president reportedly seeks medical care abroad

Zimbabwe President Robert Mugabe was this week
accused of playing hide
and seek games following reports he had secretly
slipped out of the country
last Friday.
News of Mugabe's
departure spread rapidly as passengers on board the
Air Zimbabwe flight to
China confirmed that the beleaguered president was on
board. A Zimbabwe
independent online daily also reported that President
Mugabe had slipped out
of the country last Friday night amid speculation
that he had gone to seek
treatment in China. Other reports suggested that he
had gone to Singapore on
a shopping trip.
The government-owned Herald newspaper's failure to
cover the journey
was seen as a deviation from its norm. Each time Mugabe
has left the country
on private or business engagements, his trips make
front page headlines in
the government-owned paper.
The late
Vice President Simon Vengai Muzenda also flew to China for
medical treatment
and his trips were also kept in the dark. With Zimbabwe's
health delivery
system on its knees, Mugabe and his cronies are abandoning
the country in
search of medical help abroad. The President has in the past
sought
treatment in neighbouring South Africa. Mugabe's latest health scare
has
been cause for concern among his loyalists.
The government-owned
hospitals have been crippled by an acute shortage
of medicines and
equipment, with doctors and nurses fleeing to other
countries in search of
greener pastures. Student nurses and auxillary staff
are carrying the
responsibility of treating patients. Patients are being
asked to bring their
own medicines and linen.
The cost of purchasing common medicines
like paracetamol is beyond the
reach of many. Sadly, patients have to wait
long hours before they are
attended to as disgruntled staff take longer tea
and lunch breaks.
Others are having to walk long distances to seek
treatment as bus
operators are no longer plying some routes due to bad road
conditions. The
cash-strapped government has failed to finance major
roadworks. On Monday 33
people were killed in Mashonal and West Province
when a bus veered off the
road and overturned. The driver of the bus, Elvis
Chutoro was trying to
avoid potholes along the Harare-Chirundu
road.
The deceased too are bearing the brunt of Mugabe's brutal
rule as the
cost of graves and coffins is becoming prohibitive. Some
families have no
option but to bury their dead in makeshift coffins.

[ Johannesburg, 8 August 2006 ] - SA-based software
developer
GreatSoft is working with its Zimbabwean clientele to establish
clarity on
the impact of their strategic management accounts after the
Zimbabwean
dollar was rebased last week.
This is according to Bruce
Morgan, MD of GreatSoft, which is developing new
software routines for the
main accounting practices in Zimbabwe to
accommodate the changes in the
currency.
The Reserve Bank of Zimbabwe rebased the Zimbabwe
dollar last week by taking
three noughts off the valued currency. Money that
was worth Z$50 billion is
now set at Z$50 million, says Morgan, who explains
it has caused confusion
with all accounting software installations in
Zimbabwe.
"The problem is you cannot just take three zeros off the set of
accounts
without causing implications." He adds many clients are halfway
through
their financial years and need to revalue their accounts to ensure
the
integrity of their financial statements.
Revaluing
transactions
The company is using Microsoft SQL scripts to perform the
changes and has
developed routines that will run through the databases
(debtors, creditors,
work in progress and general ledger) and change the
transaction by taking
off the last three digits and revaluing the
transactions.
Morgan says the company flew a senior software developer
into Harare
yesterday to programme the new routines into the accountants'
databases. The
first client will be Deloitte, followed by KPMG and
PWC.
Morgan notes accounting firms were caught off guard with the dollar
rebasement and did not have sufficient time to adopt software that
accommodates the changes.
Morgan adds that something similar happened
in Mozambique six months ago,
but there was at least warning from
government, which allowed the company to
develop software before the
change.
GreatSoft has developed software for many accounting firms in
Africa over
the past 10 years, but has never had an obstacle as big as
Zimbabwe's
currency digit changes, he adds.

Harare - Fuel retailers in Zimbabwe have hiked
prices by up to 50
percent as the southern African country faced fresh
shortages amid rampant
inflation and a devalued currency, a state-run daily
reported on Tuesday.
"Diesel and petrol prices went up at the
weekend from about 400 000
Zimbabwe dollars (R10 900) per litre to between
600 000 (about R16 400) and
650 000 dollars (about R17 800)," The Herald
newspaper said.
The scarcity also pushed the black market price to
one million dollars
per litre (about R27 000).
The price hike
came just over a month after fuel stations increased
prices by over 100
percent and triggered a spate of bus fare increases,
hitting hard millions
of long-suffering workers reeling a record inflation
rate of just less than
1 200 percent.
"The fuel shortage and its ripple
effects have been attributed to the
fall of the Zimbabwe dollar against
major currencies and the squeeze on
illegal foreign currency dealers who
were financing some of the fuel
imports," the newspaper said adding that
most fuel stations in Harare had no
fuel on Monday.
Zimbabwe's
reserve bank last week devalued the local currency against
the greenback and
introduced sweeping currency reforms which the bank's
chief said were aimed
at snuffing out a flourishing parallel market in
currency.
Economic analysts warned afterwards that the country would grind to a
halt
as it had come to rely on private fuel imports by dealers who bought
foreign
currency on the black market.
An AFP correspondent in Harare
reported that long, meandering queues,
previously a familiar landmark at
fuel stations, resurfaced while despondent
commuters waited hours for the
few available buses plying their routes.
Zimbabwe has faced serious
fuel shortages since 1999 and the
government blames sanctions imposed on
President Robert Mugabe and members
of his inner circle at the time for
this.
When the shortages are at its worst, some gas stations go
without fuel
for months, forcing buses and private cars off the road and
leaving many
commuters no option but to walk or cycle to their workplaces. -

