Harare town clerk outlines his vision

Harare City Council needs to build a culture of performance, accountability and results as the attitude of some of the employees could be the greatest threat to Harare achieving its vision 2025, newly-appointed town clerk Engineer Hosiah Chisango has said.

In an interview to outline his vision for the city, Eng Chisango said his first mission will be to restore systems, processes and procedures at the local authority for it to fulfil residents’ expectations.

“We want to ensure that our staff know how we can turn around our culture to be an organisation that is people focused. We have heard the President’s scope that we should be responsive as public officials and that is high on our agenda to ensure that we change our culture and adopt one of performance and producing results,” he said.

“We also want to look at restoring service delivery. We know the level of our service delivery is not what is expected for a city that is aiming to be a World Class City by 2025. We are going to be working with various partners and organisations so that we restore service delivery.”

He said the city will also be working within the 100 day Rapid Results cycles on its various initiatives. Eng Chisango said the city will also explore new technologies like the waste to energy projects that it has tried in the past.

“We want to make sure that we get energy from Pomona and our sewerage treatment works. The target is also to achieve financial viability for us to be bankable as a council so that we will able to attract investment,” he said.

“We want to look at the complete revenue base to make sure that everyone in Harare pays. We also want to strengthen other revenue streams like our advertising. Going forward those are some of the things we will be looking at to restore service delivery.”

He said the city will also improve ease of doing business to make sure that when investors come they get responses and Harare becomes a city that is attractive to investment.

To achieve some of the objectives, Eng Chisango said, council needs to restore complete administration to ensure that its structures are working properly for the benefit of residents.

    well can he start by reversing my 5 years of water charges !!
    have not had municipal water at all for that period

    These chaps are Engineer or Dr or Prof this or that, but their work results prove otherwise. After he gets his brand new car, that will be the end of his attention span I think.
