HARARE - Zimbabwe public transport fares have
shot up by about 60
percent, hardly a week after Finance Minister Herbert
Murerwa presented a
national budget he said would leave long-suffering
Zimbabweans with more
disposable cash in their pockets.
The
fare hike since Monday will compound hardships for workers, the
majority of
who earn far below the $209 000 (US$836) that the Consumer
Council of
Zimbabwe this week said an average family of five now requires
for basic
goods and services per month.
The average worker in Zimbabwe takes
home less than $50 000 (US$200)
per month in a country where inflation is
more than 1 000 percent while
prices go up almost every day.
Transport operators who spoke to ZimOnline said fares could go up
again
before the end of the month, citing a massive increase in the cost of
spares
as well as an acute shortage of fuel which they said was forcing them
to
source diesel and petrol from the illegal parallel market where prices
are
extortionist.
The official pump price of petrol is $300 per litre
but the surest
source of fuel in Zimbabwe remains the parallel market where
a litre of
petrol sells for $2 000.
"There is really not much
we as transport operators could do except to
pass on the burden to the
travelling public," said Simon Marimudza, who
plies the Harare to
Chitungwiza route where fares have gone up to $800 from
$500.
Commuters expressed disappointment but little surprise at the latest
fare
increase, which they attributed to a general decline in the country's
economy, now in its seventh straight year of an unprecedented recession
critics blame on mismanagement by President Robert Mugabe's
government.
"No one who has lived in Zimbabwe for the last seven
years will be
surprised at prices or fares going up just like that . . .
but if I am
going to spend so much on transport then there may be no point
in working,"
said Lameck Chirimuuta, who commutes to work in Harare everyday
from his
home in the peri-urban area of Domboshava.
Chirimuuta
will now have to fork out $1 000 for a trip from Domboshava
to work up from
$700 he was paying only last week.
Local government Minister
Ignatius Chombo, who must authorise public
transport fare hikes, was not
available for comment on the matter.
But police spokesman Oliver
Mandipaka called the fare hikes illegal
and said the police would arrest
transporters caught charging the new fares.
"The position is very clear.
They must stick to the stipulated and legal
fares. They will be targeted and
arrested," he said.
The Zimbabwe Congress of Trade Unions (ZCTU)
that has threatened more
street protests by workers to press for better pay
and living conditions
described the new fare increases as "unacceptable"
saying workers would now
have to spend more than 50 percent of their
earnings on transport alone.
"It means nothing has been solved and
the workers have been sucked
back to their precarious position. Most workers
earn below $50 000 and the
latest round of fare increases means a worker
would need $32 000 per month
in transport alone. This is unacceptable," said
ZCTU secretary general
Wellington Chibebe.
But the fare hikes
are only an addition on a long list of hardships
including shortages of
food, fuel, essential medicines, electricity and just
about every basic
survival commodity that Zimbabweans have to grapple with
every day as the
once prosperous southern African nation teeters on the
brink of total

HARARE - The Economist Intelligence
Unit (EIU) says Zimbabwe's 2007
national budget is a journey through
fantasyland and warns that quasi-fiscal
spending and interest payments could
spike the country's budget deficit to
64 percent of Gross Domestic Product
(GDP) in 2006.
In a commentary on the 2007 budget announced by
Finance Minister
Herbert Murerwa on 30 November, the EIU said the budget
followed the pattern
of recent years, whereby forecast government spending
and inflation are
understated and future economic performance is
exaggerated.
Murerwa said despite Western sanctions against the
Harare
administration, the lack of World Bank or International Monetary Fund
(IMF)
loans, and the fact that foreign aid to Zimbabwe is marginal (and
mostly
humanitarian), the southern African nation's economy was on the path
to
recovery.
The Finance Minister optimistically projected that
GDP would grow by
between 0.5 percent and one percent, having contracted by
2.5 percent in
2006 and 3.8 percent last year.
The EIU noted
that such projections are not overly reassuring since
Murerwa was similarly
optimistic last year about economic performance in
2006, predicting growth
of 2.5 percent.
"In other words - and not for the first time - the
numbers simply
don't add up," said the respected international economic
think-tank.
The comments by the EIU come at a time when an IMF team
is in Zimbabwe
to assess the country's economic performance.
The outcome of their assessment could mean the difference between
Zimbabwe's
expulsion from the Bretton Woods institution or another reprieve
for a
country that has consistently defaulted on loan repayments to the
Fund.
Harare owes more than US$127 million in arrears to the
IMF alone out
of a total of US$2.2 billion owed to foreign creditors as at
31 October.
The EIU noted that as recently as July, Murerwa
projected a budget
deficit of 18.7 percent of GDP in 2006, but later revised
the figure to 43
percent of GDP, excluding interest payments.
The reason for the revision is the inclusion of quasi-fiscal or
off-budget
spending by the Reserve Bank of Zimbabwe (RBZ).
Murerwa said
quasi-fiscal expenditures would be incorporated into the
2007 budget and
that the current stock of funds lent out by the RBZ would be
amortised over
three annual budgets.
The first Z$100 billion for the amortisation
fund has already been
allocated.
He instructed that all
government and related departments' borrowing
requirements would from now on
be met from sources outside the RBZ.
According to the EIU, total
government spending would rise to Z$824
billion if quasi-fiscal expenditure
was included in the budget.
"Even this understates the actual
magnitude of the deficit, however,
because it carefully excludes interest
payments of Z$119 billion. Taking
these into account the total deficit rises
to Z$692 billion (US$2.77
billion), or 64 percent of GDP," said the
EIU.
Murerwa's budget was also found short on critical issues such
as how
he hoped to finance the interest bill and deficit without further
fuelling
money supply growth and inflation.
Zimbabwe has the
highest rate of inflation in the world, which was
pegged at 1 070.2 percent
in October.
Murerwa hinted last week that RBZ governor Gideon Gono
would devalue
the Zimbabwe dollar and speculation is rife that the governor
will adjust
the rate to 500 Zimbabwe dollars to the American greenback from
Z$250:US$1
at present.
Other market watchers have been
speculating that the central bank
chief could let the exchange rate slide to
as low as 1 000 local dollars to
the US unit.
Rates in the
illegal parallel market - where the bulk of foreign
currency is traded - are
at present around 2 500 Zimbabwe dollars against
the US unit, which means
there would still be a huge free-market premium
even if Gono opts for the
latter, according to the EIU. - ZimOnline

MATOBO - Traditional leaders in
Matobo district are forcing
villagers to donate money to fund the ruling
ZANU PF party's annual
conference which begins next Wednesday, ZimOnline has
learnt.
The villagers told ZimOnline yesterday that chiefs
and herdmen
in Matobo, about 70km south-west of Zimbabwe's second biggest
city of
Bulawayo, were forcing them to donate $10 000 per homestead towards
the
conference which is scheduled for Goromonzi High School in Mashonaland
East
province.
Chiefs hold ceremonial powers and wield
immense influence in
rural areas often determining who gets food aid in
their areas.
"They are sending groups of about four people,
most of them
chief's aides, to homesteads collecting the cash and writing
down names of
those who have complied with the order.
"Some people are being forced to sell their little possessions
to raise the
cash," said a villager from Silungudzi ward who refused to be
named for fear
of victimisation.
Another villager from Wovi ward in the
district said Chief
Malaki Masuku had ordered them to donate the cash during
a ward meeting at a
local business centre last week.
"The
chief told us that we must donate as a way of showing our
appreciation to
the ruling party for giving us land for resettlement.
"When
we told him that we could not raise such an amount, he
said we should find
ways of raising it, threatening unspecified action on
those who fail to do
so," he said.
The ZANU PF annual conference has become
synonymous with wild
merriment and feasting for hordes of supporters drawn
from the party's 10
provinces.
Contacted for comment
yesterday, Chief Masuku confirmed the
forced donations but said he was only
working on targets set by the ruling
party.
"I have a
target to raise Z$1 million and the only way I can
realise that under the
current economic difficulties is by asking for
donations from the people
that I preside on.
"I also donate the same amount and I do
not see any problem if I
ask my subjects to do the same. The other chiefs
are just doing the same
because that is what the provincial governor told us
at a meeting in Gwanda
two weeks ago," said Masuku.
ZANU
PF national chairman, John Nkomo, said it was not the party's
policy to
force people to donate funds towards the hosting of party
conferences.
"We do not force people to fundraise for us.
We are not a
dictatorship . . . we told people to fundraise by selling party
cards to the
public and to ask for donations," he said.
There have been reports in the past of ZANU PF officials
arm-twisting
individuals to fund the ruling party's programmes.
Teachers,
civil servants and newly resettled farmers have also
complained in the past
of harassment after the ruling party forced them to
contribute funds to

