Bob's lift doesn't reach the top floor

            It is official -- Zanu-PF's financial crisis does not go right
to the top. The party has not held its weekly politburo meeting since the
beginning of the year because it cannot afford to fix the lift in its
14-storey Harare headquarters.

            This week, politburo bigwigs congregated for their first meeting
in weeks in the ground-floor hall normally reserved for conferences and
public meetings.

            The party is battling to raise what sounds like the huge sum of
Z$160-million (R6 154) needed for spares and maintenance.

            But the crisis has not deterred the party fund-raising committee
from setting itself the target of raising Z$10-billion (R384 615) for Mugabe's
82nd birthday bash, to be held at Mutare this weekend. This is many times
the amount Otis elevators has quoted the party to fix its lift.

            "The cost could be higher because there are no spare parts
locally available for the elevators. This means forking out foreign
currency," says a staff member at headquarters.

            Party insiders say the faction headed by retired general Solomon
Mujuru has seized the opportunity presented by Zanu-PF's financial woes to
further the campaign to isolate Emmerson Mnangagwa in the battle to succeed
Mugabe. Mnangagwa was in charge of party finances in the 1990s.

            The Mail & Guardian has been reliably informed that the five
companies owned by the party "are in the red and run down". Its publishing
house, Jongwe Printers, almost had to auction its printing press, recently
imported from Germany, to settle an estimated Z$300-million debt. Party
employees have gone for months without pay.

            Secretary of Information Nathan Shamuyarira devised a repayment
schedule -- which was unfortunately rejected by its creditors.

            The party has debts of more than $2-billion (R76 922), most of
which have not been serviced since last year's parliamentary elections.

            Although it is expected to land a Z$12-billion (R461 538)
allocation under the Political Parties Finance Act next week, this will not
be enough to clear it debts, which include the cost of buying new cars for
the provinces.

            Angered by the state of party finances, Mugabe is understood to
have acceded to a thorough investigation of the party's books. It will be
led by Zanu-PF finance chief David Karimanzira, Oppa Muchinguri, Nicholas
Goche, Dumiso Dabengwa and Obert Mpofu. As they are all close allies of
Mujuru, the probe will turn the screws on the already embattled Mnangagwa.

            Private companies have been asked to bankroll Mugabe's birthday
celebrations, while each of the party's 10 provinces is expected to
contribute Z$1-billion (R38 461).

            In a letter to Zanu youth, chairperson Absalom Sikhosana pleads
with companies to donate and make the celebrations "historic" and "memorable
for our children".

            This week, Mugabe told state broadcaster Newsnet that his doctor
had told him his "bones are those of someone of 30". He said he was
"grateful to the people [of Zimbabwe] for creating an environment in which I've
been able to live so long".

Robbed by Bob

Robert Mugabe sounds more and more like Uganda's unlamented Idi Amin. From a
man of 82 one would expect words of wisdom and guidance for the young, but
Uncle Bob has degenerated into embarrassment.


He would be doing everyone - especially the long-suffering people of
Zimbabwe - a tremendous favour if he quietly went into retirement.


He says: "We have a democratic system." He could have fooled the rest of us.
Opposition newspapers are banned, elections are rigged and poor people have
their homes destroyed.


He also says: "Zimbabwe's economic crisis requires unorthodox solutions,
including printing money, despite galloping inflation."

It will take some years to repair the damage he has done.


I'm told a more accurate figure for Zimbabwe's inflation, year on year, is
at least 2000%. A shirt costs Z$5m; a pair of trousers Z$7m; and 5kg of
maize meal, the staple diet, has now reached Z$300000 - but the povo (the
masses) just can't find any.

Petrol is beyond reach except for the elite. A 1l carton of milk costs
Z$200000; a loaf of bread Z$80000; a bag of sugar Z$200000; one maize cob
costs Z$40000. All these food items are hard to come by.


Come off it, Bob. Stop blaming every Tom, Dick, Harry and Tony for your
country's woes. There is nothing "flexible" about endlessly printing
unlimited amounts of money. The good Lord up there must have already told
you (more than once) the best thing you can do to help your country.

