close
to Makro Supermarket in Hillside suburb.

      Upon arriving at the scene and questioning the plain clothed
intelligence officers, the policeman was also badly assaulted, leading to
the dispatching of more than 10 heavily armed policemen to the premises.

      On arrival, the policemen were immediately told that the premises
belonged to the President's Office. The officers apparently also lied that
the President was having a meeting in one of the offices on the premises.

      The surprised policemen immediately complied with orders to disarm and
when their guns had been taken away, and their magazines removed, all hell
broke loose as the CIO officers pounced.  One of the two heavily armed CIO
officers manning the premises then ordered the policemen to lie down, and
stood on guard while his colleague badly assaulted the officers on the
buttocks and under their feet with a sjambok.

      One of the policemen, a chief inspector, is reported to have cried for
mercy, saying he was an ex-combatant of the liberation struggle, but that
was not enough to save him from the beating.

      "When they had all been done with, they were then ordered to leave.
Most left with their boots in their hands as their feet were too painful to
wear shoes," our source revealed.

      An angry police commissioner, Augustine Chihuri, is said to have
raised the matter with his colleague Happyton Bonyongwe, the Director
General of the CIO, but the DG is said to have brushed aside the issue as
the work of "overzealous" young officers.

      However, Chihuri is said to have taken the matter to the President,
resulting in the issuing of a circular warning members of the CIO not to
beat up people unnecessarily.  Plans are under way to put the "Makro"
station under the Presidential Guard and to impose a 6pm to 6am curfew in
the area around the controversial station.

      Meanwhile, residents of Hillside, Braeside and Eastlea suburbs which
are close to the "Markro" radio signal jamming station, which happens to be
the most powerful one in the country, have to do with poor radio and
television reception because of signal interference caused by the station.

      Another two powerful radio signal jamming stations are in Marondera
and Makuti. All are meant to fend of broadcasts from the independent and
foreign-based radio stations which the government of Zimbabwe says are being
used by Britain, America, the Netherlands and others in the West to promote
regime change in Zimbabwe.

      According to our source, the commissioning of the three stations has
made it difficult, if not impossible, for some Zimbabweans to tune into
Studio 7, Voice of the People and SW Radioafrica. The radio signal jamming
equipment is said to consume so much electricity that the CIO has had to
negotiate with the Zimbabwe Electricity Supply Authority (ZESA) for
concessionary rates.

Cash crunch fuels petrol shortage

HARARE, 22 Aug 2006 (IRIN) - Soldiers and policemen occupied petrol stations
in the capital, Harare, on Tuesday to force operators to comply with a
government directive to sell cut-price fuel, after they had closed in
protest because it did not "make economic sense".

The petrol stations closed after the government set a fuel price of Z$335
(US$1.34 at the new exchange rate of Z$250 to US$1). Operators said the
petrol price should be Z$800 (US$3,20) a litre. With fuel in short supply,
taxi operators grounded their vehicles and thousands of commuters were
forced to walk to work.

Energy minister Mike Nyambuya announced the fuel price reductions last week.
One dealer said petrol was being sold for Z$1,200 (US$4,80) on the parallel
market; another said actions by soldiers and police were contributing to the
steep rise in the price of fuel, as dealers were recovering costs by selling
directly to the parallel market.

An IRIN correspondent witnessed soldiers breaking into a service station to
force staff to sell fuel at the reduced price, to the cheers of a small
group of motorists - an event repeated at several petrol stations in the
capital.

A day after the new currency was introduced, cash joined the list of
shortages in the country, which already includes petrol, water and
electricity.
Commercial banks blamed the scarcity of the new currency on inadequate
supplies from the central bank. "We have started rationing the little that
we have, so that we can distribute it to as many people as possible," a
commercial bank official said. The bank has set a maximum withdrawal of
Z$40,000 (US$160) per individual.