The attorney general's office has yet to sign an
agreement with cellphone
operators to suspend, as a court recently ordered,
implementation of a law
that would compel them to use state-owned provider
TelOne's international
gateway, legal sources said.
Beatrice Mtetwa,
lawyer for private mobile operator Econet, said she has
written twice to the
attorney general's office seeking endorsement of the
standstill agreement to
which the Postal Telecommunications Regulatory
Authority has
agreed.
Zimbabwe's third private cell network operator, Telecel, has also
signed on.
But state-owned provider NetOne, which is already using the
TelOne
international gateway, has to this point publicly expressed no
position in
the matter.
The dispute flared last month when the state
moved to put into effect a law
that would oblige all mobile operators to
route international calls through
TelOne, costing them revenues and making
it easier for the government to
monitor foreign calls.
Private
operators appealed to the Harare high court, which said another
court should
first decide whether the statutory instrument was
constitutional.
Zimbabwean military authorities have weighed in,
saying the law should be
enacted so that they can monitor calls in the
interest of national security.
Attorney Wilbert Mandinde of the Media
Institute of Southern Africa said he
finds it surprising that the attorney
general's office should ignore a
provisional court order by failing to
subscribe to an interim agreement of
the parties to the dispute.

A senior United Nations Development Program
official has come to Zimbabwe to
look at the continuing effects of the 2005
eviction and demolition campaign
mounted by the state, which called it
Operation Murambatsvina, Shona for
"Drive Out Rubbish."
Gilbert
Hounbgo, director of UNDP's Africa regional bureau, had scheduled a
news
conference Tuesday but canceled it for a meeting with Zimbabwean
officials.
Sources said the UNDP is pressing Harare for action on
housing. The
government last year refused to allow tents to be used to
provide temporary
shelter for Murambatsvina victims, and at one point
demanded a model
temporary home be destroyed.
Harare has promised to
provide replacement housing through its Operation
Garikai, or "Live Well" in
Shona, but nongovernmental organizations and
other sources say the program
has stalled due to a shortage of funds and
corruption at all
levels.
President Robert Mugabe launched a new Rural Housing Delivery
Program
Monday. The state-controlled Herald newspaper said the government
launched
the program to "accelerate housing provision in rural
areas."
Spokesman Fambai Ngirande of the National Association of
Non-Governmental
Organizations told reporter Carole Gombakomba of VOA's
Studio 7 for Zimbabwe
that launching another housing project is only likely
to plunge Harare into
deeper problems while thousands of Murambatsvina
victims remain without
adequate shelter.
Parliamentarian Nomalanga
Khumalo, who represents Umzingwane, in
Matabeleland South, for the Movement
for Democratic Change faction of Arthur
Mutambara, said she has reservations
about the new housing project launched
in her constituency, adding that the
UNDP official was not likely to be
impressed with it.

2006 (IRIN) - Zimbabwe's living standards have declined by 150
percent
within the last decade, says a poverty assessment survey complied
and
published by the public service and social welfare ministry.
"The period
1996 to 2005 was marked by accelerated deterioration in the
socio-economic
situation," the survey said. "In contrast to the development
achievements of
the first ten years of independence (granted from Britain in
1980), the
decade of the 1990s witnessed a turnaround of economic fortunes
as economic
decline set in and structural problems of high poverty and
inequality
persisted."
The social welfare ministry survey revealed that between 1995
and 2003, more
than 63 percent of rural people could not obtain enough money
to meet both
basic food and non-food requirements, while the figure in urban
areas was 53
percent. The survey covered 58 rural districts and 27 urban
areas across the
country's ten provinces.
Minimum monthly incomes of
urban dwellers declined sharply during the same
period because of the
"deteriorating macro-economic environment,
characterised by hyperinflation,
negative GDP [gross domestic product] and
shrinking formal job
opportunities".
Gender was also recognised as having an impact on poverty
levels.
"Female-headed households, who are already mostly very poor, are
moving
towards the bottom limit," the ministry said. Since the last survey
in 1995,
malnutrition in children under five increased by 35 percent, people
without
access to clean water increased by 25 percent, and the number of
people
without access to healthcare went up by 48 percent.
The
ZANU-PF government has experimented with six different economic policies
since 1996, with dire consequences: hyperinflation has been hovering around
1,000 percent - the highest in the world; unemployment levels are above 70
percent; the industrial base has contracted by a third since 2000; foreign
currency is scarce; shortages of basic commodities, such as food and energy,
have become commonplace.
The poverty assessment cited the country's
economic problems after the
withdrawal of international donor support
"following the implementation of a
controversial land reform programme" as a
contributing factor to the
economic meltdown.
In 2000 President
Robert Mugabe's government embarked on a fast-track land
redistribution
exercise that sought to give land to thousands of blacks from
impoverished
communal areas by removing more than 4,000 commercial white
farmers from
their farms. The European Union and the United States
subsequently imposed
limited sanctions on top government officials for human
rights violations
and Mugabe's disputed re-election in 2002.
According to independent
analysts, the farming sector, once one of the main
foreign exchange earners,
has shrunk by about 65 percent as a result of the
land reform
programme.
The survey said poverty, already growing, had been worsened by
recurrent
droughts and floods, as well as an 18.1 percent HIV/ AIDS
prevalence - one
of the world's highest - which compounded non-productivity
in the farming
sector, as a recent ministry of agriculture study had
concluded.
Farming communities were among the majority of areas that did
not have
access to health centres, with people having to travel more than
10km to the
nearest clinic or hospital.
Rising medical costs forced
about 30 percent of pregnant women to deliver at
home, and skilled personnel
attended to only 72 percent of those who went to
health centres to have
their babies, mostly due to an exodus of health
workers in search of better
salaries and working conditions.
Falling standards of living have made
basics seem like luxuries. "I bought a
wardrobe, bed and radio with my first
salary but these things are now a
pipedream for most people - even those
with the so-called executive jobs,"
Sibangani Nkomo, 45, a teacher now
employed as a human resources officer at
a leading wholesaler in the
capital, Harare, told IRIN.
Nkomo takes home Z$200,000 (US$800) a month,
most of which is absorbed by
rent, leaving him with no option but to borrow
from friends and loan sharks.
His wife went to Britain three years ago,
where she works as a child minder
and sends home the occasional
US$200.
He has not been able to visit his elderly mother in rural
Masvingo, about
250km south of Harare, for the past three years because he
cannot afford the
cost of transport. "When I can, I send her [my mother] a
packet of sugar and
a bottle of cooking oil through the driver of the bus
that gets to my rural
home, and I know she thinks I no longer care about
her."
Before the country's economic meltdown, Nkomo said, weekends were
spent with
friends, when they would drink beer or attend local soccer
matches.
Nowadays, economic restraints keep him housebound.
According
to the Consumer Council of Zimbabwe (CCZ), in October the basic
monthly cost
of living for a family of six was Z$141,706 (US$566); in
November it cost at
least Z$208,000 (US$832) - a 47.3 percent increase.
"CCZ is greatly
concerned about the general price increases, especially in
the month of
November, which recorded significant increases compared to
other months in
the year," the consumer watchdog said in a statement.

