MUTARE: A city council health officer Monday appeared before local magistrates court facing corruption charges after misleading the Liquor Licensing Board into issuing a license to an undeserving facility run by a Zanu PF youth.

Piniel Simbanegavi, 56, of Chikanga 1, Mutare, appeared before magistrate Nyasha Kuture facing charges of criminal abuse of office.

He was not asked to plead and was remanded to October 1 on $50 bail.

Prosecutor Donald Mudadirwa told the court that Simbanegavi allegedly issued a report dated June 16 to facilitate Getrude Mutandi’s Pamai Ruva Restaurant, at number 7a Aerodrome Road, to be issued with a Special Liquor License.

It is the State’s case that Simbanegavi falsified form LG.25 to mislead the Liquor Licensing Board into issuing a license to an undeserving facility.

The board subsequently issued Pamai Ruva Restaurant with the license on the basis of Simbanegavi’s recommendations.

However, police later discovered that the premises did not meet the required conditions.

It was also found that the restaurant did not have a functional kitchen and a dining room with proper chairs and tables.

The police then approached the Liquor Licensing Board for clarity. The board then sent one Mapepa to make an inspection on August 28.

The board also noted that the restaurant was undeserving of a liquor license because it did not have a dining room with proper tables and chairs.

It was also discovered that there were no basins for dish washing.