The currency reforms instituted by Reserve Bank governor Gideon Gono are
aimed at reining in an annual inflation rate of around 1,000 percent, to
reverse the country's economic meltdown.

But on the first day of the new currency as the sole legal tender, shortages
drove the parallel exchange rate to Z$580 to a US dollar, according to
dealers. Last week the unofficial rate for the new currency was Z$750.

Government and reserve bank officials were still distributing the new
currency to financial institutions on Tuesday.

Many people who missed the deadline were trying to offload old currency for
new but there were no takers, and Gono said there would be no extension of
the deadline.

Citizens had three weeks to swap their old currency for the new
denominations, but the central bank governor set a daily limit on the amount
that could be exchanged. Most people lost confidence in the banking system
after several banks closed in 2003 and kept their money at home.

Zimbabweans have become used to shortages: although the country produces
coal, electricity is rationed because it lacks the foreign exchange to pay
for imports from neighbouring states, and cannot generate its own because it
lacks fuel to transport coal to power plants.

A foreign currency shortage also makes it difficult for authorities to buy
equipment to repair the water reticulation system and there are growing
health concerns. "We are sitting on a time bomb," said Precious Shumba,
spokesman for the Combined Harare Residents Association. "And with the
hygiene being compromised, we could soon get an outbreak of diseases because
refuse is also not being collected."

Zimbabweans count the cost of currency swap

      Harare - Zimbabweans on Tuesday counted their losses a day after a
currency swap deadline that left many with wads of worthless old banknotes
the government says had become a tool for black market trade.

      Commercial banks and supermarkets in Harare turned away scores of
clients attempting to use old Zimbabwe dollars, whose value had collapsed
thanks to the world's highest inflation rate of 1 000 percent.

      The Reserve Bank of Zimbabwe (RBZ) last month effectively devalued the
Zimbabwe dollar by 60 percent against its US counterpart, lopping three
zeros off the currency and ordering people to switch to re-denominated
banknotes by August 21.

      The bank's move was also aimed at a thriving foreign currency black
market, which it said had channelled trillions of local dollars illegally to
neighbouring countries.

      But critics say the exercise also hit poor urban informal traders who
preferred to keep their money at home in cash, and rural people without
ready access to banks.

      On Tuesday rights group Women of Zimbabwe Arise (WHOA) said 165 of its
members were still in police custody in the second city of Bulawayo after
their arrest the previous day during a street protest over the currency
reforms.

      Those arrested were awaiting a court appearance on charges of holding
a demonstration "likely to breach the peace", said WHOA spokesperson Jenni
Williams. The group included 26 juveniles and 13 mothers with infants who
were temporarily freed overnight and ordered to return to the police station
in the morning.

      "They were protesting the way the exercise has been carried out
including the harassment of people at roadblocks and also the fact that some
retailers have taken advantage of the reforms to hike prices," Williams told
Reuters.

      To enforce the currency changes, the government deployed armed police
and youth brigades from President Robert Mugabe's ruling Zanu-PF party at
roadblocks to search people for large amounts of cash - grounds for
suspicion of black market trading.

      Police spokesperson Assistant Commissioner Wayne Bvudjina could not
immediately comment on the WHOA arrests.

      The state-controlled Chronicle newspaper said most banks in Bulawayo
had opened as late as 7pm to try and clear long queues as residents made a
last-minute dash to offload the old money, a number of them unsuccessfully.

      The currency swap has forced thousands of Zimbabweans across the
country on wild spending sprees despite an eight-year recession that has
impoverished many, with shoppers preferring to amass anything from cattle to
electrical gadgets rather than be stranded with piles of worthless paper.

Zimbabwe buys more military jets from China - report

HARARE - Zimbabwe has bought six more military aircraft from China as
President Robert Mugabe's government boosts its ties with Asian countries
after falling out with the West, state media reported today.

The latest acquisition is in addition to six planes bought by Zimbabwe from
China last year.