Harare - There's little joy for consumers this
festive season in
Zimbabwe where the cost of living shot up by nearly 50
percent last month,
the Consumer Council of Zimbabwe (CCZ) was reported as
saying on Wednesday.
An urban family now needs 209 000 Zimbabwe
dollars (R5 944) to meet
its basic food, housing, transport and clothing
needs for a month, way above
the average wage, the consumer watchdog
said.
Most wage-earners in inflation-riddled Zimbabwe earn less
than 50 000
Zimbabwe dollars (R1 422) per month and shoppers are resigned to
seeing
prices escalate on a near-daily level.
Zimbabwe's
economy is in meltdown, with massive unemployment,
inflation hovering at
levels above 1 070 percent and many locals desperate
for any chance to leave
the country.
There were staggering increases in the
prices of basics in November,
with the staple maize-meal shooting up by
197,7 percent, cooking oil by
196,1 per cent and transport by 50 percent,
said the state-controlled Herald
newspaper.
Life is getting
harder by the day for many here and levels of
dissatisfaction are
rising.
The main Zimbabwe Congress of Trade Unions (ZCTU) on
Tuesday
threatened protests in the new year if the government failed to meet
basic
demands to hike minimum wage levels, provide free life-prolonging
antiretroviral drugs (ARVs) to those living with HIV and Aids and stop the
arrests of street traders, reports said.
The CCZ, a
quasi-government body, accused businesses of trying to
maximise profits at
the expense of suffering consumers.
There is need for stakeholders
in business to increase prices based on
factors of production instead of
unilaterally hiking prices to maximise
profits, the watchdog said in
comments carried by the Herald.
President Robert Mugabe's
government says businesses are working in
cahoots with Western powers and
the opposition Movement for Democratic
Change (MDC) to sabotage the economy,
and there are new moves to jail
price-hikers.
But businessmen
say they are only trying to stay afloat in Zimbabwe's
struggling economy and
have to hike prices because the local currency is
fast losing value on the

HARARE (AFP) - Sweden has urged President Robert
Mugabe's government to seek
the guidance of a visiting International
Monetary Fund team on ways of
healing Zimbabwe's ravaged
economy.
"The Zimbabwe government needs to take advantage of the
visiting IMF mission
and listen to the IMF and get advice on how to come out
of the current
nightmare situation," Swedish ambassador Sten Rylander told
journalists
Wednesday.
Zimbabwe is in the throes of economic crises
characterised by world-record
inflation, worsening poverty levels,
70-percent-plus unemployment and
chronic shortages of basic goods like fuel
and the staple corn meal.
An IMF team arrived in Harare on Sunday on a
mission to assess Zimbabwe's
economic health ahead of the global lender's
meeting early next year in
which it is expected to decide whether to keep
Zimbabwe in its fold.
Rylander lamented the strained relations between
Harare and the European
Union (EU) and urged the erstwhile allies to mend
fences.
"To turn around the economy you need full support from the
international
community but all parties are not working hard enough. There
is a state of
siege."
Zimbabwe's relations with the West plummeted
after Mugabe's government
launched controversial land reforms six years ago,
seizing farms from white
commercial farmers for redistribution to landless
blacks.
Ties worsened when the United States and the European Union
imposed
targetted sanctions on Mugabe and members of his inner circle
following the
country's 2002 presidential election dismissed by the
opposition as a fraud.

The President of the Zimbabwe
Congress of Trade Unions (ZCTU),
Lovemore Matombo has announced plans by the
union to call for more
demonstrations pressing for better pay and improved
living conditions for
workers. In an interview with Newsreel Wednesday
Matombo said the brutal
response of the police towards their protest in
September would not deter
them from engaging in further protests. He says
the General Council of the
ZCTU decided at meetings held on the 1 st and 2
nd December that the action
was necessary and has since started consulting
the general membership.
Matombo says 'no worker can ever be
intimidated under the conditions
they were living in.' He says the September
beatings have served to
re-invigorate their fighting spirit and other
beatings would just serve to
inspire them further. The ZCTU will give
opportunity to parliament for the
budget presented by the finance minister
to be debated in the interim. Once
this is done and the budget is
implemented in January next year the union
will review the situation to see
if there are any improvements to the
situation.
Asked whether
they might consider stay-aways as opposed to street
demonstrations, Matombo
said he understood why people were making those
kinds of suggestions given
the ruthless response of the police. He however
reminded people of how they
were constantly criticised for 'recycling' the
stay-away strategy and that
people were finally revisiting it only after
witnessing the police
brutality. Matombo told Newsreel they are open to all
forms of protest and
that they will soon decide what the best form of action
will
be.
The ZCTU leader expressed disappointment with the government
attitude
towards the labour union saying the regime was acting just like the
white
settler regime before independence that opposed any form of union
activity.
'The same policies of the settler regime have occupied the current
government,' he said. Matombo said it was a crime against humanity for close
to 90 percent of the population to be living under the poverty datum line
and as a union these were issues of concern to them since they affected
workers.

