A FORMER Cabinet minister has accused Zanu PF ministers of nurturing the rot in the country’s parastatals resulting in executives bleeding the entities dry by paying themselves outrageous salaries while general workers went for months without pay.

Former State Enterprises and Parastatals minister Gorden Moyo told Southern Eye yesterday that parent ministers of parastatals were beneficiaries of the rot in all the non-performing State-owned entities.

Moyo’s revelations came amid outrage over salaries earned by the recently fired Premier Service Medical Aid Society (PSMAS) chief executive officer Cuthbert Dube and suspended Zimbabwe Broadcasting Corporation chief executive officer (CEO) Happison Muchechetere as well as an insurance scandal involving an estimated $10 million at Air Zimbabwe. Dube earned a basic salary of $230 000 per month while Muchechetere got $40 000 per month.

While the obscene salaries have caused general outrage and shock among most Zimbabweans, especially civil servants, most of whom earn less than $500 per month, Moyo said he had tried to streamline executive pay at government entities during the life of the coalition government, but found no support from the Zanu PF side of the inclusive government.

“I spent the entire life of the inclusive government dealing with those issues,” he said.

“First the biggest problem is that the ministers are culprits.

“Ministers were bribed by CEOs who bought cars for them and gave them fuel, phones, airtime and housing allowances,”Moyo said.

“A minister would get a Mercedes-Benz from the government and another vehicle, be it a Benz or a four-wheel drive from a parastatal under his ministry.

“It then became a problem to rein in the CEOs.”

Moyo, who is also the MDC-T Bulawayo provincial chairperson, said his ministry took the salaries issue to Cabinet where it was agreed that the outrageous earnings be cut to an average of between $3 000 and $5 000 depending on the performance of the parastatal.

“At the time, a lot of them were getting $15 000 per month, which was not sustainable,” he said.

“Zanu PF ministers did not implement the directive mostly because of the nature of their relationship with the CEOs.”

He said the rot extended to board members who also got outrageous fees.

“Board fees were pegged at about $2 000 per month just for being a board member,” he said.

“Sitting allowances would be pegged between $500 and $800 and board members would sit regularly so that they make a lot of money.

“There is a web of corruption that has become a culture.”

He said a corporate government framework was passed as a policy, but was never implemented because most ministers were not keen.

“Ours was not an implementing ministry, but a policy-making one,” Moyo said.

“Zanu PF and its ministers did not implement the policies because they were beneficiaries of this corruption.”

Zimbabwe has recently witnessed soaring pay inequality, with top bosses now taking home more in a few days than most workers can ever dream of earning in a year.

Besides Dube and Muchechetere, council bosses are also reportedly paying themselves over-the-top salaries at a time service delivery is at its worst ever in the history of the country. Most residents are going without water for days, garbage goes uncollected for months and city roads are littered with potholes yet local authority executives continue to reward themselves for incompetence.

    This is how Mugabe would bribe the Generals, loyalists, relatives and many others to support him. He will appoint them to run these parastatals, also indirectly reduce ZANU party wage bill and personal expenses.

    I one thing I know for certain Mugabe and his ministers personally benefited from ARDA resources with Made as the head, hence the assured ministerial post with no grass support.

    This chicanery include GMB,ZESA, Air Zim etc, and we blame sanctions for the economic disaster.

    In three weeks time they will be splashing advertisements in the herald and ZBC-“Congratulations Gushungo, Commander in Th(Ch)ief bla..bla” Remember it will be you me paying for that.

    Remember the ghost workers who remain ghost to today because they refused an audit.

    This corruption also happens at embassies with side allowances and massive duty free imports for Mugabe and his Zanu members.

    “No President does not know it, its people around him, if he wins this time he will sort out things”- Rubbish!

    Can the MDC members of the GNU give us an indication of the earnings & benefits they received while in office? ZANU PF made the GOVERNMENT their gravvy train since 1980. Their flambouyant and flashy lifestyles say it all.What are the chances the MDC lot just joined the gravvy train party as well?? From where I stand, MDC is just a RED ZANU PF. Prove me wrong anybody.

    Mugabe has done vast damage to this country in every sense: the economic, the productive, the legal, the social and the moral spheres – all have been gutted so that this man can retain political power for life.

      All parastatals should reveal the salaries including perks paid to all staff including executives and board members .

      Please also include in the list, all sports bodies,e.g Cricket, Soccer, Tennis, etc., All local authorities including municipalities.

      Lets also include all medical aid societies. Have a full audit. Nothing to lose. Time is of the essence. Lets move on it. After finding out the salary structures an investigation should be carried out on who authorised those salaries. Then appropriate action should taken be taken.

      Why is the soccer and cricket association always struggling financially? Is it again because of unsustainable packages for admin staff including the CEO?

    Is it true that the Harare town clerk earns much more that his counterpart in London? The revenue base of the city of London I would say is bigger that that of the whole of Zimbabwe. Therefore, the revenue base of Harare would be very small in comparison to London, but the CEO of Harare town council gets paid more!!!!
    Funny but true.

    Mr Moyo you should just keep quiet because you failed us .It was your duty to make sure that these things were exposed so that your party could have gained points politically, but you choice money instead of the truth, so shut up you useless person.
    Big looters end up being stupid because they are clouded by their greediness they easily forget minor things like getting well with their subordinates so that they cannot report their dirty activities.In Harare City they tried by paying the Chamber Secretary unrealistic salary of over $34 000 per month,this is why it went on for a long time without whistle-blowers however evil can not go on without revelation.

      Mister Mixed Race, what you say is true; however, “political points” don’t matter when a party is so expertise in rigging polling. 90% of the populace could vote them out, but the published results would show the opposite… and, of course, the data would magically disappear leaving no way to contest the results. Sound familiar..?

    They all learnt the gukurahundi mentality. One thing, gukurahundi Mugabe loves power. If you want to get rich in Zim, just stay on his favoutites side and dont rock the boat; all honey will flow to you undisturbed.

    So, all those gukurahundi ministers are not there for the country, they are in it for themselves and as long as they sing the gukurahundi’s praises and worship the ground he walks on – there can be as corrupt as they want to, nothing will ever happen to them!!

    The town clerk of Harare earns more than the Town Manager of Johannesburg, the biggest city on the continent but Johannesburg’s annual budget is bigger than Harare’s annual budget.

    This dirty linen is showing up with more frequency now because of the intensifying power tussle in ZPF. Corruption itself as a systemic phenomenon has always been there to this extent. It’s synonymous with ZPF. How else can you explain the 34-year endurance of any incompetent outfit? And it’s not about to go away.

    For sure Gorden Moyo, you knew about the salary problems when you were in Govt, tried to do something about it but failed because of ZPF. Why did you not do what the other Moyo (Jonathan) did, i.e. let the rest of Zimbabwe know what was going on. You were still feeding yourself and did not want to risk that. Akube yindoda elamasende.