"We will be receiving six aircraft from China sometime this year," Defence
Secretary Trust Maposa was quoted by the Herald newspaper as telling a
parliamentary defence committee.

Maposa did not specify how much the jets had cost.

He said the government was in arrears with three Chinese firms that supplied
the jets and other military equipment, including trucks, but indicated that
the central bank had plans to pay off the debts.

Mugabe, facing sanctions from Western countries which accuse him of rigging
elections and question his human rights record, is promoting a "Look East"
policy to strengthen trade and political ties with Asia.

Zimbabwe is in deep economic crisis and faces a foreign currency crisis
aggravated by a withdrawal of funding from international lenders, hitting
its capacity to import spare parts for its military equipment.

Last week Mugabe said the defence forces had benefited from the "Look East"
policy, not only through the acquisition of new equipment but also through
learning new military strategies.

The veteran leader said Zimbabwe planners had started a programme to
substitute some foreign-sourced parts with locally made ones as a way of
beating the sanctions that he says have been orchestrated by former colonial
power Britain.

Protesters remanded out of custody

      BULAWAYO - A Bulawayo magistrate on Wednesday released 200 protesters
from the Women of Zimbabwe Arise (WOZA) group who were arrested earlier this
week for demonstrating against the government's monetary reforms

      The protesters were remanded out of custody to 10 October.

      State prosecutor, Munyaradzi Nzarayapera, told the court that the
accused had willfully violated the Public Order and Security Act (POSA)
after they marched in the city without first seeking permission from the
police as required under the tough security law.

      A lawyer representing the demonstrators, Simba Chivaura, later told
ZimOnline that he was happy that his clients were now out of police custody.

      "At last they are smiling, we are all smiling, but reports of police
harassment are a cause for concern to us," he said.

      WOZA took to the streets of Bulawayo on Monday to register their
disapproval of government monetary reforms that saw the central bank slash
three zeroes on local currency and introduce a new form of money in
Zimbabwe.

      The central bank gave Zimbabweans 21 days to switch over to the new
currency, sparking chaotic scenes throughout the country as people raced to

Koreans to Explore Areas of Possible Co-Operation

A two-member South Korean delegation yesterday visited Harare City Council
to explore possible areas of cooperation and business partnership.

The delegation held a closed door meeting with acting heads of departments
at which they were informed of business opportunities in Harare.

Harare council spokesman Mr Madenyika Magwenjere said the city wants to
engage the Koreans in the development of the Mukuvisi River Corridor that
spans from Makro Wholesalers in Hillside to Seke Road in Arcadia.

He said the city reserved that piece of land for industrial, recreational
and housing development.

He said the place is suitable for the construction of flats.

"We told them the potential that exists in the city. They are going to
consider our proposals and report back on the areas they want to invest in,"
he said.

Mr Magwenjere said the two-member delegation was part of the larger group of
Korean investors that is visiting Zimbabwe. The delegation was later taken
on a private tour of the Mukuvisi River Corridor.

Zim's labour protests sharp fuel hike

      Zimbabwe's main labour movement on Tuesday called for a national
strike over sharp rises in fuel prices and warned that the mass stayaway
could last indefinitely if Mugabe's government declines to reverse the
increases.

      Lovemore Matombo, president of Zimbabwe's Congress of Trade Unions
(ZCTU), said the ZCTU's general council unanimously decided to challenge a
decision by President Robert Mugabe's government to increase the price of
some fuels by more than 10 times.

      "The ZCTU will undertake a peaceful stayaway," he said. "Unless the
government gives in to the above demand (to reverse the price increases),
the job boycott will be indefinite," he added.

      Zimbabwe is facing its worst economic crisis in more than two decades,
with soaring unemployment and shortages of fuel, foreign exchange and food,
which critics blame on Mugabe's policies. Annual inflation is hovering
around 1,000 percent in July. The main opposition Movement for Democratic
Change (MDC) has also called for protests against Mugabe. The MDC accuses
Mugabe of misruling the country and has vowed to lead street protests in a
bid to drive him from office. It said it would support protests against the
fuel price hikes announced today.

