HARARE - Zimbabwe's annual rate of
inflation dropped to 1 023.3
percent in September, according to the latest
data released on Tuesday by
the state-run Central Statistical Office
(CSO).
CSO acting director Moffat Nyoni told journalists in
Harare that
year-on-year inflation shed 181.3 percentage points on the
August rate of 1
204.6 percent.
"The year-on-year rate of
inflation for September 2006 was 1
023.3 percent shedding 181.3 percentage
points on the August rate of 1 204.6
percent.
"This means
that on average goods and services normally
purchased by a household for
final use in Zimbabwe were about 11 times as
expensive in September 2006 as
they had been 12 months before in September
2005," he
said.
The slowdown is the third in recent months after
inflation
tumbled in June and July before slightly picking pace again last
August.
Zimbabwe's anaemic economy has been on a downward
turn over the
past seven years with 80 percent of the population living in
poverty.
At 1 023.3 percent, Zimbabwe's inflation rate still
remains the
highest in the world outside a war zone.

Thousands of people countrywide were
left stranded at post offices and
banks around the country after being told
they could not access money sent
to them by relatives abroad. This happened
a few hours after the Reserve
Bank on Monday closed a total of 16 money
transfer agencies with immediate
effect, accusing them of abusing their
licences by doing deals on the black
market. Standard Chartered Bank,
Stanbic Bank, CBZ Bank, Interfin and the
Central Africa Building Society
(CABS) were among high profile banks that
had their money transfer licences
withdrawn. Other agencies like Fredex,
POSB, NMB Bank, TransAfik, Dollarway,
Zimpost, I and F, Pacific, Banfords,
Currency King and Parlovan suffered the
same fate.
Simon Muchemwa in Harare reports that there was chaos at
the Kopje
Plaza post office branch in Harare as customers tried to get
physical with
clerks at the counter who were at pains to explain the result
of the Reserve
Bank's decision. Customers with reference numbers and
passwords to use for
getting their money milled around the agencies not
knowing what to do next.
Central bank governor Gideon Gono accused the
agencies of selling foreign
currency sourced from Zimbabweans in the
diaspora on the black market. He
also warned that players in the financial
sector risked losing their
licences without notice if they continued to
flout the rules. Analysts have
blasted Gono's decisions for not allowing
sufficient time for a smooth
transition.
Government's own
Homelink scheme for money transfers remains
unaffected while a few unnamed
commercial and merchant banks are said to
have retained their licences.
Experts say government is trying to bolster
its failing Homelink scheme by
shutting down the competition to create a
monopoly for its own scheme. All
those affected have been given up to 31st
October to appeal. Gono said the
Reserve Bank would consider reinstating
some of the licences only, 'on the
basis of strict performance and delivery
targets.' A money transfer agent
based in the United Kingdom said Gono's
measures would not affect them at
all because they sold their forex to
Zimbabwean companies that need to
import raw materials and other items.
The central bank also
announced other new measures which it says are
meant to maintain discipline
in the financial sector. Bank licences will now
be reviewed annually and the
governor threatened to punish those banks that
did not improve their lending
patterns to reflect a balance across key
sectors of the economy. Gold
producers also came under fire for selling to
the black market. The central
bank says it will 'put in place a system of
intricate precious minerals
audits which will be conducted on site at each
mine by well trained and
experienced experts.'
The central bank has been accused of trying
to treat the symptoms
rather than the disease affecting Zimbabwe's economy.
Poor government
policies and corruption are to blame, with the violent land
grab increasing
the country's isolation from the international community and
ensuring that
the agriculturally based economy collapsed totally. An
inflation rate of
over 1200 percent stands out as emblem of how bad things
really are. The
government has shown over the years that it is more
interested in preserving
itself than in addressing the economic malaise it
has created.

