He described the Zanu (PF) administration as a non-government which was sterile, clueless, impotent, idea free and indifferent.
“If MDC and the international community let Zanu (PF) continue going it alone, Zimbabwe would continue to be led in a wrong and fatal economic direction,” Biti said.
A $4 billion stimulus package, according to Biti, would be needed to revive the country’s infrastructure including productive sectors.
Part of the money would be channelled towards operations of the country’s lender of last resort, Reserve Bank of Zimbabwe.
Among suggested remedies for Zimbabwe to get back on its feet, were resuscitation of infrastructure such as the railway network, implementation of the IMF Staff Monitoring Programme, attraction of direct foreign investment and industrialisation of the economy among other requirements.
Zanu (PF) was advised not to celebrate deindustrialisation “since no economy would grow out of informal activities.”
Biti suggested that government should come up with a grant to make up for the gap created by its 2013 populist decision which resulted in the cancellation of bills ratepayers owed local authorities.
Government’s failure to fund BEAM, said Biti, was a criminal conduct and against provisions of the constitution.
“The fact that government no longer carried out its responsibilities showed that the Zanu (PF) administration was paralysed, crippled and had abandoned its obligation to run the country,” said Biti, who was finance minister in the expired GNU.
Biti warned that the Zimbabwe dollar would be reintroduced since the liquidity crunch facing the country could not be solved by the additional foreign currencies adopted recently.
Commenting on corruption riddling the country, Biti said that suspending corrupt officials was not the solution, since the whole Zimbabwe system was ‘rotten’ to the core and needed urgent overhaul.
He suggested that a commission of enquiry led by a retired judge be commissioned to professionally investigate corruption in all sectors of the economy.
The judiciary commission would carry out a forensic audit of all government institutions and flush out the dirt.
It was recommended that institutions such as PSMAS which drew membership from civil servants numbering over 250, 000, be governed by an Act of Parliament to help curb corruption.
Biti said MDC-T was the alternative government and was ready to take over from Zanu (PF).
He likened the current state of government to that of shutdown industries.

Sorry I did not finish reading your article but I do not see why you state that ZPF has failed. The failure of political parties that have won elections is measured at the end of each term- 5 years in ZPF’s case. Any forced examination/classification calling for a change of govt before then is a coup. Dialogue with opposition parties takes place inside parliament where those parties- which were spit out by the electorate can prepare for the next election- in 2018. It’s called democracy – simples!
I cannot for the life of me fathom why our so-called educated analysts cannot grasp this simple democratic logic.

1. Yearning for Rhodesia- Those who loved IDS & his RF are free to go and live there but it will only be in their dreams. 4. Rescuing the Economy – i don’t see how throwing a spanner into the works and then removing them can be equated with a good repair job. Calling for sanctions in order to gain political power will not work in a country with the highest literacy rate in Africa. Povho inoramba.

Tendai Biti is following the same conciliatory and advising line that Tsvangirai took after the so-called elections in 2008. Mugabe killed approximately 500 Zimbabweans and displaced thousands to “win” that election. Did that not tell the MDC something?
I remember Biti was one of those who rightly argued against any accommodation with Zanu-PF at the time, but was brought into line following an assurance from SADC that it would support a democratic transition, (not to mention an offer of a senior ministerial position).
Well it didn’t work then and it won’t work now. Mugabe doesn’t care about democracy or the economy. Why would he? He’s a King and the people of Zimbabwe are merely his subjects. He can do whatever the hell he likes, and there is no way he will willingly step down.
Biti and the MDC should behave like a proper opposition and stick it to Mugabe and his hopeless mates at every opportunity. Lord knows the opportunities come up daily! They should be out in the streets protesting, along with trades unions and other interest groups if they genuinely want change.

How can a straight thinking person say that you must judge the success of a party after it’s five year mandate(assuming it had that) In democratic countries a Government calls early elections or resigns when it is failing. All any right thinking person has to do is fix the Agricultural sector and the rest will follow. 70% of Zimbabwe’s economy relied on agriculture and 25% of SA’s economy relied in Zimbabwe. So get the rightful, owners back on their land and see how quick things improve. We were Zimbabweans like any other but got persecuted like others ( Gukuruhundi, Malaiwians, murambatsina etc ) for political gain and not national interest. Only problem is it is going to cost in excess of US$15 billion to compensate the former farmers and where is that going to come from. I will tell you, the west ( IMF and World Bank ) and only when there is a legitimate government in power and the way I see it only Tendai Biti will be able to gain such support and lead us into a better nation.

When the Zimbos Keep Marching ON:
1. Scolding and name-calling do not change an opposing view. Engage with ideas if there are any- otherwise Zimbos are marching.
2. Corruption: Is a problem the world over- those of the Christian faith trace its root to the advent of sin. That is why jails are full even in ‘non-corrupt’ countries- if there are any. Let due process be used to deal with it.
3. Justice – Taking the land was an act of corrective justice by RGM and ZPF. If there are organisations prepared to honour the Lancaster House Constitutional provisions on compensation- they are free to do so.Its not our headache as Zimbos.
4. Gukurahundi Rebellion: This was dealt with decisively by the govt of the day. Zimbos are reaping the peace and tranquility of that action. A blanket amnesty by parliament closed this chapter- ‘no questions asked and no answers given’.