      The government said the increase, which saw petrol rocket to Z$800 000
($3 200) on the black market per litre, was necessarily to help improve fuel
imports. Fuel supplies have become scarce but Zimbabwe recently entered a
deal with West African petroleum producer Equatorial Guinea to supply oil.
There was no immediate reaction from the government on the strike threat.
But Energy minister Mike Nyambuya was quoted on state radio saying
government was working on urgent measures to cushion workers and consumers
from the fuel price increase.

      A police spokesman said the proposed strike was illegal and that
police were ready to deal with any disturbances. Mugabe last week warned
against civil disobedience campaign against him saying the armed forces will
be under instructions to turn their guns on protesters. The MDC called on
"all progressive Zimbabweans" to support the strike, saying they should
refuse to pay for economic mismanagement. "There is no doubt that this
inconsiderate fuel increment is the result of bad governance," secretary
general Tendai Biti said.

Mujuru to Open Migration Support Centre

VICE President Cde Joice Mujuru will on Friday officially open the
International Organisation for Migration (IOM) support centre in Beitbridge.

The centre was recently established to help clear Zimbabweans repatriated
from South Africa.

High-powered delegations from Zimbabwe and South Africa are expected to
attend the ceremony.

Ministers Membithisi Mudladlana (Labour), Charles Nqakula (Safety and
Security) and Maphisa-Nqakula (Home Affairs) from South Africa are expected
to join IOM representatives and their Zimbabwean counterparts.

Preparations for the ceremony are at an advanced stage with organisers
putting some final touches to the venue. The main event would be at the IOM
Support Centre near the Zimbabwe National Railway Station in Beitbridge.

This centre, which started operating early this year, was designed to cater
for at least 6 000 deportees per month.

Mr Andrew Gethi, the IOM Beitbridge operations manager, confirmed yesterday
that preparations were at an advanced stage and that most of the invited
guests had confirmed their attendance.

He said the centre offers help in terms of transport to people deported from
South Africa.

The organisation targeted unaccompanied children, commercial sex workers,
truck drivers and is offering support in the form of information about HIV
and Aids, food and basic health care.

"Deportees are human beings and we would so much want to take this
opportunity to educate them on site migration," he said.

He said they were offering overnight accommodation for at least 40 people
while the rest would be conveyed to their homes upon arrival.

Previously, deportees used to be dumped at Beitbridge Police Station but now
the centre has offices for immigration, police, health, social welfare,
Zimbabwe Revenue Authority (Zimra) in a vein attempt to deal with different
challenges.

Early this year, the Minister of Public Service, Labour and Social Welfare,
Cde Nicholas Goche, and his South African counterpart Mr Mudlahlana toured
the centre.

Cde Goche said that the Government has considered suitable and legal ways to
help Zimbabweans who want to work in South Africa.

Mr Mudlahlana echoed the same sentiments on the plight of Zimbabweans in
South Africa, and said bad handling of the problem would lead to tensions
between the two countries.

There is progress in Zimbabwe - SADC

      MASERU - Southern African Development Community (SADC) chairman,
Lesotho Prime Minister Pakalitha Mosisili, said Zimbabwe - considered by
some to be the weak link in the regional bloc's integration aspirations -
was "strengthening and the government has reversed its land seizure policy".

      "The situation in that country is of concern. We have been engaged
with the leadership of Zimbabwe on how best we can recover the economic
viability of that country. (But) there has been progress," Mosisili said.

      Economic hardships, including rampant inflation, have dogged the
country since 2000. Further indications of political instability have been
seen in that recently... Zimbabwean President Robert Mugabe issued direct
threats of state violence aimed at opposition party supporters before he
left for Maseru.