Gonda: Welcome to the second segment of a 3-part teleconference with
Sydney
Masamvu - a senior analyst with the International Crisis Group and
also with
political commentator Professor Stanford Mukasa.
It's been said the
tragedy of Zimbabwe's opposition movement has largely
been its failure to
use the opportunities created by the faction fighting in
the ruling Zanu PF
Party. Critics say there are efforts among the
international community to
support moderates in Zanu PF because of this lack
of strategy within the
opposition movement, but can Zanu PF change?
I first asked Sydney Masamvu
why observers feel there is a lack of energy in
the opposition
movement?
Sydney Musamvu: You see we are looking at a situation whereby
all the social
indicators in Zimbabwe are in the negative and one would want
to assume,
under such circumstances, that's a fertile ground for any
protest. But, also
what I'm trying to look at is we should also look beyond
protest. Look at
multiple platforms of ventilating the mis-governance in
Zimbabwe. So really
you are looking at, apart from protest what strategies
has the opposition
movement in Zimbabwe come up with aimed at pushing and
keeping the pressure
on the Mugabe regime?
I want to believe that in
the past year or two there's been sort of a lack
of momentum and partly
because of the structural differences emanating from
the opposition. One
thing Violet that you should give to Zanu PF is - the
Zanu PF leadership- is
it takes risks; and most of the time for the worst,
they do take the risk.
You know if you look at the issue of land, how it was
done; Zanu PF take
risks. And, for the best or for the worst, President
Robert Mugabe takes
decisions. You see, in politics, first of all you take a
risk and you have
to make a decision, you take a decision. That's the art of
leadership. You
take a decision, you take a risk.
Violet: What risks do you think the MDC
should be taking right now?
Sydney: What I'm trying to say is it's
actually very clear that, from
experience, you know, over the past two
years, you have seen experience
taking more of the lead. The MDC has been
beaten more out of experience by
Zanu PF than anything else. If you look at
the leadership in Zanu PF and
what they have been doing whatever, it has
been more of the MDC, and I want
to take that as a clear example, has been
outwitted more out of lack of
experience by the ruling party. And, if you
look at and missed
opportunities, believe you me, if you went to the 2002
Presidential
Election - how the vote was allegedly rigged; if you look at
Murambatsvina
where one would have seen it as a God sent opportunity, where
even it
touched the humanity of the world over, of the scale of the
operation.
You know, that was a God sent opportunity for any political
party to really
take the battle to the doorstep of the government, because
that operation it
really cut across; there was social upheaval beyond the
scale imaginable in
Zimbabwe in post Independence Zimbabwe. They really
missed the opportunity.
You can count three or four missed opportunities,
which really the
opposition forces in Zimbabwe would have seized the chance
to really harness
people's energy and focus towards piling pressure on the
regime. So really
one thing, which has shown in the past two, three years
and more recently,
now is the issue of experience really being a factor;
political experience
being a factor in how the MDC has led
us.
Believe you me; I can go a step further. We talk day in day out of
the camps
in Zanu PF, the Mujuru camp, Manangagwa, whatever, who is doing
what,
Mugabe, about how Zanu PF will split. It is quite instructive when we
talk
about political experience, that besides all the glaring factions in
Zanu
PF; all the factional fights, Zanu PF has not split. The MDC, within
six
years, it has split on issues which I deem peripheral and minor compared
to
the problems in Zanu PF. Zanu PF, being a ruling party, where they have
looted so much, where the differences run so deep they have got their past
differences within the liberation struggle where they eliminated each other,
right now we are reading about the ZISCO scandal around factional camps and
lines. But the bottom line is we talk of factions. Factions which you talk
about in the opposition but we don't talk about a split in Zanu PF, really
showing the art of experience of political leadership. I mean, when to draw
a line over differences and when the common good of the party comes
first.
And really, these are sort of lessons learnt in the past six years
and which
I think the future of the opposition in Zimbabwe lies in
reconfiguration,
taking some of the lessons learnt over the past six years.
Or else, as
usual, which happens in politics, the opposition forces in
Zimbabwe can tend
to be a forerunner and factors at play can change and any
other new
dispensation may occur which will put the Zimbabwe issue out of
the
International spotlight.
Violet: Now, Professor Mukasa, has there
been a consideration among the
International Community to support the
moderates in Zanu PF since it's been
said that the opposition is failing to
get its act together?
Professor Mukasa: Yes, the United States in
particular has got what we call
'options on Zimbabwe'. They've got Option
One, Option Two, Option Three and
Option Four. One option obviously is to
support the opposition movement in
the struggle for a process that will lead
to free and fair elections. The
other option is simply to do nothing and
just to let things work themselves
out; maybe; hopefully, either Mugabe's
death or economic factors will force
changes. Then, another option is to
look now at the factions within Zanu PF.
Now, many people like to praise
Zanu PF for not having a split and for being
united.
Incidentally,
Zanu PF is united for very different reasons. The reason they
are united is
simply because they are like thieves and each is watching over
the other and
this fear that if there is a split they will start squealing
on each other
and maybe fighting over the gravy train that they have amassed
to
themselves. Now, within Zanu PF there are what are known as moderate
elements, and the idea for looking inside the moderate elements within Zanu
PF, I think was precipitated by people like the late Edison Zvogbo. When
Zvogbo came to the United States some years ago he had this proposal that
moderate elements within Zanu PF could link up with the opposition movement
and form a new political force.
Ever since then there has always been
this view, this belief, that Zanu PF
is just too big of a monster to just
sweep away from the table; to remove
from government that what you really
need is maybe change from within Zanu
PF to force a new dispensation for
Zimbabwe. And, yes, that feeling is
strong, and, as a matter of fact, right
now as we speak, that idea of
negotiating with the moderate elements within
Zanu PF is still very much
alive. It's being revived, maybe at the cost of
the opposition movement.
The idea here is 'well, if the opposition
movement cannot get its act
together, cannot bring about changes, then,
well, else can?' Then, one looks
at those moderate elements, and, there is a
feeling right now that maybe
what looks like unity within Zanu PF is really,
may not last that long. I
think that the Zanu PF house itself is burning;
you know it's a hot-house.
And, some people might be finding the Zanu PF
house too hot to stay in and
they want out; they want to get out. And, the
signals that have been
received to the International Community was there are
some elements within
Zanu PF that want to get out because the situation is
just too oppressive
even for some of the factions within Zanu PF. Not
everybody within Zanu PF
is enjoying this gravy train.
Remember, the
other time we heard that members of the Presidential Army
Unit, an elite
Unit, I heard that they were catching squirrels at the
Botanical Gardens in
order to survive. There was a soldier; I think it was
in Kadoma, who was
beaten because he could not pay his fare, his commuter
bus fare. So, there
is that feeling of uneasiness. There is that feeling,
even among the Zanu PF
factions that things are not going well for them. And
I have a feeling right
now, I cannot prove it, but I have a feeling that the
so-called ex
combatants also are now increasingly feeling being left out.
That piece of
land that had been seized and given to each of them, I think
it is being
retrieved right now. Mugabe has decided that well, giving land
to everybody
was not a good idea; rather he should give it to his cronies,
the top
officials and so on. So, the Zanu PF house is burning and so the
option now,
from the International Community perspective, may be we can
reach out to
those people inside Zanu PF.
Sydney Musamvu: I liked what the Professor
was saying that the Zanu PF house
is burning and the factions want to move
out. But, one would ask, when they
move out, they move out to where? You
have an opposition which is divided.
You have people who are in the ruling
party and the house is burning, they
need a house, they need a shelter.
Where do they go? That is really like the
tragedy of the split within the
MDC, that even elements in Zanu PF, no
matter how moderate, even if they
want to get out they ask themselves before
they get out 'where are we going
to?'
If we answer that and have a clear position of the status of the
opposition
then we can then work on saying the Zanu PF house is falling,
it's falling
apart, some people are under, whatever. But at the end of the
day they don't
have a home to go at the present moment, with the factions in
the MDC more
or less at each other's throats fighting for the control of the
name or
anything. And even as the Rural Council elections will show, even
fighting
for the territory.
Violet: But Sydney what about the idea
that the sentiments are that, the
idea of a reformed Zanu PF is now a matter
and subject of policy for some
countries in the West?
Sydney Musamvu:
I can tell you that indeed, the world over, and in the world
of
international diplomacy and politics, options are always there. And,
there
is a strong feeling that the opposition, as it is in disarray and
there is a
movement in Zanu PF, there are elections coming, there is a push
for
constitutional change, whatever, what opportunities can we look at
within
Zanu PF to bring about change, to expedite change. Who are the
remnants
within Zanu PF who can be worked with and they can push for change?
And,
indeed, I agree with what Mukasa was saying. That idea is beginning to
gain
currency and greater currency; of inward looking; that are there
elements
who can be retrieved within Zanu PF or, can Zanu PF be influenced
from
within to get some moderate people who can push the reform agenda
forward?
And it's really talk and this has been happening quite a
lot. It has gripped
the thinking and exploratory talks within the
International Community. They
are looking sort of decisively and looking
quite clearly within Zanu PF to
see if there are opportunities
of
reforming the party. If they are there, are there elements within Zanu PF
leadership who can push the struggle forward.
Violet, it is important
in this regard to note that if you look in Africa;
you look in Malawi, you
look in Zambia, you look in Kenya, the opposition
leadership in all those
three countries which have actively come to power
have in one way or the
other been part of the ruling party. You look at
people like Kibaki, they
were former KANU. You look at Zambia; Mwanawasa.
You look at Malawi, the
Bingu Wa Mutharika's. You can trace them formerly
that they were with the
ruling party and they branched out to an opposition
party and came into
power.
In this regard, one is looking at - had the opposition been
united, being
strong, it would have been a very good launching pad of
influencing some
people even within Zanu PF who can be retrieved to work in
tandem with the
regime, reconfigure the leadership in terms of having more
people coming in
within the opposition ranks and really galvanising and
expanding its
leadership base. So really what we are saying is this idea of
inward looking
within Zanu PF is beginning to cap the imagination of the
thinking within
the international community and the region, to say a
reformed Zanu PF. For
the simple reason that the opposition is in
disarray.
Violet: But Sydney, which countries are actively pushing for
this?
Sydney Musamvu: No Violet, it is quite sort of, you see, when you
look at
the texts within the European Union on Zimbabwe which are beginning
to show
with some countries trying to sort of say 'how can we move forward
with the
issue of Zimbabwe', you can also see, even with countries like the
UK, you
look at the US, people begin to have exploratory options or like
beginning
to view other options in the light of existing issues on the
ground. You see
the International Community is not static. It can not wait
for ten years and
it will move on with time and as events obtain on the
ground and as the
situation is in Zimbabwe the ball is more; the destiny of
Zimbabwe, is more
in the hands of Zanu PF than in the hands of the
opposition if we are
looking at the dynamics on the ground as of today. We
are looking at the
state of the opposition, we are looking at the political
movement and
political jostling within Zanu PF. You will see that there is
likely more of
a movement happening within the next twelve to eighteen
months which can
force Mugabe out if the opposition was united and pushing
forward.
But, right now, Violet, we are in a situation where we have to
debate when
are the Committees of the MDC meeting to discuss the so-called
re-unification arrangement. Whilst on the Zanu PF side, people are beginning
to look at - is there an extension of another term, who is likely to
succeed. You see the difference of issues? And, this is the same thinking
which is involving around the world, to say what are the dynamics playing
out in Zanu PF in terms of succession and leadership. Are there any
characters who, if they come, if they come to lead Zanu PF, who can be
influenced or leaned upon to push for democratic change in Zanu PF, and, if
so, the international Community, like the rest of Zimbabweans; actually the
majority of Zimbabweans, would want a progressive leader be it from Zanu PF
or the MDC to come on, push for a democratic agenda and life goes
on.
So really, for people to think, and for all of us Zimbabweans to
think that
as long as the International Community is making noise on our
behalf the
ball is still in our hands, it's being foolhardy. Politics move
with time
and positions. There are permanent interests not positions. So,
the
situation in Zimbabwe is fluid. If tomorrow in Zimbabwe there comes a
leader
who can make radical policy changes; whether he's coming from Zanu PF
or
from any other party or from the Civil Society, the world would take note
and say 'let's give him or her the benefit of the doubt'.
Violet: Now
Professor Mukasa, let me ask, still on that issue, that it
appears that
Robert Mugabe is making attempts to end the isolation within
the
International Community and he tried to get Mkapa to broker talks or to
build bridges and recently you had the Church's National Vision Document,
which was allegedly doctored. And so, is this a sign that Mugabe is trying
to end the isolation, the international isolation?
Professor Mukasa:
You see Mugabe has nothing to lose any more. He is now 83
years old. He is
the firebrand, die-hard nationalist. His years belong to
the 1960's and that
will always be part of his character right up to his
death. Now his
response, his reaction, his interaction with the
International Community on
the question of mediation reflect that he doesn't
really care that much. I
would dare say that Mugabe, right now is incapable
of reaching an
accommodation in a process that will lead to the
democratisation of
Zimbabwe. Mugabe is what he is and people should look at
him, the way he has
presented himself to the world. Mugabe is saying to the
world 'what you see
is what you get, I am what I am, take me or leave me
alone'.
And, he
now has got a very powerful economic backer in the name of China, in
the
name of Iran and things like that. So whether the promises made by China
and
Iran will materialise, that doesn't matter. It makes Mugabe confident
enough
to stay as long as he wants. You see, he has nothing to look forward
to,
Mugabe is more interested not so much in the survival of ZANU and the at
the
very least, the survival of the people of Zimbabwe, he is now more
interested in his own future and that's why he's building himself this
heavily fortified mansion and that's why his entire rhetoric does not have
within it the vocabulary of democracy, the vocabulary of free and fair
elections. And, to that extent, the International Community also recognises
that, and, it is to that effect that the International Community is now
looking at maybe after Mugabe dies or maybe after Mugabe leaves office, you
know maybe there might be some moderate elements.
One thing I can say
for sure is that whoever comes after Mugabe is not going
to be Mugabe, he's
not going to be a replica of Mugabe. He is going to feel
the pinch of the
position. He is going to feel the pressures. To the extent
there is likely
to be a rapid momentum towards sort of reforming, towards
getting rid of the
repressive Acts and things like that.
Violet: That's my question exactly,
that's what I wanted to ask, Professor
Mukasa. That according to Sydney's
analysis the International Community is
more than willing or more than ready
to give anyone in Zanu PF who is not
Mugabe the benefit of the doubt. Now,
can we ever have a reformed Zanu PF?
Can a leopard change its spots,
Professor Mukasa?
Professor Mukasa: No, a leopard cannot change its spots
but a leopard can
wear a jacket you know, and look different. That is quite
possible. Now
maybe the most important thing, and I should have mentioned
this earlier.
The International Community, and especially the United States,
has put, has
got a formula that can be a model for changing things in
Zimbabwe. When they
look at the opposition movement, they see a populous
party, a party that has
got a great deal of support at the grass roots
level. But, when they look at
the leadership, they look at a leadership that
is very slow and reluctant to
take hard decisions without going back to the
people.
When they look at Zanu PF, they look at a party that has no
support at all
on the grass roots level, but, they look at a leadership that
is very
resolute; that takes tough decisions and stands by them. So, they
are
looking for a leadership that has got a combination of both; that
ability to
take a tough decision and stand by it on one hand, but at the
same time
being popular among the people. So, looking for that combination
is quite a
task that the International Community is looking for. That's why
they are
looking for both, inside Zanu PF and outside Zanu PF to see if they
can find
that kind of a persona who combines those two things.
You
see the problem with the MDC leadership and that has led to concern, is
that, each time it wants to make important decisions they have to go back to
the people all the time. Now, this is not the way the political system
works, you know. There are times when you have to take your decisions by
yourself and stand by those decisions. If you say 'we are not going to
participate in any more rigged elections', you need to stand by your
decision. If you say that 'we are going to do one, two, three; we are going
to protest, you must stand by that decision and actually go into the
streets.
The late Reverend Martin Luther King, I mean, he had nothing
to himself,
but, he stood up one day in a Church in Birmingham and he said
'look, we are
going to take to the streets and I will be out there'. He
actually told them
the day he was going out to the streets, and as you
probably know, the
segregated South at the time was viciously oppressive of
the Blacks. Any
Blacks who tried to demonstrate where hunted down by police
with dogs but
Martin Luther King did take to the streets. He was jailed, and
he said, 'if
we are jailed, let us all continue to do the work, let us all
be jailed'.
That is the kind of a resolute leadership, determined leadership
that is
missing in the Opposition movement. So it's a combination of a bit
of both
that the International Community is looking for right
now.
Violet: Sydney?
Sydney Musamvu: Just to go back to the issue
which you have highlighted, the
issue of building bridges and Mugabe; the
Mkapa initiative. It should be
stated that that is total deception because
any movement within Zimbabwe
would only start when Mugabe is off the plate.
I mean this idea of the Mkapa
initiative; those ideas have just been a card,
which Mugabe has just been
floating just to buy time. Any movement on
Zimbabwe for the better will, and
I repeat this, will only start, when
Mugabe has exited. Because, what Mugabe
sees, and I want to agree with
Mukasa, what Mugabe sees is that he is the
Alpha and the Omega, that beyond
him there is no Zanu PF and there is no
Zimbabwe. But this is a thing, which
the International Community should
ensure that these time-buying tactics of
building bridges, Look East,
whatever, the only meaningful change or
progress towards change will only
start when Mugabe is off. That's the
starting point.
In combination to this, it's also about time when we have
a leadership
within the opposition, which makes decisions and takes risks.
For the best
or for the worst, Zanu PF what has made it defy odds and stay
on using all
the repressive tactics by hook and crook, whatever, is that,
they have a
leadership and which obviously for the majority of the time
makes the worst
decisions, but, decisions are taken. Mugabe makes decisions,
worse or
better, worse decisions, but, give it to him he makes decisions.
It's about
time the leadership within the opposition forces in Zimbabwe have
that
stamina, have that staying power to take decisions. Anything short of
that
will make the opposition more lethargic like it has been in the past
two
years, and consign it to the history.
Violet Gonda: Some have
said Robert Mugabe cannot be an agent for change. So
can a solution come
from the same regime that has brought so much misery and
repression? To what
extent is the situation in Zimbabwe truly a humanitarian
crisis for it to
deserve full international attention and what strategies
can the opposition
take to resolve the situation in Zimbabwe? Join us next

