Zanu (PF) has failed to run Zimbabwe and should take the initiative to engage MDC and the international community to pull the country from the edge, MDC-T secretary general and shadow minister for finance, Tendai Biti, told journalists in Harare today.

Addressing a Press Conference at MDC-T Harvest House, Biti, said his party as a legitimate movement would not bury its head in the sand while the country was burning due to Zanu (PF) inability to manage affairs of the country.

He described the Zanu (PF) administration as a non-government which was sterile, clueless, impotent, idea free and indifferent.

“If MDC and the international community let Zanu (PF) continue going it alone, Zimbabwe would continue to be led in a wrong and fatal economic direction,” Biti said.

A $4 billion stimulus package, according to Biti, would be needed to revive the country’s infrastructure including productive sectors.

Part of the money would be channelled towards operations of the country’s lender of last resort, Reserve Bank of Zimbabwe.

Among suggested remedies for Zimbabwe to get back on its feet, were resuscitation of infrastructure such as the railway network, implementation of the IMF Staff Monitoring Programme, attraction of direct foreign investment and industrialisation of the economy among other requirements.

Zanu (PF) was advised not to celebrate deindustrialisation “since no economy would grow out of informal activities.”

Biti suggested that government should come up with a grant to make up for the gap created by its 2013 populist decision which resulted in the cancellation of bills ratepayers owed local authorities.

Government’s failure to fund BEAM, said Biti, was a criminal conduct and against provisions of the constitution.

“The fact that government no longer carried out its responsibilities showed that the Zanu (PF) administration was paralysed, crippled and had abandoned its obligation to run the country,” said Biti, who was finance minister in the expired GNU.

Biti warned that the Zimbabwe dollar would be reintroduced since the liquidity crunch facing the country could not be solved by the additional foreign currencies adopted recently.

Commenting on corruption riddling the country, Biti said that suspending corrupt officials was not the solution, since the whole Zimbabwe system was ‘rotten’ to the core and needed urgent overhaul.

He suggested that a commission of enquiry led by a retired judge be commissioned to professionally investigate corruption in all sectors of the economy.

The judiciary commission would carry out a forensic audit of all government institutions and flush out the dirt.

It was recommended that institutions such as PSMAS which drew membership from civil servants numbering over 250, 000, be governed by an Act of Parliament to help curb corruption.

Biti said MDC-T was the alternative government and was ready to take over from Zanu (PF).

He likened the current state of government to that of shutdown industries.

    My Considered View:
    Sorry I did not finish reading your article but I do not see why you state that ZPF has failed. The failure of political parties that have won elections is measured at the end of each term- 5 years in ZPF’s case. Any forced examination/classification calling for a change of govt before then is a coup. Dialogue with opposition parties takes place inside parliament where those parties- which were spit out by the electorate can prepare for the next election- in 2018. It’s called democracy – simples!

    I cannot for the life of me fathom why our so-called educated analysts cannot grasp this simple democratic logic.

    Do not concern yourself too much about the rumblings of Mr $217 aka bete muBiti, he banged his head when he toppled off the chair and is no longer thinking straight.

    Bottom line: Let all patriotic Zimbos rally around the elected ZPF govt to develop th nation. we correct mistakes together, we win kuAU and kuSADC together.

      Your idea Mr so called Ndebvu Mukomichi shows that its u who is not thinking straight. Bit I is 1000% right. It show as he is concerned about his country seeing it dying a slow death. Let me tell you the truth. Do you know that Rhodesia under Iran Douglas Smith was even a better country to live than Zimbabwe under Robert Mugabe. I don’t care if it offends you or not but that is the truth. How can a leader choose to destroy the entire manufacturing industry just to score some cheap political scores. Mugabe is the worst dictator and cruel leader ever seen under the sun. And its apple like you who bootlick him. Apple want jobs not that stupid and impractical black empowerment which is just some sweet nothings from a moribund party which has run out of ideas. Biti is right.MDC won the elections in 2008 and ZANU pf refused them to rule after 5 wks deliberating. So what are you saying. You better shut up.