2006 (IRIN) - Zimbabwe has closed its 16 money transfer
agencies (MTAs) with
immediate effect, sending shockwaves through the
country, as many people
depend on remittances from relatives working outside
the country for their
day-to-day survival.
Reserve Bank governor Gideon Gono said in his
mid-term policy update on
Monday, "all MTA licenses are cancelled. This
withdrawal has been occasioned
by non-performance and defiant behaviour by
most players in this sector."
About three million people, about a quarter
of the country's population,
referred to as the 'Zimbabwean Diaspora', have
left to find work in South
Africa, Botswana, Australia, the United Kingdom,
Canada, the USA and Europe.
Many repatriate money to their families in
Zimbabwe, where inflation is
hovering at around 1,000 percent annually and
unemployment levels are above
70 percent. Food, treated water and fuel are
in short supply, and power
outages are common.
Although the official
exchange rate is 250 Zimbabwe dollars to one US
dollar, on the thriving
parallel market, US$1 will get Z$1,300. Gono
recently introduced a new
currency by lopping off three zeroes from bank
notes in an attempt to curb
inflation and to make it easier for people to
carry cash.
Eight of
the closed MTAs were linked to commercial banks, including some
controlled
by the Zimbabwean government, while the remaining eight were
independent
dealers.
The MTAs appear to have raised the governor's ire because,
instead of
trading at the official rate, the agencies were exchanging
foreign currency
at rates near those of the parallel market.
Living
in a hyperinflationary environment, where the prices of basic
commodities,
such as food, fuel and medicines increase every day, many
Zimbabweans took
advantage of this favourable exchange rate as a way of
weathering the
country's economic meltdown.
Gono said the closure of the MTAs, which
were authorised by the reserve bank
in 2004 as a method of mopping up
foreign currency entering the country as
remittances, would not affect the
banking licences of the affected financial
institutions.
President
Robert Mugabe's ZANU-PF government is suffering acute foreign
currency
shortages, and the latest monetary manoeuvre by Gono is seen as a
way of
funnelling foreign currency into the country through commercial banks
and
the reserve bank's Homelink facilities, which only trade foreign
currency at
the official exchange rate.
Gono's decision was lacking in economic
sense, said Dennis Ncube, a nurse
working in England. "Zimbabwe has the
highest inflation in the world -
pegged at more than 1,000 percent - and
price increases are the order of the
day in the country. To continue to peg
the US dollar at [Z]$250 since July,
while on the parallel market it is more
than five times the official value,
shows that some economists do not know
what is happening among the poor."
Stella Mbizi, a grandmother caring for
her four grandchildren in Mabvuku, a
poor suburb in the capital, Harare,
relies on the remittances from her son
and his wife working in South Africa
to make it through the month. "The
favourable rates that we were able to get
from the MTAs enabled me to look
after my grandchildren and my two other
unemployed children reasonably. The
controlled rates will mean we will
benefit very little from the bank rates,"
she told IRIN.
Like many
Zimbabweans with access to foreign exchange, she is already
thinking of ways
to outwit the authorities, which close one loophole only
for another to
open. "I will have to advise my son and his wife to
personally bring the
money to Zimbabwe, so that I can change it on the
parallel market," she
said.
Such a tactic is unlikely to work for Tinomuda Shungu, from
Harare's
low-income suburb of Kuwadzana, who is the guardian of her
brother's three
children. "My USA-based brother is a single parent and I am
responsible for
his children. The new setup is going to generate foreign
currency for the
government, while ordinary people will suffer," she
said.
"We have more than 80 percent unemployment, which means jobs are
hard to
get. I see many people suffering economically as a result of the
unfavourable bank rates."