NEW political infighting is
raging in Zimbabwe's ruling Zanu (PF) following
last week's monetary policy
statement, which has fuelled President Robert
Mugabe's succession
battle.
The wrangling, sparked by a crackdown on currency dealers linked
to top
politicians, has raised the spectre of looming violent clashes in the
ruling
party, especially after Reserve Bank governor Gideon Gono's farms
were
raided and set on fire for seemingly political reasons last
week.
At least 2030 people have been arrested in the campaign against
currency
dealers and "hoarders" since last week.
Politicians and
tycoons are fuming over the crackdown aimed at recovering
more than
Z$30-trillion in circulation which cannot be accounted for.
Zimbabweans
have been stashing away money due to hyperinflation.
Politicians claim
Gono's strategy, to knock off three zeros from the
currency to be phased out
on August 21, is calculated to liquidate their
trillions in local dollars as
part of a wider power struggle.
An armed gang raided Gono's flower farm
and strangers set fire to maize
crops at his other farm for apparently
political motives.
Gono, unpopular with top Zanu (PF) party officials
associated with the
faction led by retired army commander Gen Solomon
Mujuru, lost 1300 tons of
maize and seed in the blaze.
Sources said
members of Deputy President Joyce Mujuru's faction, fighting
for the heart
and soul of Zanu (PF) against a rival camp led by party
luminary Emmerson
Mnangagwa, were angry at Gono because they thought he
wanted to take over
from Mugabe at the expense of Mujuru.
Gen Mujuru is married to the deputy
president.
Joyce Mujuru and Gono now appear to be going head to head in
undeclared
campaigns across the country to succeed Mugabe.
"Don't
intimidate us. Forget it," Gono said last week. "There are some
people who
think they are above the law and are producing liberation war
credentials to
intimidate us.
"You can bring all your guns and spears but we will not be
deterred. Your
history does not matter; your history does not make you a
bloodsucker."
The remarks were widely seen as aimed at Gen Mujuru and his
wife. Hours
after saying this, Gono's farms were and set on
fire.
State Security Minister Didymus Mutasa yesterday said: "We take the
threats
directed to Gono very seriously."
Gono still sounded defiant
yesterday: "There is no amount of intimidation
that will force me to abandon
the task at hand."
Mugabe warned last week he would deal with those whom
he said wanted to kill
Gono.
The ruling party's succession fight has
become a vicious power and money
struggle involving gangland-style rivalry,
plotting and intrigue.

Police in Limpopo often assault and extort money
from Zimbabwean
migrants and fail to verify their identity or legal status
before deporting
them, Human Rights Watch (HRW) said on
Tuesday.
HRW released a report, Unprotected Migrants:
Zimbabweans in
South Africa's Limpopo Province, that it says "documents how
state officials
arrest, detain and deport undocumented foreign migrants in
ways that flout
South Africa's immigration law.
"South
African police often mistreat undocumented workers when
they arrest them,"
HRW's deputy Africa director Georgette Gagnon said in a
statement.
"While awaiting deportation at police
stations, undocumented
migrants are given inadequate shelter and food, and
some are detained beyond
the 30-day legal limit."
HRW
said there were up to three million Zimbabweans living in
South Africa and
more were streaming to escape political and economic
problems in
Zimbabwe.
"Most of them enter the country by crossing the
Limpopo River
along the border and are undocumented."
The
organisation said the South Africa government failed to
enforce both
immigration law and labour law, which adversely affects
migrants, even those
with legal documentation.
"For example, the immigration law
does not permit undocumented
workers awaiting deportation to collect their
unpaid wages and personal
belongings.
"Also, foreign
migrants are legally entitled to obtain workers'
compensation, but in
practise they face obstacles in receiving these

THE proposed
revival of the Tourism Development Fund (TDF) is at a
standstill about four
months after it was revisited, industry sources said
this week.
The
TDF is being revisited within the context of the National Economic
Development Priority Programme (NEDPP).
It suffered a natural death
in the early 90s but stakeholders believe its
resuscitation would go a long
way in assisting small operators with the
necessary financial resources to
advance the industry.
Concerns are already being voiced that the targeted
period for its
resuscitation could be unachievable since it was only four
months before the
NEDPP winds up.
"We were hoping to get some money
to kick-start the fund from Reserve Bank
governor (Dr Gideon Gono) when he
announced his policy statement, but as you
know we have been sidelined,"
sources said.
"What is now left for us is to go back to the drawing board
and renegotiate
with the central bank on the way forward. But obviously its
revival will
take more time than initially expected."
Dr Gono last
week availed a $16 billion facility for SMEs across all sectors
excluding
tourism.
The governor urged the Zimbabwe Tourism Authority (ZTA) and
Zimbabwe Council
of Tourism to first put their house in order if they wished
to benefit from
similar facilities in future.
Despite its immense
potential to turn around the economy, the tourism sector
has been plagued by
a plethora of problems, epitomised by laxity.
For years, the country has
been losing billions of dollars to fly-by-night
tour operators due to
failure by ZTA to enforce compulsory registration of
players in the
sector.
In its defence, the country's tourism promotional body argues
that it does
not have the resources to undertake such a mammoth
exercise.
But what baffles tourism watchers is that the ZTA failed to
take advantage
of a Reserve Bank of Zimbabwe $5 million ($5 billion) rescue
package
unveiled in July last year.
Tourism receipts would contribute
towards the fund while prospective
investors in the industry would access
the money at a nominal interest rate
on a revolving fund basis.
The
funds were expected to bridge this gap and enhance ZTA's capacity to
market
Zimbabwe's tourist resorts.
It was expected to provide a major boost for
infrastructurural development
ahead of the Fifa World Cup 2010 to be hosted
by neighbouring South Africa.
Zimbabwe tourism industry has been on the
decline over the past six years
owing to negative publicity by the
international media and perceived country
risk.
During the first
quarter of 2006, the sector registered a marginal growth of
2 percent,
earning the country close to US$22 million.
At its peak, the sector
contributed 6 percent to gross domestic product, 2,2
percent to formal
employment and 10 percent of the total foreign currency
earnings.