      But Mosisili said on Friday after a special session on Zimbabwe and
Swaziland that the country was showing signs of a revival and was addressing
its socio economic challenges.

      He also explained why Zimbabwe and Angola had not signed a protocol
aimed at aligning the body's finance and investment policies with its
objectives on Friday.

      "Some countries first need the approval of their parliament ... they
will be signing because there is no doubt they are in agreement." Mugabe
attended only part of the summit sessions on Friday.

      However, Mosisili said nothing should be read into his absence.
"President Mugabe is not a young man," he said.

China: imperfect memory to global impunity

The Chinese elite's repression and falsification of national history fuels its ability to support violations of human rights around the world, says Jasper Becker.

The process of engagement with China by leading western countries was supposed to encourage progress on human rights by the world's emerging superpower. The George W Bush administration in particular is trying to persuade Beijing to become a responsible "stakeholder" in the world community. A report published in June 2006 by Amnesty International suggests that these approaches are not working out in the way their architects planned.

Amnesty has added its voice to the growing condemnation of China's blanket support for unpleasant regimes like Burma, North Korea, Sudan, Zimbabwe, Uzbekistan and Iran. Its report draws attention to Chinese arms sales as a key means by which China is using a wide range of economic and diplomatic instruments to protect the governments responsible for the world's worst violations of human rights.

China is now a great beneficiary of the world trading system and depends on a stable world to import raw materials and export its goods. In theory it ought to be to China's advantage – as much as everyone else's – that rogue regimes are reined in by sanctions rather than overthrown by costly and disruptive wars like those fought in Iraq, Afghanistan and the former Yugoslavia.

Beijing sees its interests differently. Its motivation in sheltering a string of what are arguably on the way to becoming client states is sometimes explained, or justified, by narrow financial self-interest. For example, it wants to secure Sudan's oil, capture Iran's gas, or win construction contracts in Zimbabwe to supply its energy shortfalls and expand markets for its exports. Yet its willingness to undermine western sanctions against Burma (Myanmar), to block United Nations resolutions against Sudan, and to supply arms and loans indiscriminately, reveals a strategic ambition that ranges far wider than mere economics. Moreover, China's assertiveness in pursuing these trading relationships is also a symptom of a much deeper malaise in the evolving relationship between China and the world – one that is intimately linked to China's official silence, forgetting or repression of its own history.

The past in the present

Chinese leaders simply don't care about genocide in Darfur, mass starvation in North Korea or Burma's persecution of minorities and democrats. How could they? They have hardly behaved any better themselves either at home and abroad.

More than thirty-four years have passed since the then United States president, Richard M Nixon, made his historic visit to China in February 1972. Since then, there have been a series of major domestic changes in China – including Mau Tse-tung's death, the downfall of the "gang of four", the brief "democracy wall" opening, the Deng Xiao-ping reforms, the Tiananmen Square massacre, and the ongoing transformation of China's economy. Through all this, one thing has remained constant: the power and position of the Communist Party of China (CPC).

This political rigidity means that the Chinese elite has never been forced to confront the CPC's own horrendous past or come clean about the enormous violations of human rights it has committed over the past eighty years. Beijing has never had to apologise for occupying Tibet; attacking India, Burma and Vietnam; creating Pol Pot's Cambodia; bankrolling Enver Hoxha's Albania; and fuelling devastating insurgencies across southeast Asia and Africa.

Official China doesn't feel the need to because it has clung to a version of history which allows the Chinese to see themselves only as victims. At the same time, Beijing stirs up outrage at Japan's alleged unwillingness to repent for its invasion of east Asia and for using textbooks that falsify history.

But the truth is that China too was for centuries a great colonial power that invaded and occupied neighbouring territories – and that it continued to do so inside the People's Republic of China under Mao Tse-tung. In this post-1949 era, "Chairman Mao" vowed to restore the Qing empire at its greatest extent, and in pursuit of that end settled tens of millions to colonise the areas once conquered by Qing dynasty armies.