HARARE - President Robert Mugabe may
have to bite the bullet and do
away with interventionist policies to allow
free market forces to operate in
Zimbabwe if his government is to win the
war on inflation, analysts have
warned.
Analysts told ZimOnline
yesterday that Mugabe's interventionist
policies were the main drivers of
inflation, which declined to 1 023.3
percent in September from 1 204.6
percent the previous month.
Despite the drop, this remains the
highest rate of inflation in the
world.
"The government has
tended to intervene even where market forces are
working well like in the
case of fuel where the price had stabilised at
around $650 a litre before
they set the price at $350 a litre," said
eonomist James Jowah.
The price of fuel has since shot up to between $1 200 and $1 500 a
litre of
petrol on the black market where the commodity is readily
available.
A litre of petrol sells at the gazetted $350 at the
few service
stations that receive subsidised fuel from the National Oil
Company of
Zimbabwe.
The fuel price increase has triggered a
fare increase, with most urban
transport operators raising their fares by 75
percent in the past two weeks
from $200 a trip to $350 a
journey.
The interventionist policies also saw the government last
month
freezing the price of bread at $200 a loaf at a time the bakers wanted
the
price raised to more than $300 in order to meet production
costs.
The price of bread was later agreed at $290 a loaf, but not
before the
commodity had disappeared from the shelves and was now being sold
at around
$500 a loaf on the black market.
Analysts are also
convinced that Mugabe and his economic advisers,
notably Reserve Bank of
Zimbabwe (RBZ) governor Gideon Gono and Finance
Minister Herbert Murerwa,
should loosen their grip on foreign exchange and
allow free market forces to
determine the exchange rate.
An investment analyst with a
Harare-based commercial bank warned that
the Zimbabwean authorities would
continue to fight a losing battle as long
as Gono presses ahead with his
brand of "ambush economics".
"Since coming on board in December
2003, Gono has thrived on taking
the market by surprise through his ambush
economics but that has not helped
the situation because people always find
their footing and regroup after
being hit by his policies," said the
investment analyst who spoke on
condition he was not named for professional
reasons.
Gono's policies and measures have largely failed to instil
confidence
in the market but have rather abated an already existing
atmosphere of
speculation and mistrust between the monetary authorities and
service
providers.
The latest example of Gono's "ambush
economics" was Monday's
cancellation of trading licences of 16 money
transfer agencies.
This caught most of the affected agencies by
surprise and is likely to
worsen the foreign currency parallel market as
most of the people employed
by these agencies will go underground and feed
the parallel market.
Zimbabwe is in the throes of a seven-year-old
economic crisis that the
government's critics blame on economic
mismanagement by Mugabe.
But Mugabe denies the charge blaming the
crisis on sabotage by Western
government after he seized white-owned land
for redistribution to landless
blacks six years ago.

JOHANNESBURG - The Federation of
Unions of South Africa (Fedusa) has
released a secretly filmed video on last
month's brutal assault and torture
of Zimbabwe Congress of Trade Union
(ZCTU) leaders.
The ZCTU leaders and opposition activists were
brutally assaulted by
the police for trying to lead street demonstrations in
Harare over worsening
economic hardships in the country.
Unveiling the DVD to the media on Tuesday, FEDUSA president Mary
Malete said
she and most of her federation's leadership had been shocked at
the extent
of the abuse of the 15 ZCTU leaders as shown in the footage.
Malete
said FEDUSA had thus decided to make copies of the DVD and
distribute them
to prove the extent of President Robert Mugabe's brutality.
She
said she would also ask President Thabo Mbeki to view the DVD when
she meets
him later this week.
She hoped the DVD, which was smuggled out of
Zimbabwe, would help
prove the futility of the South African government's
quiet diplomacy
approach on Zimbabwe.
Malete said FEDUSA, one
of South Africa's major labour federations
with a membership of 350 000,
would also petition the International Labour
Organisation (ILO) over the
beatings and ask it to exert pressure on the
international community to
impose sanctions on Zimbabwe.
"As FEDUSA has said before, politics
and political power is one thing,
human rights violations is completely
another," said Dennis George, the
general secretary of FEDUSA.
The DVD is seen as crucial in efforts by Zimbabwean civic
organisations in
exile who are trying to document all cases of human rights
abuses in
Zimbabwe.
The civic groups say such evidence is crucial in pressing
charges
against human rights violators at the international criminal court
should
such an opportunity arise in future.
The DVD shows how
the police initially heavily assaulted the ZCTU
leaders as they bundled
them into a police van after foiling their protest,
clearly contradicting
the government's claims that the protesters were
injured while trying to
jump off a moving police vehicle to avoid arrest.
The beatings and
torture of the ZCTU leaders continued while they were
in actual police
custody although the DVD did not capture that part of their
ordeal.
ZCTU general secretary explains in the DVD how he was
brutally
assaulted by a group of five police officers while in the police
cell until
he fainted.
ZCTU vice-president Lucia Matibenga
describes how she was tortured
while the police accused her of seeking to
return white rule to Zimbabwe.
She says the police told her they
will not bother opening a docket for
her as they were not trained to write
dockets but to sign death warrants.
Chibebe says he was accused of
working in cahoots with Western
governments as the police beat him until he
passed out.
Other ZCTU leaders explain their ordeals in the DVD and
show graphic
injuries they suffered including huge scars on their bodies and
buttocks.
"We did not want to overthrow the Zimbabwean government.
We simply
wanted better salaries for workers," one unnamed ZCTU leader said
in the
DVD.
Malete noted President Mbeki's remarks that
Zimbabweans should resolve
their own differences.
She wondered
how that was possible when the key stakeholders for any
possible settlement
of the Zimbabwean crisis were bring brutalised in the
way shown in the
video.
"When we got hold of the video, we decided that we should
share it
with other South Africans so that they could see what our
Zimbabwean
brothers and sisters are going through," said the FEDUSA
President. -