POLICE have bust a syndicate of
eight Mafia-type robbers suspected of
terrorising travellers at Beitbridge
Border Post and recovered property
worth nearly $10 million ($10 billion old
currency).
At least eight suspects, including a Beitbridge woman, have
been arrested in
connection with the spate of robberies.
Police
yesterday said five of the suspects were arrested at a house in
Dulibadzimu
Suburb on Friday afternoon.
"The five suspects implicated their ring
leader who operates from Masvingo
and Gutu," said a police
spokesman.
Police said two of the suspects were later arrested in Gutu at
the weekend.
It is understood that the gang would pounce on travellers
and motorists near
Beitbridge Prison where there is a detour that forces
traffic to slow down.
The "Mafia" would steal television sets, boxes of
soap, cooking oil,
clothing and an assortment of flea market
goods.
The group stored the stolen goods at various safe havens in the
sprawling
Dulibadzimu Suburb where they would be kept for weeks before being
transported to flea markets in Gutu and Masvingo.
"So far four
complainants have positively identified their goods worth at
least $5
billion while we are waiting for more people to come and identify
their
goods," said the spokesman.
"The gang has been on police wanted list for
sometime and we received
information that they were in Beitbridge a
fortnight ago.
"Police detectives then raided the havens and recovered
some of the stolen
property. More goods were recovered in Gutu and
Masvingo."
The gang is expected to appear in court today on four counts
of theft from
motor vehicles, while other charges will be preferred after
police
investigations.

ZIMBABWE could be heading for another fertilizer
shortage amid revelations
that some fertilizer-manufacturing companies have
not yet started producing
the critical input for the next farming
season.
Under normal circumstances, between 50 percent and 75 percent of
fertilizer
required for summer cropping would be in place by
now.
However, industry sources revealed to Herald Business yesterday
there was a
likelihood of severe shortages of fertilizer, especially
ammonium nitrate
(AN).
Sources revealed that unless bold measures
were taken as a matter of
urgency, the shortages could be worse than last
year's.
"There is a looming disaster in the agricultural sector," said a
source
whose name cannot be published.
"There is virtually nothing at
the moment and authorities should do
something to avert the looming crisis
or it can be a bad agricultural
season."
Although the country
received adequate rains last year, productivity was
below expectations due
to fertilizer shortages.
The commodity was not readily available on the
formal market. AN, which was
in short supply, was being sold on the black
market at $1,2 million (now $1
200) instead of the gazetted $252 000 (now
$252).
Fertilizer-producing firms were expecting to receive foreign
currency
allocation in tranches of US$4,5 million during the last three
months from
Government for the procurement of raw materials, but to date
only US$2,4
million had been advanced to Sable Chemicals and
Zimphos.
Ministry of Industry and International Trade acting director Mr
Stanslaus
Mangoma confirmed Zimphos and Sable Chemicals had been allocated
US$1,7
million and US$700 000 respectively for raw material
importation.
This was in addition to the US$6,5 million allocated to
fertilizer companies
for winter wheat.
"To build up stocks for the
summer season, companies were supposed to get an
allocation of US$4,5
million per month.
"Already there is a shortfall of about US$10 million
that should have been
allocated to companies," he said.
Mr Mangoma
said Government and stakeholders were putting in place measures
to
complement local requirements through toll manufacturing.
To support
local output, the Reserve Bank of Zimbabwe in June signed a
revolving US$45
million fertilizer and grain import facility.
About 45 000 tonnes of
fertilizer are expected to be imported through the
facility for the 2006/07
season.
But its continuity hinges on the central bank's ability to
service the
obligations.
Shortages of foreign currency currently
facing the country have seen local
companies failing to meet farmers'
needs.
Local fertilizer companies have the capacity to produce 1,3
million tonnes
annually against a national requirement of 600 000 tonnes as
long as
adequate raw materials are made available.
Until recently,
the industry was capable of producing enough for domestic
consumption with
the surplus being exported.