EU stalls resumption of beef exports

THE European Union (EU) wants Zimbabwe to satisfy two "animal disease
control" requirements before the country is eligible to resume beef exports
to that market.
Principal director in the Department of Veterinary Services Stuart
Hargreaves told The Business Mirror that the EU had ordered that the country
put infrastructure that would enable it to trace down cattle to their dip
tanks and or farms of origin.
He said the bloc also demanded that all foot and mouth control centres in
the country be rehabilitated before resumption of beef exports to the EU is
sanctioned.
Beef exports to the EU were suspended in 2001 following detection of the
foot and mouth disease in the country, although the country could still
export such animal products like fish, crocodile and ostrich meat to that
market as well as other international ones.
Foot and mouth has since been effectively put under control but the EU has
demanded that the country meet the two specifications first before resuming
exports to that market.
Late last year there were insinuations from certain quarters that after
successfully putting the disease under wraps the country would resume beef
exports to the traditionally high return EU market but up to now Zimbabwe
remains ineligible to export to that market.
Hargreaves said his department is working flat out to meet the new
requirements by the EU.
"There still are things Zimbabwe needs to do before being eligible to export
to the EU.
"One of them is that the country needs to be able to identify animals to
their dip tank or farm of origin.
"Government allocated $10 billion for livestock production and animal
development," said Hargreaves.
Hargreaves said government allocated $10 billion to his department for
livestock production and animal development under the 2006 national budget
and the EU demands would thus be addressed.
He said their hope was for the programme to be completed by the end of this
year, ruling out any unforeseen problems.
Zimbabwe, said Hargreaves, should learn from current experiences that there
is great need to develop alternative export markets, although it should not
neglect the European market.
He pointed out that it was very unhealthy and unwise for the country to put
all its focus and investment on one market as that posed problems in the
event of situations such as the one Zimbabwe is in with respect to beef
exports to Europe.
He said Zimbabwe should identify the most cost effective markets and develop
them and put less attention to markets that demand a lot.
"There are many other high value markets like Malaysia, China and Hong Kong.
We encourage diversity, this world is a big place," Hargreaves said.
Zimbabwe had a 91 tonne annual beef quota to the EU before exports were
suspended.

Farm workers claim harassment by soldiers

ABOUT 100 contract farm workers at Hunyani Farm in Mashonaland West which
has been placed under the government's Operation Maguta to boost agriculture
production have claimed harassment by soldiers.

Some workers told our correspondent that the army, which is overseeing
farming operations in line with the Operation, was employing military
tactics in an effort to extract maximum effort from the workers.

Hunyani Farm was allocated to Chinhoyi University of Technology, but the
army moved in last October to supervise the farming activities.

The workers are contracted by the Chinhoyi University, with the army doing
the supervisory work on the workers while the DDF is providing tractors.

Charles Nherera, the vice chancellor of the university however denied any
allegations of harassment.

He said: "The army is just here to provide logistical support and nothing
else. Claims of harassment are untrue as far as I know. You must come here
and you will be proud of what we are doing for Zimbabwe."

Some workers claim they were assaulted after refusing to perfom duties which
they say they are not paid for.

"We were engaged by the university to remove weeds, but on Monday soldiers
started assigning us to do other farming activities, but we refused as we
are not paid for that. They started assaulting everyone saying our attidutes
are behind the current food shortages," said one contract worker.

The university says the workers are paid $1,3 million monthly, a figure that
the workers dispute.

Another worker added: "The soldiers have a base at the farm and they just
descended on us. They kicked us, some hit us with tree branches. You could
tell that some of them are drunk."

Presenting his monetary policy last month, central bank chief Gideon Gono
said army commander, Constastine Chiwenga, warned him of civil unrest if the
issue of food security was not addressed.

Chiwenga is alleged to have said the army did not want to end up turning
guns on hungry Zimbabweans. Gono added that the country was "standing on the
edge of a cliff which threatens to irreversibly take us downhill if we do
not boldly move forward".

Mugabe Orders Specific Land Audit For His Cronies

             President Robert Mugabe has ordered another land audit amid
reports that several government ministers and senior military officers
accused of grabbing farms in violation of the government's "one man, one
farm" rule have still not handed the extra properties back to the state,
almost two years after the expiry of an ultimatum issued by President Robert
Mugabe.

