ZANU PF Presidential hopeful and current Minister of Justice, Legal and Parliamentary Affairs Emmerson Mnangagwa says that the ruling party executive will not be bound to take into consideration any of the inputs into the Electoral Act Amendment Bill.

Speaking in parliament on Thursday, Mnngagwa said that while he appreciated the efforts of the portfolio committee that went around the country gathering public views on what the people felt should be included in the bill, the onus of what has to be finally put in the bill lies with the executive of the ruling party.

“Indeed, as Government, we regularly engage interested stakeholders in the public and private sectors and civil society at large when drafting legislation for our nation. We would only caution and remind hon. Members of Parliament that policy is within the domain of the executive branch of the State in accordance with the principle of separation of powers enshrined in our Constitution,” said Mnangagwa.

Speaking against loud disapprovals from the opposition side of the parliament, Mnangagwa insisted that members of the public can not tell parliament what to do as the Members of Parliament were elected to make laws for the country as representatives of the people. “Parliament was elected to make laws for the people. It is not for the people to do the work of Parliament,” said the Minister.

The parliamentary portfolio committee on Justice, Legal and Parliamentary affairs recently set up a committee that went out into all the provinces of the country consulting the public on what the people felt should be included in the controversial Electoral Act Amendments Bill which government sort to push through against the wishes of the opposition and some sectors of the population. The committee presented its findings to parliament which Justice Minister Mnangangwa is refusing to incorporate into the proposed reforms.

“I am thinking here of Bills such as this one that are urgently required for the functioning of the State or to realign our laws with the Constitution in the shortest possible time. This of course does not preclude consultations at a later stage when the laws come up for review or amendment. Parliament must develop additional or alternative means of consultations through for instance its Parliamentary website and also facilitating consultations by MPs in their constituencies with civil society organisations in attendance and that must not be forgotten,” Mnangagwa closed his debate.

I hope you will never waste your time again exhorting these very corrupt and megalomaniac thieves masquerading as leaders of the people. Just listen to the disdain your Mnagagwa has for the people. According to him we are just his subjects at his mercy. Wake up Vince. The necessary power to change our political fortunes and consequently our economic and social well being is squarely on our shoulders. Let’s use it and stop looking up to the tested and proven corrupt.

ZPF must repent. may the Lord Himself raise up a man to lead this nation: a man after His own heart. And Zimbabwe, let us stop putting man-any man- on a pedestal. Just who does Mnangagwa think he is? You treat your people like nothing. One day this will come back to haunt you. Enough is enough! Many years ago you proclaimed to have give you life to the Lord, Mr Mnangagwa. What happened to that. You are playing with fire: The fire of God’s judgment.

    There you are Vince, the Mnangagwa we know which you don’t seem to know. He is a ruthless and arrogant person with no consideration of any other person the kind of characteristics Mugabe likes because he is also like that.

    He has not a even a single diplomatic skill around him and considers ordinary people to be nothing, their views, aspirations as fodder.

    Even if we did vote for those MPs, they represent the people and hence their views. Not so according to ED their views are worthless, he is the all knowing.

    Hope no Zimbabwean apart from Vince imagines this guy as President, its time people we rise against continued tyranny by these Zanu PF thugs.

      That is something people of Zimbabwe are failing to understand.Nobody voted for these guys including Mugabe.Parliamentary seats were allocated by JOC,just to make it sort of realistic they gave some seats to MDC-T. Their constituency is not the people, it was nikuv whom they have already paid.All you MDC-T MPs in Parliament I ask you again to resign and go back to your real lives,there is no contribution you can make right now.

    The disconnect between government and the people is exactly why we should ignore government completely – and by that I mean both sides.

    What we need is civil society to take charge of this country and build an accountable system. Not easy but it has t be done

    Garwe has spoken as his master. At least you are honest to tell them that you will not listen to them. Why should you listen to the people who never fought in the war of liberation. Who do not know the sound of a gun, who never slept in the bushes or trenches. Civilians who are ungrateful and now want to betray the struggle by voting a part for the whites. Why listening to the masses that never voted for you. Who are they? Mnangagwa you are very mean and do not have any sense of democracy. People is power. One day you will regret this statement.

    “Parliament was elected to make laws for the people. It is not for the people to do the work of Parliament,” said Minister Mnangagwa.

    The Minister is right on, it is the prerogative of parliament to make the law what is at issue here is who elected these MPs who are writing these laws which we the people are expected to obey? It should the people who elect MPs and the State President and we know Zimbabwe is yet to hold free and fair elections in which the people have a meaningful say on who govern them. The July 2013 elections were blatantly rigged; Minister Mnangagwa knows that better than anyone else for he is a member of the Joint Operations Command which masterminded the vote rigging.

    If this parliament truly represent the will of the people of Zimbabwe and was sure it has the people’s mandate to rule then its first task after the 31 July 2013 elections should have been to clear the air and order a through independent judiciary investi-gation into all vote rigging allegations. This parliament has failed to even order the release of the voters roll it is now a year since it should have been made public.

    The voters roll is the smoking gun in the rigged 2013 elections.

    Many of MPs seating in parliament today are the beneficiaries of the rigged July 2013 elections. The illegitimacy of Mugabe and his regime is not in doubt and it is only the poor judgement of people like Tsvangirai who have even tried to accept the regime as a “political reality”. Any monkey can steal and wear the crown but no only a fool would pay homage to it as king; Mnangagwa knows that and we all know it!

    People do not want to be told the truth.This is the way democracy works where party politics is the norm.By voting you surrender your voice to a representative who is told how to think by party bosses.Especially where there is proportional representation.The ass lickers get the seats.

Greed must have got the better of you as there is no other logical explanation…don’t sell your soul, for what does it gain a person to gain the world but loose his soul? satans agents come to steal kill and destroy and you have joined them. and for the record when you become an MP your mandate is to serve the people whose constituency you represent and not dictate to the people, but unfortunately this Minister, has never ever been fairly and freely chosen by the people, that is why he is so bitter towards we, the people of Zimbabwe…..

    The essence of parliamentary democracy revolves around majoritisism . Any political party constituting a majority in parliamentary democracy has a final say in deciding a course of action in parliament business . It will be naive for ZANU PF to fail to utilise its majority in parliament business.