Just days after the police
questioned religious leaders from the
Christian Alliance about their
activities, they have targetted several
officials from the Zimbabwe Congress
Of Trade Unions in Harare and Chinhoyi.
The ZCTU secretary general
Wellington Chibebe was summoned by officials in
the serious fraud section of
the Criminal Investigations Department Tuesday
morning. He was interrogated
with a possibility of being charged under the
Foreign Exchange Control act
in connection with a ZCTU bank account through
which the police allege there
were illegal foreign currency dealings. ZCTU
spokesperson Mlamleli Sibanda
told us the same case was previously withdrawn
from the courts for lack of
evidence and it is not clear whether any new
information has been
discovered. Sibanda said the interrogations may have
been triggered by the
recent release of an investigative report on the ZCTU
that was sanctioned by
the Ministry of labour.
In Chinhoyi two ZCTU staff members were
also questioned Tuesday by the
police regarding flyers that were confiscated
from their office last week.
Sibanda told us that the flyers contained
information for workers about how
to deal with taxes which are now too high.
But the police claim the
information is subversive and likely to incite
public violence. The 2
officials Michael Kandukutu and Wilson Kambanje were
told they are going to
be charged under the Criminal law (Codification and
Reform) Act No. 23 of
2004. Sibanda said the ZCTU sent flyers to all their
districts as part of a
campaign to educate workers about
taxation.
As for the case involving Chibebe, Sibanda said the ZCTU
secretary
general was signatory to an account that was part of a project
funded by the
Commercial Workers Trade Union Council. He and 2 other
signatories who are
co-accused authorised Standard Chartered Bank to do some
foreign currency
exchanges on the parallel market for the CWTUC project.
Sibanda said the
account involved free funds which the Reserve Bank Governor
Gideon Gono
confirmed did not fall under Foreign Exchange Control
regulations.
The ZCTU has been the target of harassment by the
government for the
last few years in what has been criticised as an effort
to replace the
leadership with individuals more sympathetic to the ruling
party. The
umbrella labour body has also been lobbying for mass action
against the
current economic crisis. A statement released Tuesday read: "The
ZCTU views
all these manouvres by the police as a way of cowing the
organisation into
withdrawing the proposed protests by the labour body
against the ever
deteriorating economic situation in the
country."

THE mystery over President
Robert Mugabe's whereabouts deepened this week as
government officials
flatly refused to confirm or deny reports that he had
flown to a destination
in the Far East, possibly Singapore.
Zimbabwe's state media which reports
on Mugabe's official foreign
engagements continues to ignore the story about
Mugabe's absence.
New Zimbabwe.com exclusively revealed Monday that
Mugabe had flown out of
the country on an Air Zimbabwe commercial flight
bound for China last
Friday.
On that same day, state television
referred to Vice President Joice Mujuru
as the "Acting President" in its
evening news bulletin, before reverting to
the Vice President title in later
news programmes.
New Zimbabwe.com fielded 10 different phone calls to
Deputy Information
Minister Bright Matonga and Mugabe's spokesman, George
Charamba, between
Monday and Tuesday.
Charamba repeatedly dodged our
enquiries, while an increasingly agitated
Matonga flatly refused to
comment.
On Monday, Matonga said: "I can't comment on that."
He
terminated the call.
On Tuesday, the deputy minister was becoming
increasingly frosty, telling
our reporter: "Don't waste my time."
He
terminated the call once again.
Charamba, meanwhile, dodged our
questions. His staff gave excuses ranging
from that he was bathing, to that
he was in meetings. On all occasions, they
dutifully took our numbers with a
promise to call back.
New Zimbabwe.com sources maintain that it is
unlikely that China was
Mugabe's destination.
Singapore, where
Mugabe's wife, Grace, and their three children are said to
be holidaying,
has been fingered as the President's possible destination.
That possibility
is strengthened by the fact that the Air Zimbabwe flight
had a scheduled
stop-over in Singapore.
But it is the secrecy surrounding the 82-year-old
leader's absence from the
country that is fueling rumours that the
President's health could be
failing. Mugabe visited a South African clinic
recently, although his
officials insisted he was "as fit as a
teenager".
Government sources told New Zimbabwe.com at the weekend that
Mugabe's latest
trip is very odd since it was not on official business. They
point out that
Mugabe never goes on holiday outside the country in the
middle of the year.
Normally, Mugabe takes his annual holiday between
December and January and
in recent years he has preferred to spend it in
Malaysia.
Mugabe traditionally officiates on Heroes Day and Defence
Forces Day due
next week. It is not clear whether he will be back in time
for those
commemorations.
Some senior government officials appeared
unaware of President Mugabe's
absence, particularly at a critical time for
the country's economy as the
central bank pushes through new reforms to
arrest runaway inflation of up of
1200%.
Government officials are
openly talking of a "Castro situation", reference
to the developing crisis
in Cuba where Mugabe's political ally, Fidel
Castro, has not been seen in
public since going into hospital for an
operation two weeks ago.
A
top government source said: "Someone in government must come out swiftly
and
tell us where the President is. I don't want to believe the President
can
just disappear, so someone somewhere knows and the public deserves to
know."
The official added: "Imagine Tony Blair or Thabo Mbeki simply
vanishing from
their countries and their spokesmen refusing to say where
they are gone. It
is unimaginable because it can never happen. Why is it
normal in our
situation?"