Geoff Hoon, the UK 's Europe
Minister, has called for tougher
sanctions and the continued isolation of
the Mugabe regime as a result of
the government's human rights abuses. The
Minister was responding to
questions in the House of Commons on Tuesday on
the effectiveness of current
targeted sanctions against Zimbabwe 's ruling
elite. Hoon said; "T here will
be further discussion of the EU's targeted
measures against Zimbabwe early
next year, before their expiry in February.
We believe that the measures,
which target the regime members and not
ordinary Zimbabweans, are effective
and should be continued."
The Minister had received a barrage of questions from legislators like
Conservative MP Henry Bellingham who asked him if he was aware of the total
collapse of Zimbabwe 's infrastructure and the rampant hyperinflation? He
asked; "Is he also aware of the horrific human rights abuses, including the
recent police attacks on the trade union vice-president Lucia Matibenga,
which resulted in a broken arm? Surely the time has come for our ( UK )
Government and Europe to tighten smart sanctions and travel bans, which do
not affect Zimbabwe 's hard-pressed citizens, but are aimed at Mugabe and
his evil henchmen?"
The official said there is no excuse for
the attacks on ordinary
Zimbabweans and that his government also condemned
the most recent assaults
on the WOZA women. Riot police used brutal force to
break up a peaceful
demonstration organised by the pressure group in
Bulawayo recently. Hoon
said; "The beating of women and children only two
months after the abuse of
the trade union leadership is further evidence of
Zimbabwe 's terrible human
rights record, which Robert Mugabe tries to argue
is a figment of the west's
imagination."
Pressure is also
mounting on regional bodies to act on the Zimbabwe
government. A labour MP
Brian Jenkins pointing out that more effort is
needed in talking to Zimbabwe
's neighbours, whose actions might have more
effect, and to countries such
as China , which continue to invest in
Zimbabwe .
Hoon
responded; "It is important to continue to isolate the regime,
and it is
vital to world opinion that the countries of Southern Africa take
united and
effective action to isolate Zimbabwe ."
Meanwhile a Member of the
European Parliament (MEP) Geoffrey Van Orden
said the Zimbabwean crisis is
receiving a lot of attention in parliament
which passed a resolution in
early September calling for toughening of
targeted sanctions and widening
the list of banned individuals.
When asked what proof there is that
the 'targeted sanctions' are aimed
at the regime and not the people of
Zimbabwe . The MEP told Newsreel; "You
only have to look at the nature of
the sanctions. The sanctions are about
freezing bank accounts, they are
about travel bans, they are about freezing
arms supplies."
Van
Orden said there is an enormous amount of international aid, which
has gone
to Zimbabweans, feeding millions. He added; "Of course dictators
always try
to blame measures taken against them for the hardships in their
countries."