MASVINGO - A High Court session
scheduled for Masvingo had to be
aborted on Monday after the Ministry of
Justice failed to raise enough money
for the upkeep of the itenerant judge
and his support staff, ZimOnline has
learnt.
The third High
Court session was supposed to hear about 10 murder
cases in Masvingo about
260 kilometres south of the capital Harare. Some of
the murder cases have
been pending during the past two years.
The High Court sits
permanently in the capital Harare and Bulawayo
while in small cities such as
Masvingo, Gweru and Mutare, judges only come
at specific times of the year
to deal with specific cases.
A senior official from the Attorney
General's office, who refused to
be named because he is not authorised to
speak to the press, on Tuesday
confirmed that the session was aborted on
Monday after the justice ministry
failed to raise enough cash for the
judge's upkeep.
"We we informed on Monday that the issue of money
had affected the
scheduled kick off of the third session of the High Court.
We are now not
sure when the session will kick off," he said.
On Tuesday, scores of witnesses some of whom had travelled from as far
as
Chikombedzi, some 290 kilometres away, were still stranded in Masvingo
with
officials still not sure when the session will kick off.
Justice
Minister Patrick Chinamasa could not be reached for comment on
the matter
last night.
Money problems have haunted the justice ministry like
all ministries
of the government over the past six years with Chinamasa
conceding earlier
this year that inadequate funding was seriously affecting
the delivery of
justice in the country.
President Robert
Mugabe's government is hard-pressed for resources as
it battles a severe
economic crisis described last year by the World Bank as
unprecedented for a

