Jonathan Moyo, the Media, Information and Broadcasting Services minister, has launched a blistering attack on politicians opposed to the ongoing Salarygate exposés, saying attempts to defend or hide corruption revealed “nothing but unacceptable extensions of the same corruption”.

Moyo broke his silence and apparently hit back at Vice President Joice Mujuru after she denounced the corruption crackdown last week saying it was a dirty operation to smear the administration and undermine the country’s progress.

Moyo told the Daily News last night that there was absolutely nothing political or sinister about widespread media reports of the shocking corruption which he said took root with the advent of dollarisation in many of the 78 parastatals or State enterprises.

The minister of Information said the individuals against the corruption exposure in the media were doing so “against Zanu PF policies, against government policies, against the national interest and against the laws of the country”.

Mujuru said those behind the investigation were trying to vandalise the party from inside, in apparent reference to Moyo, who is the only Cabinet minister who has appeared to be serious about the fight against corruption.

But Moyo hit back and hailed the media for tackling corruption adding that there was nothing political about exposing corruption.

“The fact of the matter is that corruption is criminal and not political. As such, the important and relevant test is not the motive of those who are exposing it but whether or not the corruption being alleged in the media reports actually took place.

“This is a factual and not a political question.”

At an extraordinary politburo meeting on Friday, President Robert Mugabe vowed to pursue corrupt high-flyers after securing an unassailable five-year mandate in the historic July vote,  raising expectations that he will tackle graft more forcefully.

Moyo said it was  common cause that, from a factual point of view, what has been reported so far by the mainstream media about the so-called Salarygate has been truthful.

“Individual executive managers in parastatals, State enterprises or local authorities have been receiving obscene salaries and allowances without approval of the relevant boards or with the corrupt connivance of chairpersons of those boards which have been dysfunctional,” Moyo said.

“Even worse, there’s evidence that these executive managers and the conniving chairpersons of some boards have also been colluding with some elements in the private sector to corrupt the procurement process with the result of compromising service delivery while corrupting the prices of goods and services to the detriment of the national economy.

“None of this is political.  It is all criminal. Corruption is not revolutionary but it has always been a reactionary assault against the public good and the national interest.

“The culprits behind Salarygate are individuals and the beneficiaries are the same individuals, their families, friends and cronies at the expense of the public given that the parastatals, State enterprises and local authorities in question are supposed to serve the public and not individuals who run these organisations.”

Moyo’s remarks come in the wake of on-going exposés, one of which involves retired Premier Services Medical Aid Society (Psmas) board chief executive Cuthbert Dube’s five-digit earnings — broken down as $92 000 in his Psmas salary and another $138 000 from PSMI, and the nascent Zambian operation.

In the aftermath of the exposé, presidential spokesperson George Charamba and Luxon Zembe have been “touted” as some of the high-earning members at the society, and despite Psmas’ $40 million debts.

However, the Psmas board, which comprised three permanent secretaries, Charamba, Constance Chigwamba and Pretty Sunguro, has been dissolved, apparently after intervention from higher offices — or at least the authority which appointed it.

While Finance ministry senior staffer Meisie Namasasu has incurred her employer’s wrath over her role in the unravelling saga — following her suspension — the board claims it dissolved itself in shame.

Authorities are said to be pursuing corruption cases at Air Zimbabwe, Zinara, CMED, Rural Electrification Agency (Rea), ZBC and Marange Resources among others.

Three Air Zimbabwe (Private) Limited bosses, Peter Chikumba, 59, Grace Nyaradzai Pfumbidzai, 49 and Innocent Mavhunga, 53, were detained over the weekend in the country’s biggest corruption probe since Mugabe swept to power last July.

“…It is not right for anyone to claim that the palpably corrupt and clearly criminal conduct of the offending individuals in the concerned parastatals, State enterprises or local authorities is political in any way,” Moyo said.

“It is understandable why some of the individuals who stand exposed for their corruption will seek refuge under the politics of factionalism in Zanu PF or under any other political pretext and excuse.

“While this predictable stance might fool some among us, the majority of Zimbabweans who are the victims of the Salarygate corruption will not be fooled but will demand full accountability and restitution without fear or favour.”

Tensions have grown in recent weeks between protagonists in the ruling Zanu PF over plans to widen the crackdown which the Mujuru faction claims is targeted at them.

Moyo said attempts to defend or hide the corruption revealed by Salarygate were nothing but unacceptable extensions of the same corruption.

“The first line of attack against corruption is by exposing it,” Moyo told the Daily News.

“There’s no better way of exposing it in a balanced and factual manner than through the media without engaging in witch hunts or cover ups.

“There just be must be no sacred cows or bulls. Once exposed, corruption must be investigated by relevant law enforcement authorities and prosecutions must follow the cases where prima facie evidence is established.”