Zimbabwean Minister of Industry and Trade Obert Mpofu
could be facing a
two-year prison sentence following the decision by Speaker
John Nkomo to let
parliament open impeachment proceedings against him for
alleged false
testimony to parliament.
Mpofu is accused of lying
under oath before the committee on industry and
trade. He was the first to
alert the committee to the existence of a report
that he said implicated top
officials in corruption at the Zimbabwe Iron and
Steel Company, or
ZISCO.
Mpofu later recanted that testimony, however, and the committee,
failing to
obtain a copy of the report from the government, opened its own
investigation.
Nkomo said Mpofu's conflicting statements indicated he
had given false
testimony.
The matter has been referred to
parliament's committee on rules, whose
members include Vice President Joseph
Msika and Justice Minister Patrick
Chinamasa.
An opposition member of
the rules committee, Innocent Gonese, told reporter
Blessing Zulu of VOA's
Studio 7 for Zimbabwe that the panel would in turn
appoint a privileges
committee which holds a mandate to open an
investigation into Mpofu's
conduct.
President Mugabe, who has vowed to weed out corrupt elements in
his
government, has not as yet made any public comments on the widening
scandal.
Global anti-corruption group Transparency International has said
corruption
in Harare remains rampant, ranking Zimbabwe 130 out of 150
countries
studied.

HARARE, Dec 6 (Reuters) - Zimbabwe's premier tourist
destination, Victoria
Falls, could be listed as an endangered world heritage
site by UNESCO
because it is not being properly managed, official media
reported on
Wednesday.
The Victoria Falls, one of the world's natural
wonders and a top attraction
for tourists, is at the centre of a control
dispute between the country's
museums and monuments department and the
national parks authority.
The two are also fighting over revenues, which
has left the Falls without a
proper management plan and has led the United
Nations Educational Scientific
and Cultural Organisation (UNESCO) to
threaten to put it on the endangered
sites list.
"UNESCO thinks we
have failed to manage the Victoria Falls as a universal
site," Pascal
Taruvinga, a director at National Museums and Monuments, was
quoted as
saying by the Herald newspaper.
If there is no "integrated management
plan" to run it, "it is going to be on
the endangered list, which is a very
serious issue", Traude Rogers, another
senior official from the monuments
department, said.
UNESCO officials would not comment on
Wednesday.
The Victoria Falls separates Zimbabwe and Zambia, but the
greater part is on
the Zimbabwean side. Environmental groups have criticised
Zambia for
approving the building of hotels near the Falls, but there has
been no
public comment on that from UNESCO.
Even the attraction of
the Victoria Falls has failed to reverse the fortunes
of a tourism industry
hit hard by an unprecedented economic crisis largely
blamed on President
Robert Mugabe's government's seizure of white-owned
farms for redistribution
to landless blacks.
Western visitors, who have traditionally topped
arrival numbers, have
shunned the southern African state mostly over safety
fears following the
often violent land grabs.
Earnings from the
industry plunged by more than 70 percent to $98 million
last year from $340
million in 1999, just before the land reforms started.

FINANCE Minister Dr Herbert Murerwa should make public
the exchange rate he
used in drawing up the 2007 National Budget on, as this
would determine the
reliability of the budget estimates, the Parliamentary
Portfolio Committee
on Budget, Finance and Economic Development has
said.
Presenting the committee's report in the House of Assembly
yesterday,
committee chairman Cde David Butau (Zanu-PF) said it would be
difficult to
judge the reliability of the budget estimates in the absence of
information
on the exchange rate used.
Cde Butau said from Dr
Murerwa's Budget statement it was not clear which
exchange rate he had used
to come up with his estimates, rendering their
reliability
suspect.
He said there were two exchange rates in the country -- the
official rate
which was pegged at $250 and the parallel market rate which
stood at $2 500
to the greenback.
He said the official exchange rate
was not realistic, taking into account
the current inflation
rate.
"The Honourable Minister has not made explicit and it has been
difficult to
deduce the exchange rate on which the Budget estimates are
based.
"Therefore, it is difficult to assess the reliability of the
budget
estimates without knowing something about the exchange rate that was
used to
make them.
"Thus, once again, it would be useful for the
minister to make the exchange
rate assumptions public," Cde Butau
said.
Cde Butau lamented the reluctance by the monetary authorities to
adjust the
exchange rates.
"It should be noted that in an environment
of hyperinflation, rigid exchange
rates threaten the viability of exporters,
who are important for the
generation of foreign currency," said Cde
Butau.
Cde Butau applauded Dr Murerwa for banning quasi-fiscal operations
by the
Reserve Bank of Zimbabwe.
He said quasi-fiscal operations
resulted in the State losing a staggering
$400 billion, which he said was a
cause for concern.
"The financing of quasi-fiscal operations is evidently
inflationary. In most
cases the expenditure figures were not approved by
Parliament, bringing into
question the legality of such
expenditures.
"The minister noted correctly the need to urgently correct
this anomaly
within the financing system of Government," said Cde
Butau.
The committee recommended that the annual budget be reviewed
either
half-yearly or quarterly.
The committee also called for the
establishment of the Foreign Exchange
Monitoring Board as soon as possible,
which would be tasked with regular
reviews of the exchange rate.
Dr
Murerwa is expected to respond to the issues raised soon.

WANTON extraction of sand that has left open pits
threatens Marondera Town
with an ecological disaster.
Areas that have
been badly affected include Sherperton, Cherutombo and
Rusike where there is
massive building of houses and other areas dotted
around
Marondera.
The illegal practice has left yawning holes, some very close
to houses and
could provide mosquitoes with breeding grounds during the
current rainy
season, while some of the pits pose danger to adventurous
children in search
of fun in their neighbourhood.
Lendy Park, which
was earmarked by Marondera Municipality for legal sand
extraction, has since
been mired in controversy with the Marondera Rural
District Council claiming
that the area falls under its jurisdiction. This
has resulted in both local
authorities claiming revenue from sand
extractors, but leaving neither side
willing to take responsibility for
rehabilitating the
area.
Environment Management Agency Marondera district natural resources
officer
Mr Nicodimus Nhekairo said the boundary dispute between the local
authorities had left his department in a dilemma.
"As it stands, whom
do we hold responsible for rehabilitation of the area?
Besides, there is a
statute in the Environment Act which stipulates that
natural resources
exploited in one area should be used in that area.
"But here we have
resources being exploited in an area claimed by MRDC but
finding their way
into Marondera municipality jurisdiction," said Mr
Nhekairo.
He said
that their investigations revealed illegal sand extractors had
resorted to
poaching at night to evade arrest.
He warned that his department will
soon be moving around the town and
confiscating all pit sand that did not
have a permit from all prospective
home owners.
Efforts to get a
comment from Marondera Municipality town planner Mr
Wickliff Mutambanengwe
were fruitless as he was said to be on leave.
However, MRDC chairman Cde

A top
United Nations (UN) official could visit Zimbabwe in the new year to
probe
allegations of torture against President Robert Mugabe's political
opponents, a development that could put Zimbabwe's tainted human rights
record under renewed international scrutiny. Manfred Nowak, the UN Special
Rapporteur on Torture, has been in touch with Patrick Chinamasa, the
Minister of Justice, Legal and Parliamentary Affairs to discuss the granting
of access for the proposed mission. A government official said the
"modalities" of Nowak's visit were being worked out. "I am in negotiations
with the government of Zimbabwe to visit the country," Nowak said on the
sidelines of the 40th Ordinary Session of the African Commission on Human
and People's Rights (ACHPR) last week. "I hope it will be soon, as the
process has already been started." Nowak is scheduled to visit Sri Lanka
from January 27 to February next year and may want to come to Zimbabwe
before then. Nowak heard from Zimbabwean civic society organisations at the
meeting how the human rights situation in Zimbabwe has continued to
deteriorate, and that state security agents were the main culprits in the
assault and torture of government critics. The activists cited the arrest
and torture, in police custody, of the leadership of the Zimbabwe Congress
of Trade Unions (ZCTU) in September after they had called for a workers'
protest march. A Harare magistrate has ordered the Central Investigations
Department (CID) to probe the allegations of torture made by the unionists,
who included ZCTU president Lovemore Matombo and secretary general
Wellington Chibebe, Both are still receiving treatment for serious injuries
they sustained during detention in police cells.
The leader of the
government delegation at the ACHPR meeting, Justice
Ministry official
Margaret Chiduku, confirmed receiving Nowak's formal
request to visit
Harare. "Government has noted the statement of the UN
Special Rapporteur
against Torture, Manfred Nowak, and acknowledges that a
meeting did take
place between him and the Minister of Justice of Zimbabwe
following which an
invitation was extended to the Special Rapporteur to
visit Zimbabwe," said
Chiduku. "The consultations and necessary modalities
are being worked out to
enable him to carry out his mandate in Zimbabwe."
The Financial Gazette
understands that Nowak, who reports annually to the UN
Commission for Human
Rights, intends to meet government officials, the
judiciary, the Human
Rights Commission, parliamentarians and
non-governmental organisations. He
also hopes to visit detention centres
around the country. Nowak, an Austrian
appointed Special Rapporteur on
Torture in December 2004 by the UN
Commission on Human Rights, is mandated
to investigate torture in all
countries, irrespective of whether or not a
state has ratified the
Convention Against Torture and other cruel, inhuman
or degrading treatment
or punishment. As Special Rapporteur, he operates
independently of any
government and serves in his individual capacity. The
Zimbabwean government
has in the past scuttled fact-finding missions by a
number of top
international diplomats, especially after UN envoy Anna
Tibaijuka compiled a
scathing report showing how government had rendered
more than 700 000 of its
people homeless during Operation Murambatsvina.
Plans by out going UN
secretary general Kofi Anan to visit Zimbabwe before
the expiry of his term
went up in smoke in July.

