JOHANNESBURG -- Banks in Zimbabwe were swamped by panicking
customers
yesterday after the central bank announced that three zeros were
being
lopped from the value of the Zimbabwean dollar to counter the 1,200
percent
inflation rate, the highest in the world.
Confusion about the
effective devaluation of the currency prompted
hundreds to jostle one
another in lines to deposit millions of bank notes
thinking they had to
"legalize" their hoards of cash within the day. Several
banks across the
country closed doors intermittently to avoid the rush of
depositors.
The Reserve Bank of Zimbabwe also made it illegal to hold more than the
equivalent of $41 in cash.
"We have to go to the Reserve Bank this
minute as we have to explain
that we had all this money on us, [about $412]
to pay wages on Friday," said
a harassed businessman in the capital, Harare,
who asked not to be named.
Gideon Gono, governor of the Reserve Bank,
announced the changes during
a televised address on Monday.
"Our
currency is in trouble. Our people are experiencing incredible
hardships and
inconveniences associated with too many zeros," Mr. Gono said.
He said
Zimbabweans had three weeks to exchange bearer bonds -- vouchers
used as
currency -- for a new series reflecting the new values.
"This is just one
monetary mechanism to help make commerce and everyday
life more convenient,"
Mr. Gono said.
The country's rampaging inflation has obliged Zimbabweans
to carry large
blocks of currency for the most basic commodities. A loaf of
bread, for
instance, can cost more than 1 million Zimbabwean dollars (about
$9).
The country's banks also have struggled to keep pace as their
software
strains to deal in 14-digit trillions and even larger quadrillions
in
commercial dealings. Everyone now will ignore the last three zeros on
bank
notes. A 10,000-dollar bill now will be worth 10 dollars.
President Robert Mugabe blames domestic and foreign "enemies" for his
country's perilous economic state but economists point to the erosion of the
agricultural sector after the "land reform" program under which 4,000
white-owned farms have been arbitrarily seized by the government.

A decision which
will affect whether the Home Office can deport failed
asylum seekers back to
Zimbabwe is to be published.
The Asylum and Immigration Tribunal (AIT) is
due to deliver its judgment on
the "country guidance" drawn up for
immigration officials.
The tribunal's decision focuses on whether
Zimbabweans returned to Robert
Mugabe's regime would face torture or
ill-treatment.
Last October the AIT threw the Government's policy into
doubt after a failed
asylum seeker, who can be identified only as AA, won
his appeal against the
Home Secretary.
But that decision has been
reconsidered after the Court of Appeal ruled in
April that the AIT had
"erred in law" in making its initial decision.
The Refugee Council's Tim
Finch said: "Nobody knows quite what to expect
from the ruling.
"And
along with the many Zimbabwean asylum seekers waiting anxiously for the
outcome, we are getting tired of this long, drawn-out legal
process.
"Ultimately, this whole thing could be settled in an instant -
it's basic
common sense not to return people to Zimbabwe at the
moment.
"It's simply far too dangerous.
"So we are calling on the
government to end this expensive legal battle and
to restore its suspension
on returns to Zimbabwe until the situation
improves considerably."

ZANU-PF will soon set up a political school to train party
cadres along the
model of the ruling Communist Party of China (CPC) school,
party's national
political commissar Cde Elliot Manyika has
said.
Academics from CPC are in the country and delivered a lecture
yesterday to
Zanu-PF provincial political commissars, students from tertiary
institutions, war veterans and other stakeholders.
Cde Manyika said
Zanu-PF would draw on experiences from the CPC and the good
bilateral
relations between the two parties, to set up the school.
A 10-member
committee has since been appointed to look into the issue of
setting up the
school, said Cde Manyika.
He said Zanu-PF, as the party in power, had a
lot to learn from CPC and the
two would continue to hold exchange
programmes.
"It is critical that the party should take charge of the
economic
development of the country and for that to happen the party has to
work hand
in hand with the country's business community," said Cde
Manyika.
"Today China has achieved an economic boom in which the
Communist Party of
China has managed to maintain control of their
economy.
"Students and academics should always move together with the
main stream of
the party Zanu-PF and they have an important role to play in
conducting
research for the party."
Head of the Chinese delegation
Professor Xie Chuntao said there was need for
any political party to
disseminate information about its ideology to the
general public.
He
said youths, who are the backbone of the future, should be taught
programmes
about the history of the country as what China has done.
"The best way to
maintain social stability is education and we educate the
general public. In
this way, the general public would understand what has
been done by CPC and
would be willing to follow the party and make
contributions to the nation.
Special courses have also been designed for
youths," said Prof Xie, who is
CPC deputy director general in the department
of teaching and research of
party history.
The delegation is expected to give another lecture today
in Bulawayo, before
touring Victoria Falls and Great Zimbabwe.