            Zimdaily heard that a five-member Presidential Land Resettlement
Committee appointed by Mugabe in January is currently touring the provinces
amid reports that it has once again unearthed widespread evidence of corrupt
allocations and the use of violence by senior politicians and military
officers to evict landless smallholder farmers, the very people Mugabe
claimed the land reform policy sought to help.

            Zimdaily understands that the ongoing audit, specifically
ordered for Zanu PF stalwarts farms, has also revealed that the land policy
has not only precipitated a catastrophic reduction in crop production, but
has financially benefited the elite of Mugabe's ruling Zanu PF. Reports of
abuse uncovered by successive groups of auditors since February 2003 have
embarrassed Mugabe, who has staked his domestic reputation on the speedy
transfer of land to Zimbabwe's more than two million landless farmers. Stung
by the series of damaging revelations, Mugabe last year gave his lieutenants
up to June 30 to surrender their supplementary properties and remain with
one farm each. But up to now only one Zanu PF official, Matabeleland North
governor Obert Mpofu, is understood to have relinquished his extra
properties.

            The latest land audit team is expected to present its findings
to the Minister of Special Affairs responsible for Land, Land Reform and
Resettlement Didymus Mutasa, which is expected to subsequently present the
report to Mugabe. Officials on the committee confirmed the latest
developments. "The committee is currently carrying out the audit but there
is a preliminary report that has been presented," said a senior secretary in
the President's Office who is part of the taskforce. "We will hand over the
report to the ministers in the land task force who will consider what we
have found out. After that, the report will be handed over to President
Mugabe."

            The five-member committee was set up to beef up another team led
by minister Flora Bhuka in the clean up effort. The source said one of the
key recommendations of the audit was that ruling party officials who had
multiple farms should have the extra properties forfeited to the state. "One
of the preliminary key findings of the report is that those with multiple
land ownership should be served with withdrawal letters of the farms," he
said. "The Ministry of Agriculture would have to send those letters to those
people with multiple land ownership. That would happen I am sure, I do not
see any problem at all."

            The team was tasked to look into the chaotic handling of the
land reform programme and came up with recommendations that would see the
creation of a permanent office that deals with land reform. Like the Utete
Committee before it, the team said that areas that were protected under
bilateral trade agreements, forestry estates or which had Export Processing
Zone (EPZ) licences be exempted from compulsory acquisition.
            An audit, carried out two years ago by former secretary to the
cabinet, Charles Utete, to investigate matters relating to an earlier land
audit by Flora Bhuka, the former minister of State in Vice-President Joseph
Msika's office, revealed that some of the violations of the land reform
policy were committed by Mugabe's closest political allies.

            About 13 cabinet ministers and four provincial governors were
named as having violated the "one man, one farm policy". Since the Utete
Report was published, a number of EPZ farms have been invaded, which has
resulted in the destruction of property and looting of assets. National
Parks and conservancies also remain occupied.

Eskom to pay $37m for Zimbabwe power expansion

      South African utility Eskom will invest $37-million toward the
expansion and upgrade of its Zimbabwe counterpart's power station in the
northwestern town of Hwange, the official Herald newspaper said on Friday.

      The paper quoted Zimbabwe Electricity Supply Authority (ZESA) Chairman
Sydney Gata as saying the two firms will seal a deal next week. It calls for
ZESA to repay the loan by exporting 150 megawatts of electricity weekly to
its southern neighbour.

      "ZESA is keen to make itself self-sufficient in power before 2007 when
regional power suppliers are expected to run out of surplus energy for
export," the Herald said.

      Zimbabwe buys more than a third of its electricity from South Africa,
Mozambique, Zambia and the Democratic Republic of Congo but has in recent
years struggled to pay for imports due to severe foreign currency shortages.

      ZESA has also struggled to repair power generation machinery, while
vandalism of its equipment and inadequate coal supplies to its Hwange Power
Station have contributed to frequent power cuts that have disrupted
industry.

      "We are in a dire situation, but we will obviously work flat out to
avert the situation," Gata told the Herald. He was not immediately available
for comment on Friday.

      Zimbabwe's power crunch has exacerbated an economic crisis marked by
chronic shortages of food, and fuel, soaring unemployment and the world's
highest rate of inflation at 613,2%.