    The Pandora’s box has been openned,now to see what is done with the contents. The people will demand the full wrath of the Law or what ever of it exists to come down on the offenders. The offenders must also be given a chance to name the Bigwigs involved as there is no way that this rot was going on without the knowledge of the Ministries involved.If they are serious then assetts should be frozen as a criminals should not benifit from thier crimes. They need to go all the way with ghost workers etc. If they don’t then this will just be a ploy to seek some level of redemption. The people demand justice without fear or favour.

    I am very please with my home boy of Tsholotsho District,let the truth be known because these thieves have had it easy for many years with total impunity using cheap politics.We have been watching their life styles with shame.
    All criminals joined ZANU PF for easy protection but the net is now closing on them because mister economy cannot be cheated easily.They should all face charges in a court of law so that all the secrets will come out.I agree with Mr Moyo that looting has nothing to do with politics but has all the bearings of greed and selfishness.This is really economic sabotage punishable by many years in Chikurubi prison.These are the people who will destroy ZANU PF, therefore the president must get rid of them by sending them to prison.What is so special about them that they hold our dear country to ransom economically? These police who stop people from demonstrating against corruption and looting,have to be checked and monitored by the CIO because they want to mislead the president,so that he is blamed for the continuing looting because they are also involved.
    We support your move Mr Moyo,its time we got rid of this corruption in our lovely country.Its beginning to pay off because I witnessed a change at a road block over the weekend.A young boy from these spoiled family over took me at non-broken white line over the bridge to find him a couple of meters away blocked by the police,so I approached the police and reported his behaviour.They did not waste time to charge him even if he claimed to belong to an important family.His misguided attitude made me tell the police that I was prepared to testify as a state witness in a lawful court,if he refuses his charges.He ended up accepting all charges.This is what we should be doing to root out these corrupt people.Its gone to their naive and misguided children who think they do what they like to us.This has to stop.

    I don’t for a minute think that every policeman out there is corrupt. What I do know is that the level of corruption in the force is of unexceptable proportions. If Moyo is seriuos, which I will give him the benifit of the doubt, and if Zanu pf are serious the home affairs Ministry should follow Moyo’s lead and weed out the corruption that is prevelant there. All those driving the fancy cars and living a higher than high lifestyle must account where they got the money from. How will a thief investigate a thief? Why is the home affairs Ministry not getting investigated? Am I speaking too soon? Are they next? We wait to find out.

    It is common knowledge that corruption is rampant in all parastatals not ZBC and PSMAS only. Surprisingly when Chombo intervened at Harare City Council Moyo and his media did not show the same determination and zeal to delve in and expose the rot. This ambivalence makes one doubt Moyo’s sincerity in this whole debacle. This deceptive approach to problem solving vindicates idiots like Joyce Mujuru who are hiding behind factionalism in Zanu pf. People do not want a piece meal approach to this whole saga expose everyone involved without fear or favour. Taneta nevanhu vaviri ava tinozviziva kuti vakawanda vakaora vataurei vese. We are not interested in Party politics but CORRUPTION.

      Moyo is cleaning up the mess in his ministry and must be applauded for that. It is Chombo who should follow Moyo’s example and let the truth be known. A minister cannot tell another minister what to do in his/her ministry! Chombo is a thug period. Keep it up Moyo.

    @Doctor do little- you are right thus why I said we should use junior personnel within the police force who are less corrupt than their bosses.A few of them are good guys who need a bit of encouragement to desist from these crimes.If you want to know who is corrupt within your area you just join your neighbourwood watch team.I know who is corrupt and who is not because I spend time with them.
    It takes only one person to cause these unprepared looters to shake and destroy themselves mentally.Some body I know involved in this looting has lost weight before action is being taken against them.These guys are real cowards and very dull, thus why they use shortcuts to riches.Since this started the normally vocal ministers have gone silently.Why? Because they are very scared and worried,with their thieving world becoming small.Mr Moyo might have done bad things in the past but he is using the little conscience left in him to correct his past

    yes, jonie, i agree corruption has nothing to do with politics, mai mujuru, chombo and company should know that. job well done don’t stop there make sure these idiots go to prison there is nothing to worry about you have got the backing of the president and the rest of us as a nation, except those who r corrupt and thing they have a licence to destroy the econom none should have a say bcause they r zanu pf. mai mujuru murimbwa

    because he is uncouth and unprincipled,I don’t like Moyo ,but I respect his actions against corruption never mind any sinister motives. I would be ecstatic if the real thieves , the big fish were also caught in the net.

    I want to see if the police commissioner will follow Jonathan or Ms Mujuru. Now Jonathan Moyo is in control, he can do it this time around……remember he is the master of the art of corruption and swindling “uncared” for fund. Ask Wits, ask Kenya etc

    What might Moyo want from all this? He always had an hidden agenda. It is not Moyo who is exposing but God Himself. Moyo is but a tool in a just God’s hands. Methinks much more will come to the surface including all the election rigging!