SOME supermarkets in Harare had by yesterday
afternoon not made any
changes on the prices of goods sighting that they
need to have the new
bearer cheques first before adjusting their tills to
the new system.
An official with Friendly supermarket said they
could not change
prices before the new bearer cheques were in
circulation.
"For the time being we will have tills serving
customers who have new
currency and others for the old currency since most
of them are coming with
the old ones."
Most shops visited by
the Herald Business said many people were
proffering the old currency with
only a few coming with the new currency.
To compound the situation,
people withdrawing money from the banks
were also getting the old bearer
cheques.
"The general populace needs to be conscientised about the
new currency
as it can cause confusion especially to the rural folk. In
addition, there
is chaos on the street as to how the new currency will tally
with the old
currency in the transactions," added the official.
Some shops in the central business district were closed as they were
carrying out training on how to handle the new denominations.
Only a few supermarkets around the CBD had adjusted their prices to
conform
with the new currency.
A survey conducted by Herald Business
yesterday indicated that among
the major supermarkets, TM and OK had already
adjusted their prices in line
with the new figures.
A bar of
soap now costs between $415 ($415 000) and $650 ($650 000),
while a
kilogramme of beef ranges from $650 ($650 000) to $880 ($880 000)
with a
loaf bread now costing $200 ($200 000).
Employees at the various
supermarkets indicated that there had not
been any consumers coming to buy
with the new notes.
"We have changed our prices following the
announcement by Dr Gideon
Gono, but at the moment people are still buying
goods using the old bearer
cheques. Maybe this is attributed to the fact
that the banks have not yet
received the new notes," said a till operator at
a Spar supermarket.
However, at Food Chain, the till operators said
they had started
receiving the new bearer cheques.
Town &
Country put up a notice early in the morning advising customers
that the
shop would open later in the day. "We would like to inform you that
there is
going to have a delay in opening. We are currently working on
adjusting to
operate with the new currency."
There was speculation that most
people who were hoarding millions of
dollars in cash at home would rush to
dispose of their money through buying
consumables such as electrical gadgets
and furniture.
However, there appeared to be no major changes in
shopping patterns in
most retail outlets.

Having devalued the local currency by 60% as the week began,
Zimbabwean
financial authorities encountered numerous problems Tuesday on
the first day
of a crash drive to introduce new bank notes that will coexist
for the next
three weeks alongside notes in circulation from which, at least
notionally,
three zeroes have been lopped.
The redenomination of old
notes, carried out more simultaneously with the
introduction of a new array
of 13 bank notes ranging from one cent to
Z$100,000, closely following a
major devaluation, left consumers, businesses
and bankers alike in
confusion. Many retail outlets closed their doors while
they adapted cash
registers and other systems to the new scheme, and some of
those that opened
refused to accept old notes.
Automatic teller machines were shut down,
further frustrating consumers.
Reserve Bank Governor Gideon Gono and
other central bank officials visited
banks in the capital to answer
questions about the transition and bolster
confidence in the operation,
which Gono said Monday would be completed
within 21 days.
Police
established roadblocks on thoroughfares leading into Harare city
center,
aiming to intercept and seize hoards of black market cash.
Individuals must
precent receipts or other transactional documentation for
sums presented for
conversion in excess of Z$100 million (US$400 at the new
official exchange
rate of $250,000 per U.S. dollar), while companies must
account for amounts
over Z$5 billion (US$20,000).
Opposition leaders dismissed the monetary
statement Gono delivered on Monday
as a non-event. Arthur Mutambara, leader
of one faction of the Movement for
Democratic Change, told reporter Blessing
Zulu of VOA's Studio 7 for
Zimbabwe that while the redenomination would make
people's lives easier,
"there is nothing to celebrate."
The Gono
monetary conversion was merely "tinkering with some symptoms" of a
deep
economic crisis featuring annual consumer inflation of close to 1,200%,
he
said.
Finance spokesman Tapiwa Mashakada of the MDC faction led by
founding
president Morgan Tsvangirai said the public was given insufficient
prior
notice of the currency overhaul, which he called a "back-door" way of
disguising the sharp devaluation.
In the second-largest city of
Bulawayo, many shops were closed or declining
to accept old bills, while
consumers struggled to understand the new
currency scheme. Studio 7
correspondent Babongile Dlamini reported on the
impact in
Matabeleland.
Economists downplayed the benefit of the currency
redenomination, saying it
would merely make life a bit easier for consumers
overburdened with
banknotes.
Economist Iraj Abedian, chief executive
officer of Pan-African Advisory
Services in johannesburg, told reporter
Ndimyake Mwakalyele that
redenominations are typical of countries riding out
financial crises, but
they only provide temporary relief.