HARARE - Zimbabwean opposition
leader Morgan Tsvangirai on
Tuesday said women must protest against all
forms of violence being
perpetrated around the country.
Tsvangirai, who leads the main rump of the splintered Movement
for
Democratic Change (MDC) party, spoke as about 200 women protested at his
party's headquarters in Harare over comments made in Parliament last week by
Mabvuku legislator Timothy Mubhawu.
Speaking on the
Domestic Violence Bill, Mubhawu said it was
against God's will for men and
women to be equal and urged Parliament not to
pass the
Bill.
"I stand here representing God Almighty. Women are not
equal to
men . . . it is a diabolic Bill," he said.
Mubhawu also said the Bill should have clear guidelines on
proper dressing
for women because "some of the dressing by women is too
inviting".
The comments however torched fierce roars of
disapproval from
women's rights groups leading to yesterday's demonstration.
The women, who
were wielding placards, denounced Mubhawu over his sexist
comments.
But Tsvangirai told the women that Mubhawu was
merely expressing
his personal opinion which did not reflect the views of
the party.
"As a party we respect women and their rights. We
believe you
are right in condemning violence and sexist statements made by
those who
were certainly not representing the views of the party,"
Tsvangirai said to
applause from the demonstrators.
"But
the challenge that I pose to you as women is that you must
not be selective
in your revulsion of violence.
"We did not see these kind of
demonstrations when other women
such as Lucia Matibenga were brutally
assaulted by the police while n
custody. Violence is violence and it must
always be condemned," said
Tsvangirai.
Matibenga and
several other women from the Zimbabwe Congress of
Trade Unions and the MDC
were last month brutally assaulted by the police
for organising protests
over worsening economic conditions in the country.
There were
no statements condemning the assault of the women
protesters from women's
rights groups.
Yesterday's protest was co-ordinated by the
Women's Coalition,
an organization made up of 35 women's rights groups
around the country. -

LILONGWE - At least 3 000 Zimbabweans
are said to be using Malawian
travel documents to escape scrutiny by
immigration officials in the United
Kingdom and other Western countries,
ZimOnline has learnt.
Malawi's secretary for Home Affairs and
Internal Security, Martin
Mononga, said last weekend that some 3 000
Zimbabweans had been deported
from the UK to Malawi during the past few
months.
While Zimbabweans are required to secure visas to visit the
UK, such a
requirement was not needed for their Malawian counterparts
forcing some
Zimbabweans to acquire Malawian passports
fraudulently.
Zimbabwe has a large Malawian community, most of whom
are second or
third generation Malawians.
"This citizenship by
descent does not extend to the third generation,"
said Mononga.
Mononga said Blantyre was engaged in discussions with the Zimbabwean
authorities to ensure the deportees are given Zimbabwean travel
documents.
At least three million Zimbabweans, a quarter of the
country's 12
million population, are living outside the country the majority
of them in
South Africa and the UK after fleeing economic hardship and
political
persecution at home.
Millions more are said to be
desperate to leave the country, in its
seventh year of a bitter economic
recession most critics blame on
mismanagement by President Robert Mugabe's

The Harare-based Crisis in Zimbabwe Coalition has moved to
assist scores of
fellow countrymen who failed to obtain political asylum in
Britain using
Malawian passports, were deported, and now are stranded in the
nearby
Southern African country.
Crisis Coalition members went to
Malawi this week to mobilize their contacts
among Malawian non-governmental
organizations to help the marooned
Zimbabweans.
Crisis Coalition
Coordinator Jacob Mafume said that his group has taken up
the issue not only
on humanitarian grounds, but because it illustrates the
effect that
Zimbabwe's longrunning crisis can have within the Southern
African
region.
The Zimbabwean NGO planned to start documenting the plight of
individual
refugees on Wednesday with local civil society
partners.
Mafume told reporter Patience Rusere of VOA's Studio 7 for
Zimbabwe that the
most urgent problems now facing the deportees are
humanitarian rather than
legal.

Zimbabwe relies heavily on South Africa for raw materials and electricity, and opponents of Robert Mugabe's regime have been urging Mbeki to "turn off the lights" in Harare for several years in an effort to force democratic change. Zimbabwe's opposition Movement for Democratic Change (MDC) split earlier this year, leaving no immediate prospect of a political challenge to the ruling Zanu PF party. A currency "devaluation" has failed to halt the economic nosedive which has seen inflation of 1,000% and large sections of the economy collapse. Some commentators say the past two months are proof the country is finally tipping into an abyiss.