      Earlier this month President Robert Mugabe's government dealt
motorists a blow by scrapping an official programme allowing them to buy
fuel with foreign currency, saying the programme was spurring corruption and
black market trade.

      On Friday the Herald said police were questioning several people,
including officials from Mugabe's ruling ZANU-PF party, suspected of abusing
fuel intended for the key farming sector.

      Mugabe, in power since independence from Britain in 1980, has conceded
that some of his officials are corrupt and inefficient, but denies charges
that his policies have run down a once-thriving economy.

      The veteran leader says the country's wealth has largely fallen victim
to sabotage by foreign and local opponents of his controversial drive to
forcibly redistribute white-owned commercial farms among blacks.

A Zimbabwean Businessman, His Firms Seized, Takes On Mugabe

The crumpled edge of his white shirt is hanging over his belted waist and
elegant light blue trousers. Mutumwa Mawere , remarkably calm after a day of
presenting his case to anyone who will listen, takes out a stack of papers
as thick as an old phone book. He may never retrieve the money and time he
has lost, he says, but he is doing it for Africa.

Mawere's claim, in essence, is that his asbestos mine in Zimbabwe was seized
by the government as part of its efforts -- which include printing money -- 
to keep afloat and pay off overdue debts to the International Monetary Fund.

The Zimbabwe government, in turn, accuses Mawere of defrauding it, according
to news reports from Harare, the capital.

After two hours of listening to Mawere, who became a South African citizen
last year, it is hard to place him: Is he a shrewd businessman who made it
big by using his imagination, an idealist tilting at windmills or just
another shark turning against a government that once let him prosper?

The IMF seems uncertain about the origin of the funds it is receiving from
Zimbabwe.

"There have been questions regarding the sources of funds for the payments
that Zimbabwe has been making," Thomas Dawson , the IMF's director for media
relations, said in a briefing Thursday morning. He said the IMF was unable
to independently verify data provided by Zimbabwe and urged the country's
authorities to improve their reporting to the IMF on Zimbabwe's
international reserves and balance of payment data.

Dawson was responding to a question about the printing of large amounts of
money in local currency to buy up dollars to raise foreign cash for overdue
payments.

Zimbabwe, which has been in arrears to the IMF for almost five years,
avoided expulsion from the fund last week with a final payment of $9 million
to the general resources account. Last August, it made a payment of $120
million, leaving it with arrears of about $175 million.

"For a long time we have been expecting the Zimbabwean economy to implode,"
said Todd Moss , a research fellow at the Washington-based Center for Global
Development. "It has been a mystery to us how the ruling party has been
coming up with money to pay off some of its debts. The point is that it
finances itself through a series of front companies. In the last 10 years
the economy has gone backwards, so that the average income is what it was in
1953," he said.

Mawere claims President Robert Mugabe has been printing money to keep his
government afloat and that the money seized from Mawere's and other
businesses is part of the money being paid to the IMF, which is supposed to
be a champion of private property rights. Mugabe, 82, announced in 2004 that
his government would demand half the shares in all the country's privately
owned mines. "We cannot recognize absolute ownership of our resources. No!"
he was quoted as saying.

Mawere, 45, a graduate of George Washington University and a former World
Bank young professional -- a category at the bank for young people deemed to
have the potential to become world leaders -- has become one of Mugabe's
fiercest critics now that his lucrative asbestos mine and branch companies,
including a bank, have been seized.

He bought the mine from a British firm in 1997 and is suing Mugabe in a
British court for violation of property rights.

Mawere wrote to the IMF's managing director, Rodrigo de Rato , last
September, laying out his claims and doubts about Zimbabwe's financial
situation. He took issue with the fund for endorsing statements by the
Reserve Bank of Zimbabwe that the funds directed to the IMF came from
voluntary submissions. "There is no doubt that my companies have been seized
by the state, and the beneficiary of the export proceeds is now the state.
This can hardly be described as a voluntary submission," Mawere argued in
the letter.

"If this can happen to me, an African investor, what about other companies?"
he asked in an interview in Washington on Wednesday after he met with
members of the Congressional Black Caucus. "Can you sleep knowing your
government is up to mischief?"

