Mugabe has tasked his office to tighten governance oversight structures of salaries of local authorities, public enterprises and grant-aided institution bosses.

Mugabe’s move comes at a time there is public outcry over huge salaries and perks received by chefs at the expense of service delivery.

Presenting the 2014 National Budget last week, Finance minister Patrick Chinamasa said the government was concerned by the extent to which employment costs crowd out the conduct of the core business of public enterprises, including local authorities and grant-aided institutions.

He said the unsustainable employment costs were due to huge salaries, allowances, and perks being paid to top management – contrary to the Corporate Governance Framework for State Enterprises and Parastatals over principles of affordability, and sustainability.

“In this regard, the Office of the President and Cabinet is spearheading the development of the guiding remuneration framework for all entities that make or are likely to make a charge on the Consolidated Revenue Fund with effect from early 2014,” said Chinamasa.

“This framework will tighten governance oversight structures over remuneration, giving consideration to ability to pay, taking account of service delivery targets as well as rewarding corporate performance that is above targets.”

State-owned enterprises across the country have been underperforming, exerting pressure on the Treasury due to persistent demands for bailout.

Chinamasa said not only were these wild remunerations for executives funded by the struggling institutions, but were financed from commercial borrowings.

Workers at ZBC have gone for six months without salaries while the chief executive officer Happison Muchechetere pampered himself with $40 000 a month in salaries and allowances.

Muchechetere enjoyed other perks which included home entertainment of $3 000, housing allowance, $3 000, $2 500 for his security, unlimited local air travel, entertainment allowance, unlimited fuel allowance and wages for his domestic servants.

Premier Service Medical Aid Society chief executive officer, Cuthbert Dube’s monthly salary of $250 000 and his managing director, Farai Muchena’s $190 000 have also raised storm.

Zinwa employees have also gone for four months without salaries while alleging that management was awarding itself loans amounting to $300 000 to build houses and buy luxury cars.

Local Government minister Ignatius Chombo has also called for the slashing of salaries for council managers saying the wage bill was consuming over 75% of the council collections, a development that he said was affecting service delivery by local authorities.

    I n 1975 the income tax for income above £20000 per year (about $2600 per month) was 83%. By today’s standards that is about 83% income tax on earnings above $26 000 per month. FOOD FOR THOUGHT FOR THE MINISTER OF FINANCE as we look at possible sources of revenue to fund public hospitals that cater for civil servants who are denied treatment by some private institutions who do not accept their medical aid cards as well as funds to cater for some public enterprises’ employees who have gone for months without pay

    politiking idzo,dont divert us to small fish,yes its too much for one to earn these ridiculous figures,but allow the big fish to be investigated and see how much we will recover,that alone will be enough to kick start the economy.Remember at one point in Zambia ,the country had a total debt of 4billion and Kaunda Kenneth had 7billion in his account.His kids had a national airline company,and imagine how much his charges had.If and only we can have a new regime that will start by confiscating each doller and cent stollen in three months time we will be on recovery pathy.In my opinion all zanu thieves dont deserve pension or any sort of incentive but jail.

    Dube earns $250 000 a MONTH,this translates to R2 650 000 at the current exchange rates. By any kind of measure, this is looting. Imagine how much the other bosses below him earn. Think of the shop floor workers too.No executive of any blue chip company in south Africa earns this much.I now understand why a colleague said Happison’ s case is a tip of the ice-burg. How can an economy survive when its run by certified crooks like these. There is enough money to resuscitate the economy if this looting which is a contagious disease in the party is stopped forth with. Bob do us a favour and stop these thieves. I will never by the trash that government did not no about this looting spree. The responsible people are turning a blind eye because they are busy looting too. Then the wide mouthed morons scream about sunctions, what sunctions? You are unsuccessfully trying to hide behind a finger.. NONSENSE!

    Mugabe is stupid. Period. He thinks we are kids. The MDC ex-minister who was responsible for parastatals once said in parliament long back that she wished to have the Parastatals Salaries revised and they should send her their balance sheets. They didn’t do it and Mugabe said nothing and now he wants to look like a saint!

    it is not about looting only how many years has cuthbert Dube been working for PSMAS,,,,,all this information is being reviewed today but he has already harvested, ministers have already harvested even if the salaries are slashed today there is no use because the difference between the rich and the poor is going to be the same. Zimbabwean youths when it is our turn we need to drive away this selfish behaviour.if people are going to be paid high salaries let it be bt on the other hand we should give others a chance.

    This is all old news… and Mugabe pretending he didn’t know. Mugabe and his henchmen saw the nation as a prize to be conquered and razed for their own personal gain. The “liberation” was never of the people… it was always the liberation of the nation’s wealth and resources for themselves. At its best, it was nothing more than a bank robbery disguised as a charity event. The Shona refuse to see that because Mugabe has dribbled a bit of the stolen cash for them so he could maintain their support, and not be toppled and tried for his horrific crimes.

    This is all a charade by Mugabe, expressing surprise that he did not know about these salaries!!! Surely, everyone, including the ordinary povo, knows that is happening everywhere in gvt and that includes Bob himself!! This is exactly where zanupf wanted Zimbabwe to be, i.e a private property to be be used and abused by the chefs!!!

    Surely Cuthbert must serve time at Chikurubi or reimburse some of the money. His salary must be slashed to $50 000/mnth. I dont think he is worth that much. Ndizvo zvinoitika kana nyika yaruza mabreak,ibaya wabaya! Shame on whoever sanctioned such obscene packages.

      Gutu why 50000 why, did you want to say 5000. maybe because check across the globe such salaries are very rare and in good economies for that matter. I don’t think Bill Gates earns that much.We are talking US Dollars not the Zimbabwe Dollar.

    The liberation war was to remove a developmental government with a looting government period. Mugabe can repay debts of this country if he takes a very closer look at the obscene salaries everywhere whether it is private or public. Money is in few hands so everubodt is suffering. A clerk could buy easily a car during Smith’s days because he was paid accordingly but these days to buy a car without a loan you have to be either a dealer or a top manager. Imagine the salry bill of 100 workers equals an allownace of a boss in some companies. To start with the government, looking at our budget should slahs all salaries in all institutions whether government or private to 30000 and below and then increase the least pad salaries to 500. This is very feasible if you look at these obscene salaries. I will tell you this country will be a happy place to live. Why really would you have someone being paid 10000 usd when the one who cleans his toilet is getting 200usd. He is equally important so what I expect is he slashes his salary so that the toilet cleaner can also send his kid to school. We buy from the same shops. This is the reason we have schools who charge 800 usd a term for grade 1 because of these obscene salaries. If salaries are slashed prices will also go down. This is a fact.

    The President was not aware of these mega salaries? Who are you trying to fool? What’s the use of all those CIOs if they don’t report such matters to the President? Now that the President knows we await with bated breath to see what happens to these looters and their ill-gotten wealth.