The month of August normally reminds Zimbabweans of the pain and
sacrifice
they made in the grueling fight against colonialism. It is a month
accorded
a deserving national veneration as it affords us a superb
opportunity to
reflect, review and telescope the past, the present and the
future.
In our culture and tradition, there are special occasions when we
re-unite
with the dead, speak to them and ask for guidance on matters of
community
advancement and national catastrophe.
The women and men who
laid their lives for our freedom must be astounded to
realize that we have
regressed significantly since assuming our
Independence; and that we have
allowed such self-inflicted unrest to befall
our country, beggars
belief.
Life expectancy is down to a record 34. We are poorer than we
were during
the liberation struggle. Fewer people have formal sector jobs
than in 1980.
And, no matter which yardstick of human development is
applied, Zimbabweans
are a miserable lot - plunged into a survival mode akin
to that of a
hunter-gatherer variety.
Our story reads like a work of
high-grade fiction. Officially, the Zanu PF
regime admits without shame that
it has destroyed our inheritance through
misrule and poor governance. The
regime's hunger for power and lack of
national sensitivity is now common
cause. Only last week, Reserve Bank
governor Gideon Gono hit the nail on the
head when he mentioned
indiscipline, corruption, speculation and
bureaucratic inertia as the four
main vices weighing down Zimbabwe, led by
an avaricious, parasitic Zanu PF
elite.
Gono's utterances, though a
matter of general knowledge, placed on our
official record the severity of
the Zanu PF burden onto the nation caused by
a massive system failure and
institutional collapse. We must find a formula
to halt the economic free
fall we are experiencing: agriculture - down 23
percent since January
despite abundant rains; manufacturing - down 14
percent; tobacco - 16
percent; and gold - down 33 percent during the same
period. Under these
circumstances, our heroes must be surprised to hear the
regime claim that
tomorrow shall be better.
Legitimate governments run by patriots, women
and men of honour would
naturally own up and surrender themselves to the
people should they botch up
national affairs in the manner in which Zanu PF
and Robert Mugabe have done,
creating - in Gono's words - the biggest
millstone around Zimbabwe's neck
through an indecisive and half-hearted
attempt to tackle these vices.
The issues, which dominated the minds of
our heroes, still occupy our minds
today, 26 years after Independence. The
concerns that aroused millions to
take up arms against colonialism remain
unattended to. That forms the
bedrock of our motivation.
Because of
unfulfilled promises, the Mugabe regime sought to suppress
dissent through
the murder of more than 400 democracy activists during the
past six years.
Tichaona Chiminya, Talent Mabika, Trymore Midzi, Martin Olds
and many others
joined the pre-independence fighters in their quest for a
New Zimbabwe. We
honour and salute them just as we remember Jairos Jiri, Rev
Ndabaningi
Sithole, Chief Justice Enock Dumbuthsena, Chrispen Mandizvidza,
Henry
Hamadziripi, James Dambaza Chikerema and many others whose vision for
Zimbabwe remains unrealized because of Zanu PF's political
ineptitude.
These heroes must be amazed at the scale of destruction that
has taken place
during the past 26 years. The Grain Marketing Board is
running a deficit of
Z$6,5 trillion a month, ZESA is literally on its knees
and disintegrating
from an operational point of view, the Railways are
unable to pay salaries
and the state-owned telecommunications industry is
bankrupt. Some 300 of the
largest firms have been forced to seek assistance
from the State in the form
of low interest loans to stay in business.
Something is set to give in,
soon.
We are determined to tackle this
criminal state, to fight and to win the
struggle against political graft and
national betrayal. Our goal is to
empower the people for sustainable
solutions to their welfare, prosperity
and advancement.
Like all our
heroes, the icons of the liberation struggle, the founding
fathers of our
nations and the national symbols of our tradition and
heritage have a
coveted place in the history of our nation. They made an
invaluable
contribution that no generation can afford to ignore or to
forget. But, they
must let go.
Political leaders must have an exit strategy and give
allowances for their
societies to elect governments of their choice; they
must give the people
opportunities to take part in their own political and
economic activities
and to associate freely among themselves. Fellow
Zimbabweans, our case has
become an embarrassment to all, especially to our
SADC neighbours. Millions
of our kith and kin languish in exile today,
putting pressure on social and
economic systems next door. In our culture,
it is normal for a neighbour to
intervene when your house is on
fire.
Sadly and despite glaring contradictions, a united SADC voice on
the current
political and economic meltdown in Zimbabwe has been, at best
fragmented and
muffled, and at worst, lacking in force and substance. Zanu
PF, Robert
Mugabe and Gono are stuck in the search for technical solutions,
tinkering
with piece-meal experiments wishing away a lasting political
remedy to the
national crisis. They are in a state of denial, refusing to
listen to the
words beneath the song - Zimbabwe has to undergo comprehensive
transformation and change to cast away a soiled image and renew
itself.
SADC's vision of attaining a supra-national union where member
states and
governments completely subordinate their sovereignty over
policies to a
supra-national authority, and which may ultimately lead to the
alignment of
the countries involved into a single community depends on the
speed with
which we move to protect our people from incipient backwardness
and
political retardation, especially in Zimbabwe.
Together with
other political players and civil society, we have placed on
the table
suggestions to save Zimbabwe. We wait in hope that our ideas shall
be
subjected to national debate and a solution can be hammered out soon. We
maintain that we need everybody to assist in a delicate transition that
could enable our people to join the rest of the region with dignity and
meaning.
Given the right political will, we can soft-land the crisis
and reclaim our
position in the family of nations. Harare must understand
that Zimbabweans
have a responsibility, a duty, and an obligation to the
region. As the
situation stands today because of the economic meltdown, life
appears to
have no meaning, against a backdrop of extreme hardships,
substantive levels
of malnutrition and poverty, unemployment and political
instability. I know
that the going is tough for most families in Zimbabwe
today. Many are bound
to lose the little cash they own because of the
deceptive make-up to our
beleaguered currency. I know we are all under
serious strain and anxiety. In
the first five days of the regime's currency
changeover, only two percent of
the 43 trillion dollars of the old currency
in circulation was recorded by
the banking industry.
There are 10
working days left to the deadline for a money changeover. If
this rate of
exchange is maintained, less than 10 percent of the so-called
new money will
be in circulation. Already the banks are failing to cope with
the pressure
and this can worsen as the days slip by. We expect conditions
of near
anarchy as the deadline approaches. In Mozambique, they took three
months to
do the switch - I am sure that they will have to extend the
deadline,
especially in view of the demand for liquid cash to pay wages at
the month
end and then school fees in early September
What the regime has tried to
cover-up is the massive devaluation of our
currency and the introduction of
a bearer note worth Z$100 million - the
highest note in the world! Let me
assure you that these developments shall
soon be history. We are on course
with our plans and we shall attain our
goal. As I said before, we are on our
own. We have to mobilize ourselves and
confront what stands starkly before
us.
With your support, we shall soon rise and stop political morticians
from
continuously perfuming a corpse in an advanced state of decomposition.
Given
the sacrifices of our national heroes, all indications show that we
are
shall survive this rough patch. Our efforts to effect corrective
measures
are about to bear fruit. We know that Zimbabwe is on the verge of a
takeover
from a military junta. That shall be resisted.
Already
Robert Mugabe, for unexplained reasons, has militarized our main
state and
national institutions in preparation for the presentation of his
last
survival card. He is setting the stage for a dangerous development in a
nation whose vision seeks human development and prosperity. Those who
listened to the first part of Gono's statement, which chronicled a testament
of corruption and misrule, could have easily mistaken him for an MDC
activist: Zanu PF has ruined Zimbabwe. Only sustained action and resistance
can save us from further damage. We are getting there!
Last week's
Save Zimbabwe Convention marked a turning point in our efforts
to muster a
single, united voice against the dictatorship. We are all clear
on the way
forward. Our heroes and the nation are fully behind us.