"People thought this was only a white problem. Now it is happening to black
people," he said. "The government can take your rights any day. The other
side of all this is that blacks are being victimized by blacks, and property
rights are being compromised with impunity. If I don't express this, what
future do we have as Africans in Africa? We cannot all drive taxis in
America. There is a black face to the victims of Mugabe," he said.

Despite the seriousness of his charges, Mawere is a fond of one-liners and
laughs heartily at his own jokes.

"Nations don't wither, but Zimbabwe is withering," he said, on a more sober
note. "There is no fuel in the country, no medicine or clean water. The IMF
comes out like robbers.

"We are crying, and the IMF is laughing all the way to the bank. Now all
they need is a dictator, too," he said.

Drought looms in parts of Manicaland

DESPITE the current rains pounding most parts of the country, drought is
looming in some pockets of Manicaland province where persistent dry
conditions are wrecking havoc on the early-planted maize crop.
Agricultural experts told this newspaper that if the rains do not fall soon,
the crop situation in the province would remain critical.
Both communal and commercial maize producers who spoke to The Daily Mirror
last week expressed concern over the persistent dry conditions in the
lowveld and parts of Chimanimani, Zimunya, Odzi and Mutasa.
"Maize producing areas are badly in need of rains, not only to save the
crops, but also to replete low soil moisture reserves, start rivers flowing
and fill up dams", said Raymond Martins, a Commercial Grain Producers
Association member in Odzi. It was also feared that the shortage of surface
rains could also affect the production of other winter crops, such as wheat,
last in the year as dams would have no water for irrigation.
Communal farmers in Chimanimani and Mutare said the prospects of a good
harvest this year were fading each day.
"What appears to be a good farming season for us has now turned out to be
disappointing one.
"The December rains had encouraged us to work so hard in our fields hoping
that the rains will continue, but there has not been a drop of rains in the
past three weeks", said James Kagonye, a communal farmer in Nyanyadzi.
About 95 000 hectares of maize is estimated to have been planted in the
province.
The present situation could also result in lesser amounts of early delivery
to the Grain Marketing Board (GMB) around March or April.
Governor and Resident Minister of Manicaland, Tinaye Chigudu, confirmed that
the maize situation in his province was critical.
"I was in Birchenough Bridge last week and I can tell you that the crop
situation there is bad. As government we are still assessing the situation
and will come up with a report about the drought situation in the province,"
said Chigudu.
The governor added that Agriculture Extension Service (AREX) was currently
compiling the report on the crop situation.
Chigudu said he would only be able to know the exact number of people in
need of drought relief in the province after the Arex report is out.
Most parts of the country have received average to above average rainfall
this year, with Masvingo having so far recorded the highest rainfall.
In some parts of Matabeleland North incessant rains were reportedly washing
away crops.

The Zimbabwe National Society for the Prevention of Cruelty to Animals
requests that all cases of cruelty or abuse of animals, both domestic and
livestock, are reported to them.

Recently there has been an increase of deliberate cruelty to livestock,
but unfortunately many of these incidents are not reported to ZNSCPA and
we only get to hear about them through a third party long after the abuse
has taken place.

Cruelty to animals, including wild life in captivity, is a punishable
offence in Zimbabwe and we are pleased to report that the Police and the
Courts are dealing swiftly and decisively with these cases when we
present our dockets to them.

Whilst ZNSPCA remains totally non-political, we continue to respond
quickly and professionally to requests for help on farms where the
welfare of animals is being compromised in any way.

· Knowledge of and experience in permaculture design and
cultivation

· Experience with livestock / veterinary programmes

· Experience in livestock management / animal husbandry including

· Ability to undertake physical work in a challenging and harsh
climate

· Ability to communicate effectively both orally and in writing in

and must have a caring nature, and be interested in cooking and the
welfare of an elderly lady.

a small village in rural Shopshire.  Nearest shops in the village
including a Post-Office, General Stores, Butcher, Pubs, Doctors, and

Nearest large town, Shrewsbury, 6 miles north.  Nearest Railway Station,

Shropshire is an Agricultural Country and there is no Industry, the

China's expanding economic presence in Africa is proving to be a mixed
blessing, spurring growth on the one hand and squeezing out local
competition on the other.



The 18-hundred kilometer TanZam railway connects Zambia in southern Africa
with Tanzania along the continent's eastern shore.  It was designed and
built by the Chinese in the mid-1970s as part of their foreign aid program
to Africa, but has long since fallen into disrepair.