NEW YORK - The difficult, ongoing battle to achieve
governance that is
effective, democratic, and responsive to ordinary
citizens faces a
particularly pernicious obstacle: entrenched
corruption.
A source or symptom of wider problems confronting society,
corruption
is both a barrier to strengthening democratic institutions and
harmful to
development. And while every country confronts this scourge to
one degree or
another, for transition countries whose democratic reforms
hang in the
balance, this is an especially critical challenge.
In order to acquire a stronger understanding of the forces at work
inhibiting the establishment of democratic governance, Freedom House's study
of governance, "Countries at the Crossroads," examines 30 strategically
important states around the globe that are struggling to consolidate
democratic institutions.
These countries - from Armenia to
Malaysia to Zimbabwe - are evaluated
on four indicators of good governance:
accountability and public voice,
civil liberties, rule of law, and
anticorruption and transparency. While
none of these countries is a strong
governance performer overall,
performance in anticorruption and transparency
was pointedly weak with an
average score of 2.71 (on a scale of 0 to 7, with
7 being strongest), more
than a full point lower than the strongest overall
category (civil
liberties). And corruption shows itself to be a resilient
and global
problem: None of the 30 countries in the study scored above a 4.0
on the
anticorruption measure.
The study found Zimbabwe,
Azerbaijan, Yemen, Kazakhstan, and Bahrain
to be the weakest performers on
the corruption indicator. In these
countries, powerholders effectively
maintain a chokehold on the state
institutions, pla-cing a premium on
private benefit for the ruling elite.
Zimbabwe was the worst
performer in the anticorruption and
transparency category, which takes into
account the performance of the
authorities in fighting corruption by
evaluating the existence of laws and
standards to prevent and combat corrupt
practices, the enforcement of such
measures, and overall governmental
transparency. The Zimbabwe report found
that "the primary interest of the
Mugabe government is to retain power
through a system of patronage that
includes access to both state and private
assets" and that "the ruling
ZANU-PF party owns a wide range of businesses,
allowing party elites to
profit personally."
In Kazakhstan, where President Nursultan
Nazarbayev has ruled for a
decade and a half, the report finds that "the
government of Kazakhstan is
unlikely to take decisive steps to eliminate
corruption as long as
Nazarbayev remains president of the
country."
These examples are illustrative and not exhaustive.
Similar accounts
were found in many of the other countries examined, where
kleptocratic
regimes siphoned resources that should be devoted to citizens'
needs and
development.
Meanwhile, countries such as Ukraine and
Georgia, which have made
progress in important areas of governance and have
public mandates to take
on corruption, are still finding it difficult to
make deeper institutional
reforms against corruption.
In
Ukraine, for example, the breakthrough in the exposure of
corruption on a
grand scale following the Orange Revolution "was not
accompanied by a change
in the structural incentives for politicians and
civil servants to blur the
line between private and public interests."
Georgia, which improved
its performance on corruption by putting in
place several important reforms
(for example, by overhauling the legendarily
corrupt police), nonetheless is
also experiencing difficulty in pushing
reform to the next level and in
meeting expectations of its citizens and
international institutions
alike.
Part of the corruption challenge is its comprehensiveness.
Reform of
any single sector is not sufficient to tackle the problem. In
fact, the
weakest performing states tend to have crosscutting governance
deficiencies.
These include weak capacity and independence of the law
enforcement
community and judiciary, as well as civil society.
The news media is critical. The study found that restrictions on press
freedom often are most severe in countries where corruption is most
rampant - underscoring the vital role that the press can play in exposing
corruption and airing debates about how best to address it.
Given the vastness of the problem and the stakes involved for
powerholders
who benefit from corrupt networks should they lose their
position, there is
no single, simple solution for tackling this challenge.
Western
governments, major transnational institutions, and the
international
business community all will need to redouble efforts to fight
corruption in
developing transition states. However, despite the important
role of
international institutions, national governments and domestic actors
remain
indispensable.
If the battle to curb corruption and improve
governance is to be won,
it will require a commitment from international and
domestic actors alike.
Success in this effort would open the field for these
countries to join the
community of stable, free, and democratic
nations.