      Mr so called Ndebvu Mukomichi, I think you have your brains Mukomichi, Biti is dead right and has got foresight. Without the short stint of MDC involvement in government our country would have gone to the dogs. The economy was rescued by the MDC from 2008 until of course the rigged election of 2013. The economy is now in free fall and our government has no clue how to rescue it but they seem to know who to blame but themselves. People like you disgust me. I am a black African Zimbabwean whose home is a stone’s throw from Mugabe in Zvimba. I can’t wait for this dictator to die.

      Have you just arrived from another planet? Zanupf have had 34 years in Government and have not improved the life of Zimbabweans in that time, we have gone backwards literally to the dark ages no electricity, no clean running water, pot holed roads, collapsed medical infrastructure, derelict and destroyed farms, impotent and bankrupt national Airline, no refuse collection, dilapidated filthy Government buildings where do I stop? in general the infrastructure of the Country has been destroyed by Zanupf are these the “mistakes” you refer to?

    1. Yearning for Rhodesia- Those who loved IDS & his RF are free to go and live there but it will only be in their dreams. We are Zimbos- vana vevhu, The patriotic Zimbos are prepared to shed blood sweat and tears to develop our country- brick by brick. The next election is 5 years away- bete muBiti and his party should plan for 2018.

    2. Asking for Employment rather than EMPLOYERSHIP- That mentality is the the unliberated part of our beautiful country. How do we cleanse the minds of our countrymen from mental slavery. – ‘vakuru vakati- chinonzi munhu rasa ndechiri mumaoko, chiri mumoyo anofa nacho, (Translation – it is easier to ask someone to throw away an item they are holding in their hands but that in the mind/heart is permanently fixed to the death’. Indigenisation is the way- it is like the pain of childbirth, as long as there is no abortion- joy is coming with the baby!

    3.Elections 2008 is now history, and history never lies. Lawyers say that possession is nine tenths of the law. ZPF has always possessed power!

    4. Rescuing the Economy – i don’t see how throwing a spanner into the works and then removing them can be equated with a good repair job. Calling for sanctions in order to gain political power will not work in a country with the highest literacy rate in Africa. Povho inoramba.

    5. The Dictator- Well the whole of Africa loves and hails the genius of RGM- now the SADC and then AU Chairman. Love him or hate him RGM has his own supporters and they are many in the continent and abroad. I am sure that when he finally departs the stage- there will be many copycats waiting to continue with the doctrine of Mugabeism at home and abroad- eg Juju and cabinet Minister Gugile Nkwinti in Rsa.

    6. Black or white – it doesnt really matter if you are black or white. It is the doctrine, the ideas and the love for one’s country which matter- and these are all colourless!

      1) Rhodesia’s future paralleled that of Australia rather than Swaziland.

      2) Employership isn’t a word. Your Zanu-inspired education is clearly demonstrated in your inarticulate ranting. Now, even if it were a word, its meaning would ring hollow considering that investment into the economy is blocked directly by state monopoly, indigenisation, and absence of liquidity. You have no idea what’s going on in Zimbabwe at all, apparently.

      3) Lawyers also state that human rights abuses and electoral fraud should be prosecuted.

      4) You and your DPRK-style indoctrination should search for a new audience. Those on this forum aren’t interested in your deflections and, specifically, your lies. There were millions in trade between Zimbabwe and the United States last year. You’re capable of using the internet, so look it up yourself.

      5) It’s funny that you would say “the whole of Africa” considering that your statement assumes the regard of more than one billion people for that man. If you weren’t already aware, there is a vast difference between governments and people in Africa. The AU is dictator central. It comes as no surprise that they hold Mugabe in high regard.

      6) Hollow words for someone who isn’t required by law — constitutional law, no less — to cede a controlling stake in his business to a Zimbabwean of the opposite race.