JOHANNESBURG, 10 October (IRIN) - The UN's World Food Programme
has warned
that it will have to cut back on feeding vulnerable Southern
Africans
because it does not have the funds to carry programmes through the
lean
season.
The aid agency will be facing a regional shortfall of
US$60 million between
December 2006 and March 2007, and has already scaled
down some of its
operations in Zimbabwe, affecting some 450,000 people. It
has cut back the
urban feeding programme, reduced school-feeding projects
from 17 districts
to 14, and suspended mobile feeding in rural
areas.
WFP is expected to feed at least four million people in the region
until
March next year, when the next harvest is due.
Underlining the
lack of donor response, WFP's regional director for Southern
Africa, Amir
Abdulla, commented, "Needs in other parts of the world, as in
Darfur, are
very pressing [and] perhaps more visible ... the tragedy is
being played on
TV every night ... the sad truth is that in the Southern
African context,
people will die because they did not get food to eat, but
they will be
recorded as deaths due to AIDS-related illnesses in clinics."
He said the
agency had been scaling down its operations throughout the year
to ensure it
had food pipelines open in the region until the end of 2006,
but "further
reductions in operations may have to take place if resources do
not
improve."
Zimbabwe and Swaziland have been identified as the most
vulnerable
countries, in a region which overall has seen good rainfall this
year.
The May 2006 Zimbabwe Vulnerability assessment, yet to be released,
identified 1.4 million people as critically in need of food assistance. WFP
requires at least $17 million just to get Zimbabwe through the lean season
between harvests.
Chronic food insecurity has persisted in Swaziland,
which has the world's
highest HIV infection rate. Poverty has been
exacerbated by retrenchments in
the textile industry, and the South African
mines, where generations of
Swazi men have toiled.
Last year's
hotspot, Malawi, despite having recorded its best harvest in
five years,
still has at least 833,000 people in need of food aid, as some
of its
districts had a poor season.
But a good overall crop has given Malawi
time to explore ways to achieve
food security. "Last year's drought, which
left almost five million
Malawians in need, was an eye-opener for the
government. They are seriously
considering irrigation schemes and pursuing
farming input programmes," said
Evance Chapasuka, deputy director of the
Famine Early Warning Systems
Network, a US-funded organisation that monitors
food security.
Abdulla pointed out that donors had to appreciate that
food aid helped to
protect "people's coping mechanisms". WFP's development
aid temporarily
freed the poor of the need to provide food for their
families, giving them
time and resources to invest in lasting assets such as
better houses,
clinics and schools, new agricultural skills and
technology.
Abdulla stressed that although the region had emerged from a
five-year dry
spell, it had to be prepared. "Weather patterns indicate that
there will be
another period of drought."

Zimbabweans woke up Tuesday
to the news that they will be facing power
cuts even worse than those they
are already experiencing. The Zimbabwe
Electricity Supply Authority (ZESA)
announced a massive reduction in
generating capacity at Hwange Power Station
and damage from vandalism to a
transmission line used to import electricity
from the Democratic Republic of
Congo (DRC). All six generators at the
Hwange plant were said to be out of
order.
ZESA said they had
initiated massive load shedding on a rotation basis
since Saturday October
7th. Our contacts in most parts of Harare, Bulawayo,
Mutare and Masvingo
report that they have been living in darkness.
Government media reports said
ZESA engineers and technicians were working
around the clock to restore
power to its normal capacity. But given that the
government is broke and
struggling to raise foreign currency for basics like
fuel and maize,
economists predict it will be a hard fight to find money to
make the
necessary repairs and get power levels back to normal.
Meanwhile
businesses, hospitals and other stakeholders who require
power to operate
are bracing for the worst. ZESA blamed the escalation of
this crisis on the
theft of cables, oil and other parts and to vandalism.
But Itai Zimunya, a
programmes officer at The Crisis Zimbabwe Coalition,
said this situation
brings to light the failure of the Mugabe regime on a
political and economic
level. He said there has been massive corruption in
government where those
with no qualifications or skills were appointed to
key positions in
parastatals. This is what has caused the demise of all
parastatals including
the water authority ZINWA, the Grain Marketing Board
and
Ziscosteel.
Zimunya explained that the economy has been shrinking
at an average of
4% per annum for the last 5 years and many businesses are
currently
operating at only 25% capacity. With the average 10 hours a day of
load
shedding announced by ZESA these figures are bound to drop even
further.
Zimunya said: "The health institutions, however dilapidated they
are, have
life saving equipment that is delicate and cannot survive without
power." He
added that the load shedding hours are random and businesses will
find it
impossible to schedule production.
Zimunya described
officials in the Mugabe regime as "know it all
pundits" who do not listen to
experts or advice from stakeholders. He said
the Crisis Coalition has
experts who have predicted all sorts of disasters
but the government simply
ridicules them, but this is how all dictators and
dictatorships eventually
crumble.