win.

Minister Patrick Chinamasa has gone on trial for
allegedly trying to pervert
the course of justice. He denies the charge.
Mr Chinamasa is charged
with pressuring a man to drop accusations of
political violence he made
against Intelligence Minister Didymus Mutasa.
The trial was
adjourned a week ago, when magistrates refused to try
the case, complaining
of intimidation.
Correspondents say the case is a test of judicial
independence in
Zimbabwe.
Several judges have resigned in
recent years, complaining of political
interference.
As the
trial began in Rusape, 150km east of Harare, on Tuesday, state
witness James
Kaunye testified that Mr Chinamasa had tried to get him to
withdraw the
allegations against Mr Mutasa.
The minister's supporters were
allegedly involved in clashes with
those who backed Mr Kaunye, a liberation
war veteran, ahead of the 2005
parliamentary elections.
Some 23
of Mr Mutasa's supporters are facing similar charges in a
high-profile
trial.
Mr Kaunye stood against Mr Mutasa in the primaries for the
ruling
Zanu-PF party.
Correspondents say this is the second
time in eight months that
magistrates have expressed concern over government
interference in the
judiciary.
Supporters of President Robert
Mugabe have been accused of widespread
acts of violence against their
opponents in recent years.
Zanu-PF is divided between different
factions, led by rival candidates
to succeed Mr Mugabe.

South Africa's animal authorities are battling an
outbreak of a
killer disease near the Kruger National Park in the country's
northern
Limpopo province, the Department of Agriculture and Land Affairs
said on
Tuesday.
The department said the
foot-and-mouth-disease (FMD) outbreak
was inside a buffer zone around the
tourist attraction set up to prevent the
spread of the virus from the park,
where it is endemic and permanently
carried by the African
buffalo.
"An outbreak of FMD was confirmed in cattle at the
Matiani
dipping tank next to the Punda Maria Gate of the Kruger National
Park," the
department said in a statement.
The locality
is in the far north-east of the country near the
point where the borders of
South Africa, Mozambique and Zimbabwe converge.
The highly
contagious killer virus was observed in late July and
has since been
confirmed by a state laboratory. Eleven of a herd of 35
cattle were
infected.
One of the diseases most dreaded by livestock
owners, foot and
mouth is a highly contagious viral infection that affects
pigs, cattle,
sheep and goats. It does not, however, affect
humans.
"The authorities expect that the situation can be
brought under
control rapidly without undue effects on the agricultural
industry as a
whole," the department added.
Control
measures in the area have been intensified and no
cloven-hoof animals or
their products may leave the area.
"The detection of positive
cases in the buffer zone do not
affect the status of South Africa's FMD free
zone without vaccination, as
recognised by the International Office of
Epizootics [IOE], and thus do not
affect the export status of the country,"
the department added.