Unfortunately WHO in Harare won't talk to the press about
that because they
are worried as the Zimbabwe government was furious when
the statistic came
out from Geneva earlier this year. Now Unicef says
Zimbabwe has the highest
number of orphans, in proportion to the population,
one in four. About 1.6
million children have lost one or both parents,
mostly due to HIV AIDS.
While Robert Mugabe is now vocal about HIV AIDS, it
took him a long time.
When the disease was first announced in Zimbabwe, in
January 1987, by a
privately published magazine Parade, then edited by a
Briton, Andrew Moyse,
the government harassed him. Then, it stopped
production of the first HIV
AIDS awareness film. Zimbabwe was the second
country in the world after the
US to screen donated blood for the virus. The
head of the blood transfusion
unit in Harare had to flee the country.
Foreign doctors working for various
municipalities in the late 1980's
secretly gave Parade statistics of HIV
infections. The donor community
supplies most of the money for anti
retrovirals, it also tops up government
doctors' salaries to allow the
health ministry to play the good role it does
these days. At present only
about 10 percent of those in need of anti
retrovirals to save their lives
get the drugs. So the AIDS infection rate
has dropped, significantly, and
Zimbabwe is the first country in southern
Africa to achieve this. This nice
record didn't come via the Zimbabwe
government, it largely came about
because of efforts from donors and
activists and ordinary people. Another
Zimbabwe record, is that it has by
far the worst cricket team among the bevy
of beauties run by the
International Cricket Council. Mugabe contributed to
that too.

On Monday
we covered the story of how Central Intelligence Organisation
operatives,
with the help of police in the Mataga growth point, are
confiscating radios
distributed by the Radio Communication Project. The
radio project is meant
to help rural communities in remote parts of the
country access external
radio broadcasts, independent of state propaganda.
On Tuesday however the
spokesman for the Tsvangirai MDC, Nelson Chamisa,
told Newsreel the
government is targeting everyone with a shortwave radio in
the rural areas.
He says government deliberately wants to impose, 'an iron
curtain in the
country and contaminate people with their propaganda.'
Chamisa says their
national office is inundated with complaints from people
who have had their
radios taken away and their information department is
busy compiling a list
of all the reported cases. Initially it had been
thought radios donated to
listening clubs were the prime target but by
Tuesday the seizures had become
indiscriminate with many people said to have
lost their own private portable
radio sets. Listening club members are being
threatened and told they are
selling out the country by listening to
'foreign' broadcasts. Several NGO's
donated solar powered, wind up radios
for the listening clubs and Chamisa
says although these are being targeted,
the regime now believes it can
reduce the number of shortwave radio
listeners via a programme of
indiscriminate national seizures.
In Mberengwa East and the Midlands
North province the CIO clearly targeted
listening clubs. Several teachers,
who are members of the Progressive
Teachers Union of Zimbabwe (PTUZ) and had
been identified as team leaders,
had their radios taken away. They were
asked to produce union membership
cards before the CIO confiscated the
donated radios last week. Police and
CIO officers are being accused of
trying to block the Radio Communication
Project by taking any donated radios
under the pretext of investigating
'suspicious' content inside. Attempts to
distribute 8 radios in Mberengwa
East attracted the attention of the CIO in
much the same way as happened in
Gokwe. Under the Radio Communication
Project communities are being organised
to train, and take turns as groups,
to listen to local and external
broadcasts of their choice. Radios are being
distributed to key local people
who have been identified as such by the
communities themselves. Thomas
Shoko, one of those who received a radio
under the project, had this taken
away from him by CIO officers at Mataga
growth point last Thursday while
Sarudzai Dube, the local Women's Clubs
Trainer, also had a radio taken away
from her over the weekend. Security
agents came to her house while she was
away and threatened her child into
handing over the radio. Sicino Dube, the
Tsvangirai MDC Midlands South
provincial chairman, also alleged that Zanu PF
youths are helping the CIO by
moving around villages and taking the
shortwave radios away

Local Government Minister
Ignatius Chombo is demanding Z$300 million
from the Financial Gazette in an
effort to stop the weekly newspaper from
publishing further details of
ongoing investigations into his alleged
corruption. Chombo is suing the
paper's editor-in-chief Sunsleey Chamunorwa
for Z$300 million in 'damages
for defamation'. The Financial Gazette has
been reporting on corruption at
the Zimbabwe United Passenger Company
(Zupco), which included details about
police investigations into how senior
government officials, including Chombo
himself, had allegedly benefited.
Already the investigations have
seen the arrest and jailing of Zupco
board chairman, Charles Nherera. Chombo
and Deputy Information Minister
Bright Matonga, a former chief executive
officer of the company, were called
in to testify. Chamunorwa said they
stand by their story and would not be
intimidated. Former student leader and
human rights activist Courage Shumba
said Chombo's action is a deliberate
intimidation of free voices.'This is
part of Zanu (PF)'s mediocrity which
culminates in trying to use the law
selectively to try to seek redress in
cases that are non-founded. Chombo has
no case, he is a public officer who
should come out in the open and simply
say he's not involved in corruption,
otherwise as it is he has a case to
answer,' Shumba said.
The
outspoken former University of Zimbabwe Student Representative
Council
vice-president, who was severely tortured in 2000 by the CIO and
police in
Harare for his concerns over media freedom, said it would be
ludicrous to
pay Chombo that amount.

Good governance in the Southern African Development
Community (SADC) is the
key to dealing with HIV/Aids, according to Judge
Edwin Cameron.
"Where there are human rights abuses we cannot deal
properly with HIV/Aids,"
Cameron said in Johannesburg at the launch of the
Aids Rights Alliance for
Southern Africa's report on HIV/Aids and human
rights in the SADC region.
The report is an evaluation of the steps taken
by SADC countries to
implement international guidelines on HIV/Aids and
human rights.
Cameron said the report showed that the response to
HIV/Aids in the region
had been less than effective.
Human rights
abuses also hampered the implementation of treatment of
HIV/Aids.
According to the report, 85% of people in need of
anti-retrovirals did not
have access to treatment.
"This is a
terrible statistic when we know that HIV/Aids is a manageable
condition,"
Cameron said.
Michaela Clayton, the alliance's director, said the report
was the first
from information received from civil society organisations on
the state of
human rights and HIV/ Aids.
"The report outlines the
failure by governments in the region," she said.
Clayton said challenges
facing the region were the stigma attached to
HIV/Aids, limited access to
health care, restrictions on the right to
information and lack of political
leadership.
"Many countries in the region have risen to the challenge of
responding to
the epidemic, but are confronted with financial, structural
and political
barriers to the implementation of law reform and programmes to
effectively
address the epidemic."
She said the report focused on
structures and partnerships for multi-
sectoral response, protective legal
and policy frameworks, and access to
treatment and legal
services.
"It deals with the nature to which countries have implemented
international
guidelines on HIV/Aids and human rights."
She said the
findings were at one level encouraging as some progress has
been
reported.
"However, human rights abuses remain prevalent as a result of
stigma and
discrimination."
Clayton said gender-based violence and
inferior treatment of women and
children continued to fuel the
epidemic.
Research was conducted in Angola, Botswana, the Democratic
Republic of
Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, South
Africa,
Swaziland, Tanzania, Zambia and Zimbabwe.

A MAN was
arrested in Victoria Falls last Friday while in possession of $9
million in
fake bearer cheques, police said yesterday.