At least 50 women from the Women's
Coalition took part in a protest
march Tuesday to demonstrate their anger
over recent degrading statements
made by opposition legislator Timothy
Mubhawu. He told Parliament during a
debate on the Domestic Violence Bill
that "it was against God's principles
that men and women should be
equal."
The women marched to Harvest House, the MDC Headquarters in
Harare,
where they were addressed by opposition leader Morgan Tsvangirai.
Freelance
journalist Frank Chikowore said although Mr Tsvangirai emphasised
he did not
condone Mubhawu's remarks, he said the women were protesting in a
selective
manner. The opposition leader said there was no outcry from the
women when
their fellow colleagues like ZCTU Vice President Lucia Matibenga
were
recently brutalised while in police custody.
Chikowere
said protesters like writer Tsitsi Dangarembgwa expressed
dismay at Mr
Tsvangirai's remarks, "She said Mr Tsvangirai is pushing a
political agenda
and that the MDC is not concerned about women's rights
issues and there is
no point in him trying to hide behind a finger by
talking about Mrs
Matibenga who was assaulted while in police custody."
Critics also
point out that the selective nature of the police force
was also evident in
the way they allowed this particular demonstration to go
ahead, while other
protests against the state are quashed. Women of Zimbabwe
Arise (WOZA) have
participated in peaceful demonstrations for a better
standard of living many
times but always end up in detention bruised and
beaten.
When
contacted for comment on the demonstration against him Timothy
Mubhawu told
SW Radio Africa that he is "facing a torrid time from the
women." He however
refused to comment further, only saying; "I will give my
full response in
detail on Monday 4 o'clock, such that there will be no-one
with questions
and everyone will be happy, including those who are
demonstrating against
me."
Mubhawu faced growing pressure even from within his party with
Matibenga, who is also the chairperson of the MDC Women's Assembly, saying:
"We strongly feel that the party, in terms of protocol, has to deal
decisively with the conduct of Mubhawu in parliament."