has been reported to the

TWO senior police officers were yesterday implicated in
money laundering as
Operation Sunrise/Zuvarabuda netted 357 more individuals
and companies and
recovered over $48,1 billion.
A police assistant
commissioner and assistant inspector (names supplied) are
being investigated
after they were allegedly intercepted with a total of $5
billion (old
currency), separately.
The latest arrests bring to 2 545 the total number
of people caught in the
net for money laundering since the Mid-Term Monetary
Policy took effect a
week ago.
A cumulative total of $509,9 billion
has since been seized as the clampdown
on money launderers continues
unabated countrywide.
The police assistant commissioner reportedly tried
to give safe passage to a
civilian vehicle carrying $634 million by
escorting it through a roadblock.
The assistant commissioner ran out of
luck after the escorted vehicle was
stopped for a search at a roadblock in
Mazowe and the money was seized.
The senior police officer reportedly
produced a letter he had written for
himself claiming that the money was
from his shop in Mazowe.
Irked by the seizure, he followed up and
forcibly took back the money from a
police station in Harare.
A
report was then made to other senior police officers in Harare, who
immediately launched investigation.
The assistant inspector from the
Criminal Investigations Department tried to
smuggle $3,7 billion past a
roadblock, using a police vehicle but was
detected.
Police last night
confirmed the two incidents involving their members and
urged police manning
roadblocks to conduct searches of all vehicles
including those of the
police, army and other security agents.
Last night a senior policeman who
declined to be named said since the launch
of Operation Sunrise/Zuvarabuda
some unscrupulous police officers and other
security agents were being used
to cover up for dealers.
Of the 357 arrested yesterday, Matabeleland
South topped the list with 136
people arrested followed by Matabeleland
North with 50 while Masvingo
Province had the least number with only
three.
Bulawayo Province topped the list of yesterday's seizures with
$19,7 billion
followed by Harare with $14,7 billion while Mashonaland East
had $697,9
million.
Investigations have so far revealed that some
unscrupulous businesspeople in
and outside Harare have resorted to giving
large sums of money to relatives
and friends to deposit into their bank
accounts.
Other individuals have also begun charging up to 10 percent
commission on
anyone who needs to have their money deposited without hassles
into their
bank accounts.
Police in Mashonaland East Province
yesterday said they were aware of some
people who were giving bus conductors
large amounts of money to avoid being
arrested at roadblocks.
At the
roadblocks, police were conducting searches and in most cases leaving
the
bus driver and the conductor.
The conductor would later be paid a
commission by these unscrupulous
businesspeople.
However, some
businesspeople in Harare who had been keeping huge amounts of
the old bearer
cheques have also resorted to awarding their employees
mid-year bonuses and
encouraging them to take loans as a way of disposing of
the currency ahead
of the August 21 deadline.
Threshold for depositing of old bearer cheques
has been set at a maximum of
$100 million and $5 billion for individuals and
corporates, respectively.
Workers at a restaurant in Avondale said they
were last week surprised to be
awarded $10 million bonus each and asked to
take advance loans of up to $50
million each that would be deducted from
their salaries until the end of the
year.
Another employee said the
restaurant owner had bought two brand new vehicles
to get rid of the old
currency.
"I was not interested in getting a loan from my employer but
everybody at
the shop has been asked to take it. Instead we were looking
forward to a
salary adjustment to cushion us from the economic hardships but
now we have
to get a loan and pay back with interest," he said.
The
restaurant has about 40 employees.

BUSINESS ground to a halt at Chitungwiza Municipality
head office yesterday
when policemen investigating alleged corruption,
flouting of tender
procedures and mismanagement of at least $24 million ($24
billion old
currency) cordoned off the premises.
Investigations began
last Wednesday and several unnamed officials have been
intermittently picked
up for questioning and released.
People intending to do business at the
head office were denied access into
the premises to allow investigators to
freely sift through the papers and
unearth alleged clandestine dealings that
have threatened to milk the
council dry.
All people were referred to
their respective district offices.
Only skeleton staff was manning the
offices while most of the officials
basked in the sun for the greater part
of the day.
Information at hand indicates that the municipality could
have been
prejudiced of several billions of dollars (old currency) through
underhand
dealings, involving treasury personnel, some officials at the
Chitungwiza
Magistrates' Courts and the Messenger of Court.
Sources
said companies would tender to supply goods and services and
indicate a
price of for instance, $10 million but when the actual invoice
was
delivered, another zero would be added to make the new invoice read $100
million and the council would still pay.
In some cases, council
officials would deliberately delay payment resulting
in the contractors
suing council but the legal papers would not reach
council. Officials from
the Messenger of Court and the magistrate's courts
would allegedly connive
and give default judgments.
Council would then be asked to pay the
inflated bills, with costs.
Some officials were last week transferred
from their departments in a move
viewed by some as an attempt to cover up
the scam, as these officers were
privy to some of the illegal
activities.
Policemen from the Criminal Investigations Department were
yesterday seen
within the compound carrying files suspected to contain the
much-needed
information.
The policemen shuttled between offices as
they interviewed senior officials
and collected the
files.
Chitungwiza District Administrator Mr Godfrey Tanyanyiwa denied
that the
council offices had been closed but said council had, in fact,
invited the
police to investigate.
"We called on the police to
investigate certain things that we were not
comfortable with in the treasury
department," he said.
Mr Tanyanyiwa said he would only be able to comment
further after the police
have concluded their
investigations.
Chitungwiza acting mayor Mr Darlingtom Nota said his
council had given the
police access into their accounts and registry
departments.
Officer in-charge of CID Chitungwiza Detective Inspector
Henry Dowa, who was
at the municipality's head office declined to comment,
saying investigations
were still in their infancy.
"Call me tomorrow
I could have some information," he said.
Meanwhile, police fought running
battles with some St Mary's residents who
were not happy with their water
bills. The residents marched to the council
head office in the company of St
Mary's Member of the House of Assembly Mr
Job Sikhala and Zengeza Member of
the House of Assembly Mr Goodrich
Chimbaira.
Mr Tanyanyiwa said a
scrutiny of some of the water bills left behind by the
demonstrators showed
that the residents had not paid for their water for
three months hence they
were finding it difficult to pay now.
The bills ranged from $10 million
to $20 million.