At home the CPC murdered and starved to death millions as it fought its way to power, killed thirty million during the "great leap forward" famine (1958-62), and destroyed the lives of countless others in campaigns like that of the "cultural revolution" (1966-76).

What is most worrying is how even its victims often accept the official version of history. Western newspapers which in May 2006 covered the fortieth anniversary of the start of the cultural revolution interviewed many who while acknowledging their individual guilt believed that the terror was an unfortunate excess.

Mao's cultural revolution was however only an episode in an unrelenting campaign to erase the memory of the nation. From the 1920s onwards, Chinese communists began destroying every artefact from the old society that they associated with a degenerate past, and implanting an imagined history in which China's backwardness was the fault of foreign imperialists and capitalists. This in essence is still the version taught in schools and universities.

This cultural revolution still goes on today. It explains why the current leadership, many of them former Red Guards like Hu Jintao, are determined to demolish China's historical cities. Any totalitarian state, as George Orwell so famously made clear in Nineteen Eighty-four, must monopolise the past to control the future.

In the great rush to modernise Beijing for the Olympics, the state is razing the entire ancient capital, whose streets and buildings were eyewitness to so much historical memory. Plenty of museums are being built but these simply reinforce the party's misinterpretation of Chinese history.

The party's own history is so much fantasy. From recent research like the new biography of Mao by Jung Chang & Jon Halliday, we now know Mao never really fought the Japanese and indeed collaborated with them to undermine the nationalists.

Sun Shuyun shows in her book about the "long march" that the epic story was full of inventions – such as the most famous heroic episode, the 1935 battle to cross the Luding bridge. There never was such a battle.

The more we find out about the Chinese past, the worse the dissonance between the official and actual histories seems. Ten years ago, I wrote about the Xinyang "incident" which took place in one corner of Henan province during the great leap forward famine. My sources claimed that more than one million perished from a man-made starvation in a district with 8-10 million inhabitants. New researches drawing on party archives reveal that in fact 2.4 million perished, and perhaps a million were beaten to death at the hands of local party officials.

This is the real reason that Mao launched the cultural revolution, to bury the memory of his misdeeds and destroy his colleagues who knew the truth.

A light for the future

Some people in China are still determined to uncover the past. A recent book edited by historian Yu Xiguang (Great Leap Forward, Bitter Days) includes the first official evidence of cannibalism with a photograph of a man condemned for eating his own child.

In 2006, the party fired the editors of the Southern Youth Daily newspaper supplement Bingdian (Freezing Point) which had begun running articles questioning official accounts of events like the Boxer rebellion (see Lung Ying-tai, "A question of civility: an open letter to Hu Jintao", 15 February 2006).

The party is still working hard at censoring everything published in the country, and is increasingly successful at persuading foreign publishers and media groups like Google to collaborate (see Becky Hogge, "The Great Firewall of China", 20 May 2005).

That is why people in China understand so little about their own past and care even less what their government might be doing to perpetuate the misery in far-off places like Sudan. Until there is a real glasnost in China, we cannot expect to see China to start acting responsibly abroad.

PLEASE can you give a good home to two lovely mature dogs.  They are very
good companions and it would be wonderful if they could go to the same home.
Unfortunately a home with other animals would not be suitable.

LOBUS: is a beautiful Boerbull cross Mastiff. He is about 7/8 years old. He
has been to "school", and responds very well to commands. He has a very nice
nature, is not aggressive and responds to lots of love and attention.  He is
not very good with other animals, and cats are a definite no no.  However
his best friend is:

LADY: is the sweetest little tan Staffy.  She has the most wonderful nature,
talks to you and just wants to be loved all the time.  She is about 4 years
old and not very big.

The two together, work as a very good team with regard to security.  Lady is
the ears and Lobus is the muscle.