    Tendai Biti is following the same conciliatory and advising line that Tsvangirai took after the so-called elections in 2008. Mugabe killed approximately 500 Zimbabweans and displaced thousands to “win” that election. Did that not tell the MDC something?

    I remember Biti was one of those who rightly argued against any accommodation with Zanu-PF at the time, but was brought into line following an assurance from SADC that it would support a democratic transition, (not to mention an offer of a senior ministerial position).

    Well it didn’t work then and it won’t work now. Mugabe doesn’t care about democracy or the economy. Why would he? He’s a King and the people of Zimbabwe are merely his subjects. He can do whatever the hell he likes, and there is no way he will willingly step down.

    Biti and the MDC should behave like a proper opposition and stick it to Mugabe and his hopeless mates at every opportunity. Lord knows the opportunities come up daily! They should be out in the streets protesting, along with trades unions and other interest groups if they genuinely want change.

      I have never in my life heard such nonsense. How can a straight thinking person say that you must judge the success of a party after it’s five year mandate(assuming it had that) In democratic countries a Government calls early elections or resigns when it is failing. This economy is on a down hill trend imagine if this continues what it will be like in five years time? We have already seen the results after 34 years.

    So MDC-Tsvangirai is now equal to International community? Where wuld the Tsvangirai party get the $4bn required to resuscitate Zim economy? Are you telling us tht you are stil conspiring wth the Western world to control our economy?

    Better be home-grown if you want to rule this country and stop making inferrences to Europe as only solution to African challenges. Thats why you continue to lose elections.

    The next three months are the month of reckoning.If ZANU survives the next three month , ending April, then they have super strategists.Today, panic is all over South Africa, fuel rose to an all time high of R13.93 per litre.Things are looking not good in Africa s largest economy.The people of Mzansi, with their penchant to demonstrate at every mishap, are likely to demand higher salaries beyond human imagination.This will spill into the whole of SADC, since SA hold the fulcrum to the economy.If SADC was to prosper, a cheaper port was to be revamped jointly in Dar es Salam, to reduce holding costs at Durban.Things are looking bad, really bad.And I am looking beyond political affiliation here.If it is Chinotimba to save us, let him be the man,if it is a simple humble teacher from rural Nyajena, Rushinga, Gokwe, let him.

    All any right thinking person has to do is fix the Agricultural sector and the rest will follow. 70% of Zimbabwe’s economy relied on agriculture and 25% of SA’s economy relied in Zimbabwe. So get the rightful, owners back on their land and see how quick things improve. We were Zimbabweans like any other but got persecuted like others ( Gukuruhundi, Malaiwians, murambatsina etc ) for political gain and not national interest. Only problem is it is going to cost in excess of US$15 billion to compensate the former farmers and where is that going to come from. I will tell you, the west ( IMF and World Bank ) and only when there is a legitimate government in power and the way I see it only Tendai Biti will be able to gain such support and lead us into a better nation.

    When the Zimbos Keep Marching ON:
    1. Scolding and name-calling do not change an opposing view. Engage with ideas if there are any- otherwise Zimbos are marching.

    2. Corruption: Is a problem the world over- those of the Christian faith trace its root to the advent of sin. That is why jails are full even in ‘non-corrupt’ countries- if there are any. Let due process be used to deal with it.

    3. Justice – Taking the land was an act of corrective justice by RGM and ZPF. If there are organisations prepared to honour the Lancaster House Constitutional provisions on compensation- they are free to do so.Its not our headache as Zimbos.

    4. Gukurahundi Rebellion: This was dealt with decisively by the govt of the day. Zimbos are reaping the peace and tranquility of that action. A blanket amnesty by parliament closed this chapter- ‘no questions asked and no answers given’.

    5. The Long March – Let the willing, the able and the patriotic keep marching on- in developing the nation under the ZPF govt unti the next election in 2018.- Our motto:-‘If we fall we stand up again, if we make a mistake we correct it’- like any other country.