Comment from The Sunday Mirror, 8 October
Voice of the Mirror
It would seem
that the Ziscosteel saga is fast becoming yet another farce, a
veritable
comedy of errors in the Zimbabwean drama that always manages to
have
undertones of tragedy. Indeed, the tragic-comic undercurrents that
animate
our attempts to turn around our economy do not seem to have an end
in sight
just as yet. By now, the details and goings on in the
aforementioned saga
are common knowledge. Ziscosteel, through the auspices
of the Reserve Bank
of Zimbabwe, had managed to pull a corporate and
investment coup de grace by
going into a lucrative deal with an Indian firm,
(Global Steel Holdings
Limited )GSHL. For a critically ailing giant, crucial
for Zimbabwe's
economic revival, the deal was to all intents and purposes
heaven-sent. But
now, that deal is s as good as dead and buried. This so
partly because of
the erratic supply of coal from Hwange Colliery, which no
doubt must have
driven the Indians up the wall. It is alleged that GSHL
wanted critical
suppliers like Hwange and the National Railways of Zimbabwe
adequately
recapitalised for the deal to be fruitful. In fact, this should
have been a
given and should alert us to the need for a holistic approach to
our
turnaround strategies and luring foreign investment drive.
At the end
of the day, it does not matter whether we look East or to the
moon, for
investors, for if critical entities across the spectrum of the
economy,
which are intertwined and interdependent, are left haemorrhaging,
many of
our noble initiatives are going to be stillborn. This, we believe,
does not
require the knowledge and wisdom of a rocket scientist to grasp. IF
ZESA is
ailing, if NOCZIM is faltering, NRZ grinding to a halt, and so on,
the
National Economic Development Priority Programme will be undermined. The
approach therefore needs to be more wide- ranging and symbiotic, with
crucial industries being recapitalised and given critical boosts more or
less simultaneously. And we should not forget that we are talking about
entities that were once the pride of the region and continent here. Today,
many of these aforementioned entities have been run down, stripped of their
value and essence by lack of professionalism, unbridled inefficiency,
incompetence and corruption. Before there was a shortage of foreign currency
to make operations viable, there was an inherent lack of commitment,
professionalism and good corporate governance that would have seen the
success and strength of these entities being reinforced and built upon for
development, growth and prosperity.
The collapse of the
Ziscosteel- GSHL US$400 million deal is therefore an
indictment of the
manner such vital Zimbabwean entities are being ruined.
The issue now goes
beyond whether there is or there isn't a report
implicating high- ranking
officials in the plunder of Ziscosteel. It is now
a question of whether we
are, as a nation, serious about salvaging our
economy from the brink of
total ruin. It is now a question of whether we are
committed to the fight
against entrenched graft, greed and profiteering; all
monsters that are
threatening to destroy this country. Let us face it, there
is no serious
investor from the East or the moon or another universe
altogether, who would
entrust their investment to a country where there is a
lot of doublespeak,
inertia and unchecked kleptocracy. It is paramount
therefore that the
Ziscosteel scandal is handled with a lot of hindsight,
foresight and
pragmatic prudence. If we blow it this time around, this is
one case where
the usual suspects, the bogeymen in the form of Britain and
the US will not
be responsible for our future failure to attract investment
to this country.
But, above all, let us clean up our act for the benefit of
foreign
investors, but for our own sake. Our very national well- being is at
stake
here. We owe it, if not to ourselves, but to the future, whose
prosperity
lies in our hands today, to curb the propensity to shoot
ourselves in the
foot.

A petition calling on the UN Security Council to
intervene in Zimbabwe is to
be handed to Kate Hoey, Chair of the All-Party
Parliamentary Group on
Zimbabwe, at 2.30 pm on Thursday, 12th October,
outside the Houses of
Parliament.
The petition has been signed by
many thousands of people from all over the
world who have passed by the
Zimbabwe Vigil held outside the Zimbabwe
Embassy in London every Saturday
from 14.00 to 18.00.
Kate Hoey returned recently from a clandestine visit
to Zimbabwe and
reported on the brutal suppression of any opposition to the
Mugabe regime.
She is to hand the petition to the appropriate UN
representative.
The petition is submitted on 12th October to mark the
Vigil's 4th
anniversary. An accompanying letter to the UN
Secretary-General, Kofi
Annan, expresses disappointment at his failure to
stand up to President
Mugabe
Supporters will meet at 1 pm at the
Zimbabwe Embassy and will leave for the
Houses of Parliament at
1.30.
On Saturday, 14th October, the Vigil will be joined by supporters
of the
Zimbabwean opposition party, the Movement for Democratic Change, to
express
solidarity with the Vigil's 4th anniversary and to mark the 7th
anniversary
of the MDC. We will be wearing black armbands to mark the death
of freedom
and democracy in Zimbabwe.
The text of the petition reads:
"A petition to UN Secretary-General Kofi
Annan about human rights abuses in
Zimbabwe - We are deeply disturbed at the
deteriorating situation in
Zimbabwe. It seems as if the international
community does not care that a
rogue government can hold its people hostage.
In the past six years up to a
quarter of the population have fled the
country. Half of those remaining
face starvation. Any dissent is stamped
on. The UN's special envoys have
seen this for themselves and condemned the
regime. We urge the UN Security
Council to take measures to help free the
suffering people of
Zimbabwe."

money from our own pockets, but