Chipato confirmed the arrest of
Edmore Mazunga of Mkhosana high- density
suburb and the recovery of the
counterfeit bearer's cheques.
She said Mazunga was picked up on Friday
night after police received
information that fake bearer cheques were in
circulation in the resort town.
Chief Supt Chipato said the counterfeit
bearer cheques were in denominations
of $100 000.
"I can confirm that
we arrested one man and also recovered $9 million in
fake bearer cheques.
The cheques were in $100 000 denominations," she said.
Chief Supt Chipato
said investigations were underway.
She said the police were keen to
establish where the cheques were printed.
Police had established from
initial investigations that Mazunga was
allegedly given the fake bearer
cheques so that he could exchange them with
genuine notes in the resort
town.
"Members of the public should be on the lookout but as police we
have
covered enough ground to try to contain the printing of the fake bearer
cheques," she said.
"Once investigations are through, Mazunga will
appear in court."
Police have been warning the public to be wary of fake
bearer cheques,
especially in $100 000 denominations, being circulated
countrywide.
Most of the criminals now concentrate on making counterfeits
of $100 000
cheques which they hand over in payment for purchases so that
they get
genuine ones as change or fleece shops of expensive
goods.
Last month, a Mbare man was arrested in Musana communal lands,
Mashonaland
Central Province, after he had attempted to buy beer using a
fake $100 000
bearer cheque.
During the same month, brazen conmen
made off with a 42-inch colour
television set after presenting fake bearer
cheques amounting $7,5 million
to a shop owner.
The transaction was
made with neatly-packed fake $100 000 bearer cheques.
Bond paper is also
being used to print the counterfeit cheques.

ADDIS ABABA, Dec 6 (Reuters) - The
long-awaited verdict in Ethiopia's more
than decade-old genocide trial of
former Marxist ruler Mengistu Haile Mariam
will be issued next week,
officials said on Wednesday.
Mengistu, who has lived in exile in Zimbabwe
since 1991, has been tried in
absentia with 73 other officials accused of
involvement in killing tens of
thousands of people during his 17-year-rule,
including the 1977-78 "Red
Terror" campaign.
The verdict was to be
delivered in May but was postponed after the court
said it needed more time
to assess evidence. "The time set to give the final
verdict on the trail of
Colonel Mengistu Haile Mariam and his officials was
brought forward to Dec.
12 from Jan. 23," a statement from Ethiopia's office
of the special
prosecutor said.
Mengistu's rule began with the toppling of Emperor Haile
Selassie in 1974
and included war, brutal purges and famine.
During
the "Red Terror", suspected opponents were rounded up, then executed
by
garrotting or shooting, their bodies often thrown into the
streets.
Zimbabwe's President Robert Mugabe has failed to respond to a
request to
extradite Mengistu, the prosecutor's office said.
Of his
73 former officials on trial, about 40 are in jail while 27 are being
tried
in absentia. A few have died.
The most prominent victim Mengistu is
accused of killing was Haile Selassie,
said to have been strangled in bed
and secretly buried under a latrine in
his palace.
According to
charges by the prosecutors, the former officials also killed
more than 1,000
people, which included the execution of 60 ministers, top
officials and
members of the royal family by firing squad.
Witnesses said family
members who went to morgues to collect bodies of their
loved ones were asked
to pay for bullets that killed them.
Human rights groups have expressed
concern at the amount of time the trial
has taken, but the prosecution says
the complex nature of the evidence is
what had delayed the verdict.

The trial of Mark Vermeulen, the former Zimbabwe Test player charged
with
arson attacks on the Zimbabwe cricket association's boardroom and
training
academy, has been adjourned after the prosecution failed to produce
vital
video evidence.
Vermeulen, 27, who played the last of his eight
Test matches in 2004, is
charged with two counts of arson and if convicted
faces 25 years in prison.
He is accused of first trying to torch the
association's boardroom at the
Harare Sports Club in late October and then
burning down the pavilion at the
training academy the following
day.
His trial is now set for February 7 after his defence lawyer, David
Dhumbura, outlined the problems in a letter to the court. He wrote: "To date
we still have not received a copy of the video footage on indications made
by [the] client."
He went onto say that the delay had meant they had
been unable to prepare
the defence case in time for the December 6 hearing.
"This is a serious and
sensitive matter, we cannot afford ill-preparation.
The liberty of our
client is at immense risk."
Dhumbura said
Vermeulen required expert medical examination and added: "We
will be seeking
a medical report from Australia which will describe the
effects of a serious
skull fracture which our client sustained in January
2004 [during the VB
series]."
Vermeulen was also examined by a local psychiatrist and a
psycho-analyst who
had both indicated they would only be able to provide
comprehensive reports
after December 8.
Dhumbura applied for
Vermeulen to be allowed to play cricket at any venue
other than Harare
Sports Club or Country club. The Magistrate William Bhila
deferred the trial
to next year and relaxed Vermeulen's bail conditions from
reporting daily to
the police to once a week.

A SULKING President
Robert Mugabe will snub the inauguration of DRC
President Joseph Kabila over
what political commentators say is the latter's
decision to lean more on
Western powers and South Africa.
Mugabe has sent his ruling Zanu PF
party's chairman, John Nkomo, instead.
Kabila's coronation on Wednesday
follows his victory in tightly-contested
presidential elections last
month.
Mugabe was expected to attend the ceremony alongside several other
heads of
state but officials announced that the 82-year-old leader would in
fact be
sending Nkomo, who is also the Speaker of Parliament.
South
African President Thabo Mbeki, United Nations Secretary General Kofi
Annan
and Angolan President Eduardo dos Santos are among some of the world
leaders
who have confirmed their attendance.
Professor Jonathan Moyo, a political
scientist and former Information
Minister in Mugabe's cabinet on Wednesday
said Mugabe felt sidelined by
Kabila after Zimbabwean troops helped repel a
rebel insurgency.
"I don't accept that Mugabe has snubbed Kabila," said
Moyo, now an
Independent MP. "I think it's the other way round. Mugabe is
clearly sulking
because Kabila is leaning more towards South Africa and the
West.
"Mugabe no longer has that special role in DRC politics that he
used to have
when Joseph Kabila's father (Laurent-Desire Kabila) was still
in charge."
Moyo says it is significant that Mugabe is not even sending
any of his two
deputies to the inauguration, something he did during the
recent Zambian
election when Vice President Joseph Msika represented the
country.
Zimbabwe sent thousands of troops to the DRC in late 1998 when
rebels backed
by Rwanda and Uganda threatened to overrun the government of
Laurent-Desire
Kabila.
Desire Kabila was assassinated by his own
bodyguard during a failed coup
attempt and his son -- only 30 years of age
at the time -- succeeded him.
Unlike his father, Joseph Kabila has
preferred to "fight his own battles",
say observers, and he finds very
little commonality with Mugabe who is
47-years his senior.

Nongovernmental organizations in South Africa are coming
out with a report
this week saying women subjected to torture in Zimbabwe
who subsequently
emigrate to South Africa are failing to find asylum or
refuge there, a
spokesman for the groups said.
The Crisis in Zimbabwe
Coalition, the Zimbabwe Torture Victims/Survivors
Project and the Centre for
the Study of Violence and Reconciliation jointly
drafted the report. The
document's release, scheduled for Thursday, is timed
to coincide with a
16-day campaign in South Africa against the abuse of
women and
children.
Executive Director Ahmed Mutala of the Center for the Study of
Violence and
Reconciliation told reporter Jonga Kandemiiri of VOA's Studio 7
for Zimbabwe
that the nongovernmental organizations hope the report will
convince the
South African government and others that women fleeing
Zimbabwe deserve
refuge.

Marsh Special Needs Class is
a class for up to 10 disabled children. For
the past 3 years we have been
fortunate enough to occupy a 2 bed roomed
cottage in Mandara free of charge.
Unfortunately the house attached to this
cottage has now been sold and we are
having to move out at the end of this
term. We really only need two rooms and
a bathroom. One large room to
use as a classroom and another smaller room as
a sickbay. Is there anyone
out there who would be able to help us find new
premises for January 2007?
We were very lucky not to have to pay any rent and
understand that we may
not be so
lucky this time so if anyone has a
cottage or a couple of rooms and a
bathroom they would be willing to let to
us we would be very grateful.
Our children arrive at between 7:15 and 8am
and leave between 12 and
12:30pm. We have two teachers who would need to be
able to park their
cars for the morning. We stick to normal school terms and
will not be there
during the holidays except maybe a day or two for
cleaning.