Plans by Zimbabwe's central bank to boost slumping exports and tame
rampaging inflation with radical changes in monetary policy will fail unless
the government reins in flagrant spending, analysts say.
Central bank governor Gideon Gono has devalued the local dollar by 60
percent, slashed interest rates and allowed exporters to keep most of their
foreign exchange earnings in a renewed bid to revive the country's ailing
economy.
In a package of measures unveiled on Monday, he also
provided
badly-needed respite for gold miners, which account for a third of
Zimbabwe's exports and most of its foreign exchange income.
But
analysts said the changes would prove futile unless the government
curbs the
pace it is spending the money it is forced to borrow from local
financial
markets -- a trend which has pushed inflation up to nearly 1 200
percent, a
world record.
They also said it was crucial to halt the booming
trade in an illegal
foreign exchange market, which dwarfs its legitimate
counterpart and where
the Zimbabwe dollar had traded at a fifth of its
official value.
"The biggest challenge is excessive government
spending and parallel
market trading, which are fuelling money supply growth
-- that is the
biggest threat to plans to rein in inflation," James Jowa, a
Harare based
economist, told Reuters.
Gono's decision to slash
interest rates by 550 percentage points to
300 percent -- reversing almost
equally hefty hikes so far in 2006 -- was
motivated partly by the need to
ease the government's service costs,
analysts said.
The
domestic debt owed by President Robert Mugabe's government shot up
to
Z$46-trillion by June 30 from Z$15-trillion at the start of the year.
External debt stands at $4-billion.
Zimbabwe is shunned by
international donors because of its
controversial economic policies,
including the seizure of white-owned
commercial farms for blacks -- a step
which critics say helped create the
worst crisis since independence in
1980.
During the past eight years, the southern African country's
economy
has shrunk by 40 percent, while exports have dived from $2,5-billion
to
$1,7-billion in 2005.
Finance Minister Hebert Murerwa
predicted the economy would grow by
0,3-0,6 percent this year after
shrinking 2,7 percent in 2005, but his
growth estimates for 2006 have been
steadily revised down and analysts
predict another contraction.
They also are sceptical that steps to make life easier for exporters
in
general and gold miners in particular would help quash illegal trade in
foreign exchange.
Gono said exporters would be allowed to keep
70 percent of their
earnings, and sell 30 percent to the central bank at the
official exchange
rate, which was devalued by 60 percent to 250 to the U.S.
dollar on Monday,
when the currency was also redenominated.
Previously they were obliged to spend 70 percent within 30 days on
essential
inputs which had to be purchased with foreign exchange, before
changing the
remainder into Zimbabwe dollars.
Gold producers were also told on
Monday they would be treated like all
other exporters, after being forced to
surrender their gold to a central
bank subsidiary. They were then paid 60
percent of their money in Zimbabwe
dollars and the remainder in foreign
currency.
"This is a welcome move for exporters but what is
critical is how
sustainable the exchange rate will be," said Pattison
Sithole, the head of
the Confederation of Zimbabwe Industries.
"It should not be seen as a one off event and as industry we want a
market
driven exchange rate to remain viable," he added.
Zimbabwe's
central bank has devalued the country's dollar five times
since January
2004, from 4 200 Zimbabwe dollars to an effective rate of 250
000 to the US
dollar following the introduction of a controlled auctions and
a partial
float system early in 2006.
The central bank has openly admitted it
is printing money to deal with
soaring inflation, but says trillions of
Zimbabwe dollars were stashed in
private homes to fund black market
deals.
Gold miners saw a measure of hope in Gono's rescue
package.
"We are happy because we are now able to plan for capital
development
and a good base has been set for increased production," said
David
Murangari, the chief executive of Zimbabwe's Chamber of
Mines.
"The retention of foreign currency is what the industry has
been
asking for," he added.
Analysts said another key issue was
what the central bank would do
with a $2,5-billion in capital injection Gono
said the country had received
in the second quarter of 2006.
Most of the money will probably come from China, which Zimbabwe is
increasingly leaning on for financial aid, but the money was unlikely to
have arrived yet, they said.
"If it is true the money could be
used in generating more electricity,
importing fuel and agriculture inputs
and only then can we start talking of
an economic recovery," Jowa
said.