Start 06h45 sharp!
(An early
start is essential due to the heat factor later in the day).
All runner
& walkers are to be at Cutty Sark Hotel by no later than 06h00 on
Sunday
morning, for transportation to starting points. If you are going to
be
dropped off at the start by a private vehicle please indicate as such on
your
registration form. Secure parking provided at the hotel.
The course will
be marked clearly on the main road. The main race will
start from the 50km
peg / lay-by on the Makuti road (1.5km on the Makuti
side of the Charara
turnoff) and will be run towards Kariba town, ending at
the Cutty Sark
Hotel.
Fun runners and walkers will start near the airport (exact
starting point to
be clearly marked on the track) finishing at the
hotel.
Corporates are encouraged to enter relay teams of 4 running 5km
each (the
final runner doing 6km) and wives, kids and not so fit dads' are
encouraged
to do the 10km walk from the airport in to the hotel.
Water
points, corporate relay change-over points will be manned by
volunteers and
marked on the road.
National Parks, Police and Ambulance have been
approached to ensure safety
of runners & walkers. There will be plenty
of back up vehicles monitoring
the road as well.
Registration forms
available all week from the Southern Belle Office at
Marineland Harbour,
Cutty Sark Hotel Reception and out-of-town participants
or late arrivals can
register on the morning of the race (in the hotel
car
park).

LOBUS: is a beautiful Boerbull cross Mastiff. He
is about 7/8 years old. He
has been to "school", and responds very well to
commands. He has a very nice
nature, is not aggressive and responds to lots
of love and attention. He is
not very good with other animals, and cats are
a definite no no. However
his best friend is:
LADY: is the sweetest
little tan Staffy. She has the most wonderful nature,
talks to you and just
wants to be loved all the time. She is about 4 years
old and not very
big.
The two together, work as a very good team with regard to security.
Lady is
the ears and Lobus is the muscle.

The
Zimbabwe parliament's finance committee has come down hard on Reserve
Bank
Governor Gideon Gono for a currency overhaul that has caused major
problems
for the Southern African nation including large losses for
consumers and
businesses.
Committe sources said panel members felt Gono should have
tabled his plans
for the currency devaluation, redenomination and reissue
before proceeding
on July 31.
The committee intends to solicit
consumer and business testimony in public
hearings, then report to the full
parliament, said sources including
Abednico Bhebhe, a member of the finance
committee and deputy spokesman for
the faction of the opposition Movement
for Democratic Change led by Arthur
Mutambara.
Bhebhe told reporter

involved the July 31 devaluation followed by the
still-ongoing process of
exchanging old banknotes for new currency, and saw
the arrest of more than

RESERVE Bank of Zimbabwe governor Dr Gideon Gono yesterday lashed
out at
Money Transfer Agencies (MTA) for being at the forefront of fuelling
inflation and causing some distortions in the foreign currency market at the
detriment of the economic turnaround.
Sources who attended a closed
door meeting between the central bank governor
and representatives of 20
registered MTA's said Dr Gono noted with concern
that funds being send home
through MTA's by Zimbabweans living abroad have
been a major source of
inflation as the remittances were channelled to the
informal
market.
According to sources, it emerged during the meeting that only two
agencies
out of 20 registered accounted for 80 percent of remittances to the
central
bank during the past seven months.
"Representatives from some
companies shockingly admitted that they had not
remitted anything since
January while others admitted that they had been
channeling some foreign
currency to the black market," sources said.
"Some argued that they were
facing some challenges in their business but
failed to explain how they have
been managing to handle their overheads."
Dr Gono is said to have told
representatives that their behaviour was
pathetic and wondered if they were
willing to continue operating as
registered dealers.
"Our
investigations revealed that the behaviour of some of you was
unbecoming and
fell short of our expectations.therefore we need suggestions
from you to
find a way forward," he added.
"I would rather cancel your licences than
allow you to operate under the
disguise of my signature or the central
bank," Dr Gono is said to have told
MTA's.
Sources indicated that
they were eventually given 24 hours to forward their
suggestions to the
central bank in which a meeting that could decide the
future of some MTA's
would be held tomorrow at 4pm.
"We do not know what is going to be the
outcome of that meeting but
certainly, the governor was speaking in a no
nonsense mood," sources said.
"But it is our understanding that if we
fail to come up with meaningful
suggestions, some of us are likely to sink
and he (Dr Gono) even mentioned
it that we were free to hand over our
licences," said one of the sources who
attended the
meetings.
Immediately after the meeting with MTA's the governor is said
to have met
the Asian community where he clarified the objectives of his
mid-term
monetary policy review statement.
The meeting is understood
to have been attended by prominent Asian
businesspeople. Although much
details of the meeting could not be
established, Dr Gono is understood to
have told the Asian community that
monetary policies were not selectively
applied but targeted all Zimbabweans.
"He basically told them to
disengage in activities that were hurting the
economy such as money
laundering, illegal foreign currency exchange,
speculative activities among
others, and urged them to work towards the
revival of the
economy.
"Dr Gono went on telling them that even those in influential
position
whether in politics and economic cycles, if found on the wrong side
of the
law, will be brought to book insisting that policies will not be
reversed."
Efforts to get a comment from Dr Gono proved fruitless as his
mobile phone
went on unanswered.
However, head of RBZ communication
department Mr Kumbirai Nhongo confirmed
both meetings but was not at liberty
to give details.