The railway gave land-locked Zambia access to the sea.  It symbolized China's
solidarity with Africa's newly independent nations, and countered western
and Russian influence on the continent.



Out with the Old, In with the New



Many experts say China is now building on its old friendships in Africa.
Ernest Wilson, Professor of Government and Politics at the University of
Maryland, says Beijing is pursuing a different kind of policy that favors
economics over political rhetoric.



"The Chinese originally had one kind of foreign policy, which was sort of an
international, socialist foreign policy.  And it wasn't very much rooted in
economics.  It was rooted more in politics nd rhetoric.  It has now moved
into a period where economics has moved to the forefront," says Professor
Wilson.



Ernest Wilson says this transition from a Maoist orientation to a
market-economic foreign policy has led the Chinese to enhance their presence
in Africa in search of raw materials and oil.



Oil, Minerals and Good Will



Boston University political scientist Edouard Boustin says oil is probably
the most important part of China's African strategy.



"China's needs for oil imports have grown much faster than anybody else's,
possibly because of its economic expansion.  At this point, Africa, of
course, is definitely a major source of oil imports for China.  Between 25
and 30 percent of China's oil imports come from Africa," says Eduard
Boustin.



Beijing has already signed multi-million dollar oil deals with South Africa,
Nigeria, Angola, Sudan and many other African countries.  And it has
invested millions of dollars in copper and cobalt mines in countries like
Zimbabwe and the Republic of Congo.



Moreover, former Congressional Research Service Africa analyst Ray Copson
says China is engaged in building infrastructure and development projects in
some of Africa's poorest countries to enhance its economic and cultural
presence and garner political good will.



"Chinese business is engaged in countries that aren't resource-rich.  Even
in Sierra Leone, there's a Chinese-built hotel functioning.  So Chinese
business people will take risks.  But, of course, you know that so many
African countries do have resources.  So China is undertaking some activity
in Liberia.  Many of us think of it as a poor country without resources.
But, in fact, Liberia does have iron and timber and other resources that may
be of long-term interest to China," says Ray Copson.



According to official Chinese statistics, overall, trade between China and
Africa has grown in the past year by nearly 35 percent to more than $
39-billion dollars.  And, as the world's second-largest consumer of oil,
China has become Africa's third most important trading partner, after France
and the United States.



Edging out the West



Some analysts argue that Beijing is positioning itself in Africa at the
expense of the United States and Europe.  Analyst Ray Copson says China has
an advantage over the West that allows it more flexibility to work with
Africans on more than one economic level.  He adds, "When they become
involved with an African country, they are able to provide a complete
package because of their state-owned corporations and their state-affiliated
corporations.  Looking at Nigeria, just in January, China signed a $ 2.3
billion deal for the exploitation of a Nigerian oil field.  At the same
time, the Chinese Government came forward with a $2 billion loan for
Nigeria.  A Chinese company is going to be involved in rehabilitating
Nigeria's railways."



This strategy, as outlined in a policy paper issued last month by the
Chinese government, is conditional only on limiting African countries'
recognition of Taiwan.  In contrast, many western countries, including the
U.S., often tie their foreign aid to the recipient country's willingness to
implement political and economic reforms.



Most observers point out that China does not question its African friends
about their political records.  And some worry that African leaders
reluctant to embrace democracy may emulate what some analysts call China's
brand of "free-market dictatorship."



China's Trade Tsunami



Many analysts say the West should talk to China and Africa about these
issues.  They argue that the time is ripe for such dialogue as more and more
Africans decry what they call Africa's "tsunami of cheap Chinese goods."



Chinese textiles, for example, have cost South Africa and Nigeria thousands
of jobs and put hundreds of local manufacturers out of business.  Just this
month, South Africa convinced China to curb its textiles exports to give
local industries a chance to compete.  Other African nations have yet to
follow suit.  But that is not to say that Africa has not benefited from its
relationship with China.



Africa's Gains



For the last two years, Africa has experienced an annual 5 percent increase
in its gross domestic product due to China's demand for resources. The
continent has gained increased access to Chinese markets and several
countries have signed agreements with Beijing to implement a host of
development projects.