The Christian Alliance of church leaders brought together by
humanitarian
relief efforts has raised its profile through the meeting that
it organized
in Harare on July 29 and at which rival rival faction leaders
of the
Movement for Democratic Change took steps toward reuniting the
party.
But a spokesman for the Alliance emphasized that this feat was not
on the
agenda for the "Save Zimbabwe" conference to which the ruling ZANU-PF
party
was invited as well as the country's opposition parties. About 500
political
leaders gathered to share ideas on solutions to the country's
long-running
crisis.

about what the humanitarian organization hopes

New Zealand Cricket (NZC) will receive
NZ$406,000 as compensation from the
government for the cancelled tour by
Zimbabwe. The tour, originally planned
for December, was called off after
the government refused to grant visas to
the Zimbabwe players, due to human
rights violations in the country.
"We decided the tour was not
appropriate given the Zimbabwean Government's
continuing human rights
abuses," Trevor Mallard, the sports minister, told
the New Zealand Press
Association. "The Labour-led Government made an
important stand over this
tour in order to send a strong message to Robert
Mugabe's government over
its appalling human rights record and continuing
abuse of democratic
principles."
Mallard added that NZC expressed concerns over the financial
losses they
would suffer with the tour being cancelled, and that the
government felt it
fair to compensate NZC immediately.
In January,
the Zimbabwe board suspended the national team from playing Test
cricket
until early next year, due to their disappointing performances on
the field.
An ICC delegation is currently in the country to reassess the
team's future
as a Test playing nation.

The

Chimurenga - struggle - has run through the life of the
great Zimbabwean
musician Thomas Mapfumo, whose songs urged the defeat of
the Rhodesian
regime in the late 1970s and who now continues the fight for
freedom and
social justice against Robert Mugabe. Briefly imprisoned under
Ian Smith, he
has been forced into exile by his successor, a man whose
election he once
celebrated. Mapfumo rejected Mugabe as the Zimbabwean dream
turned sour, in
his 1989 album Corruption.
His latest album, Rise Up,
released in June and produced from his new home
in Oregon, is banned from
the airwaves in Zimbabwe; his despair over what
has happened to his country
is obvious. It is a great pity, therefore, that
Mapfumo has also struggled
to play abroad, most notably at last weekend's
Womad festival in Reading,
where he was billed as one of the headline acts.

We have had to revise our payment system over the last week,
and have little
choice but to introduce the following:
1. CASH
PAYMENTS IN HARARE
Cash can be paid at our offices in Harare for fuel in
excess of 300 litres.
Any amount paid into our accout will be held as a
deposit only and deducted
from your final fuel bill. Fuel will be drawn
against your deposit at the
prevailing pump price on the day the fuel is
issued REGARDLESS OF THE DATE
ON WHICH YOU PAID IN HARARE. Please do not pay
for fuel more than 3 days in
advance of your charter/arrival in
Kariba.

2. RTGS / ZETSS
As with any cash payment, transfer of funds
by RTGS will be held as a
deposit only, and will now attract a 10%
surcharge. This means that if you
transferred $100 million into our account,
we will automatically deduct 10%
from your deposit. Your fuel will be drawn
against your deposit on the
prevailing pump price on the day your fuel is
issued. Please phone us for
our bank details and instructions. Again,
please do not pay for fuel more
than 3 days in advance of your
charter/arrival in Kariba.
3. PAYMENT BY CHEQUE
We no longer accept
payment by cheque into our account, nor do we accept
payment by cheque at our
offices in Kariba.
4. CASH PAYMENTS IN KARIBA
Cash can be paid
directly to us at our office in Marineland Harbour.
Petrol is currently
critically short and we are only issuing fuel to
Marineland Houseboat Owners
and Marineland Speedboats. We hope to have more
petrol in by the end of next
week.

lovely mature dogs. The are very
good companions and it would be wonderful

home.Unfortunately a home with other animals
would not be suitable.
LOBUS: is a beautiful Boerbull cross Mastiff. He
is about 7/8 years old. He
has been to "school", and responds very well to
commands. He has a very nice
nature, is not aggressive and responds to lots
of love and attention. He is
not very good with other animals, and cats are
a definite no no. However
his best friend is:
LADY: is the sweetest
little tan Staffy. She has the most wonderful nature,
talks to you and just
wants to be loved all the time. She is about 4 years
old and not very
big.
The two together work as a very good team with regard to security.
Lady is
the ears and Lobus is the muscle.