But some observers say these gains do not provide a sound economic basis for
future growth.  They point to the TanZam railway as an example of how the
Chinese send in their workers to construct a project and then withdraw once
it is completed without leaving behind the expertise necessary to keep it
going.

Squabbles leave the once-feared IMF to moulder into irrelevance

            EVEN in Britain, the International Monetary Fund conjures up an
image of failure, discipline and painful cuts. The UK has had to apply for
IMF aid five times, the last time a few years after we had abandoned the
fixed exchange rate system that the Fund was created to oversee. We then ran
into similar trouble in 1992, when we last attempted a semi-fixed exchange
rate, but by then it was up to our fellow members of the European
exchange-rate mechanism to look stern and turn their thumbs down.
            Over the past 13 years, we have managed our affairs better. In
other parts of the world, the IMF is still the lender of last resort, feared
and occasionally defied. Turkey, now the biggest borrower, still owes the
Fund more than £7 billion, the relic of a busted boom fuelled by foreign hot
money. Zimbabwe, that living museum of hyperinflation, has just printed
21,000 billion Zimbabwe dollars to buy foreign currency to meet an IMF
payment, which is not how the adjustment process is supposed to work.

            Yet the IMF is now the subject of a debate on its future, partly
sparked by our own Gordon Brown as its chairman. Unless the Fund is
reformed, even fund executives appear to admit, it is in danger of becoming
moribund, expensively irrelevant and reduced to the status of a twice-yearly
networking opportunity for bankers who do not make it to Davos.

            Mervyn King, Governor of the Bank of England, fired up the
debate this week. In a speech in India, which he felt should play a key role
in reform, Mr King said: "The Fund's remit is unclear. Its lending
activities have waned and its role in the international monetary system is
obscure." He wants it to take over, on an independent, professional,
non-political basis, the key roles of the many groups of countries, from G7
to G77, that meet endlessly to chew over trends and problems of the world
economy.

            When important people talk about the IMF (or its Washington
twin, the World Bank) needing to be independent and nonpolitical, they
really mean that it should no longer be an instrument of American foreign
policy. The IMF's managing director is, by unofficial rule, European, but
America's shareholding gives it a veto. The rest of the world has little
voice. For many years this helped, because US foreign policy coincided with
the ideals that led to the IMF's creation after the Second World War. Its
aim was to help to maintain stability by keeping the free world's economies
on the right path, preventing their collapse and helping them to deal with
shocks.

            This happy relationship faded when Europe grew up, so that the
Fund's customers tended to be Leftist governments in Latin America and
Africa or industrial competitors in Asia. Then Soviet communism fell.

            The moment of truth came in the Asian currency crisis of
1997-98, when a domino effect set several smaller tiger economies back 15
years. Instant currency recycling was needed, but did not happen. The IMF
was a bit-part player. By then, the private capital flows that flooded in,
and more suddenly out, of the region dwarfed any resources that the IMF
could muster. America was not displeased. The US trade representative of the
time boasted of the chance to buy Korean assets and spike a trade challenge.

            Countries in the region subsequently drew up proposals for a
reserve recycling facility centred on the Asian Development Bank, but the
ideas were firmly sat on in Washington. So Asian economies saw that global
stability did not include them and set about amassing currency reserves to
protect themselves. China, which succeeded the tiger economies, has massive
reserves that could be used as a political weapon, like Russia's gas. In
this neo-mercantilist regime, China is unlikely to disarm itself Mr King
says that the key to stability, which should be monitored by a reformed IMF,
is the balance sheets of nations. If countries have too much foreign
currency borrowing, they are almost asking for trouble. If that is the case,
countries must either have a currency with international status or rely on
domestic finance.

            Perhaps the new role for the IMF should be to help smaller
nations to create joint regional currencies, as may eventually happen in
parts of Latin America, Africa and South-East Asia. But if Denmark, Sweden
and the UK see advantages in staying outside the euro, most countries in
less developed parts will surely keep their own currencies for many decades.

            To fulfil the role originally conceived for it, the IMF would
need to become a true central bank, converting its special drawing rights
into a real reserve currency. It should probably also merge with the World
Bank and the Organisation for Economic Co-operation and Development, the
industrial nations' club, which is also in need of revival. But all such
changes would upset too many people. So they won't happen.
