HARARE - About 1 000 opposition and
civic activists yesterday marched
across Harare demanding political reform
and promising to take to the
streets every Wednesday until the government
agrees to change - but the
government immediately warned that any future
protests would be ruthlessly
punished.
The protestors appeared
to have taken the police by surprise, when
they marched into the city centre
from three different directions.
Some blew whistles, while others
beat pots and pans as drivers joined
in frantically hooting from their
cars.
They also distributed fliers urging Harare residents to join
the
protests every Wednesday during lunch-time.
Some of the
fliers read: "Our noise is a symbol of our distress at the
way Zimbabwe has
been governed and a cry of hope for transformation."
At Market
Square bus terminus, on the eastern edge of the city centre,
there was
commotion as bus drivers and rank marshals quickly joined the
protests which
went on for about 20 minutes.
The demonstration was organised by
the Christian Alliance under the
banner of the Save Zimbabwe
Campaign.
The Alliance is a coalition of opposition political
parties, the main
labour union, churches and students that is pushing for a
resolution of the
country's seven-year political stalemate.
Tendai Biti, the secretary general in the main faction of the
opposition
Movement for Democratic Change (MDC) party led by Morgan
Tsvangirai said the
protests marked the beginning of "democratic resistance"
against President
Robert Mugabe's government.
"This is only the beginning of an
incremental process in which
Zimbabweans shall continue to express their
displeasure against this
government," said Biti who was part of the
protesters.
"We shall continue to mobilise the people because
everyone is now
agreed that we are dealing with a stubborn dictatorship that
can only buckle
to people power."
But State Security Minister
Didymus Mutasa promised a tough response
from the government to any future
protest, adding that the opposition and
its civic allies should not "cry"
when the state reacts.
"If they fail to restrain themselves we will
make them do so and if we
do so, they shouldn't cry," said Mutasa, who also
claimed the protests were
sponsored by the West in its bid to topple
Mugabe's government.
The Harare administration insists the West is
out to remove it from
power as punishment for seizing white-owned land for
redistribution to
landless blacks.
The police had however not
arrested organisers of the protest by late
yesterday afternoon.
Zimbabwe state security agents have in the past violently put down
protests
by civic groups and labour leaders over worsening economic
hardships in the
country.
Zimbabwe is in the seventh year of an economic meltdown,
described by
the World Bank as the worst in the world outside a war
zone.
The economic recession, critics blame on state mismanagement,
is
marked by the world's highest inflation of 1 070 percent, shortages of
food,
essential medicines, electricity, fuel, hard cash and just about every
basic

HARARE - President Robert Mugabe this week
sought to bolster ties with
fiery but controversial Iranian leader Mahmoud
Ahmadinejad, in a move
analysts said showed the veteran leader was
frantically seeking political
and economic allies after being isolated by
the West.
Mugabe has fallen out with Western nations, who for a
long time backed
Zimbabwe's economic reforms, after accusations his
government was violating
human rights and rigging elections.
The veteran 82-year-old leader has embarked on a so-called "look-east"
drive, a policy meant to strengthen ties with Asian and Muslim nations with
prospects for economic and political backing.
"I think he is
desperate, there are few countries out there who want
to stand by Mugabe at
the moment because of his policies," John Makumbe, a
University of Zimbabwe
political science lecturer and fierce Mugabe critic
told
ZimOnline.
"But on his part he is saying I can do without your
(West's) help
because there are friends who will not talk about
accountability as a
precondition to friendship and help," added
Makumbe.
Critics say Mugabe has plunged the once thriving economy
into its
worst economic crisis since independence in 1980 through
controversial
policies like his seizure of land from white commercial
farmers to give to
blacks.
The land reforms have aggravated a
crisis shown in the world's highest
inflation, at 1 070.2 percent,
unemployment above 80 percent, high poverty
levels, shortages of foreign
currency, fuel and food and intermittent
electricity and water
cuts.
International donors have halted lending to the country,
heightening
the crisis.
Mugabe's trip to Tehran, which is at
the centre of a nuclear dispute
with the United States and European powers,
was meant to show his Western
foes that Zimbabwe could survive without their
help, analysts said.
Mugabe has developed a knack for embracing
some of the world's known
abusers of human rights such as Cuba's Fidel
Castro, Venezuela's Hugo Chavez
and Equatorial Guinea leader Theodore Obiang
Nguema among others.
"It is not surprising because he shares the
same traits with these
leaders, they all run various forms of
dictatorships," said Makumbe.
Iran, which is trying to emerge as
the undisputed powerhouse in the
volatile Middle East, has a strong economy,
which could help Zimbabwe. The
Islamic republic has advanced
telecommunications, agriculture, energy and
technology industries, all which
Zimbabwe could tap into.
But analysts said there is not likely to
be much that Zimbabwe would
benefit from its relations with Iran, pointing
to the fact that since the
two countries signed a memorandum of
understanding last year there was
little to show for it.
Government-owned broadcaster ZBH Holdings has been the largest
beneficiary
of the Zimbabwe-Iran ties to date after getting a 6 million euro
loan to
digitalise its studios.
And a few dozen tractors have been sold to
the country but plans by
the Iranians to set up a bus manufacturing plant in
Zimbabwe have since
stalled.
"Iran has the economic muscle to
help nurse Zimbabwe through this
turbulent period but if we are to go by
past events, there are always doubts
whether this trip will bring anything
meaningful to the many people who are
struggling out there," said James
Jowa, a Harare economic consultant.
But Harare insists there are
huge benefits from its "look-east" policy
and has made a recently publicized
US$200 million agriculture loan facility
from China the showcase of its new
found relations with Asian nations.
Although there are no details
of the loan, it is Zimbabwe's largest
foreign loan since the country was
shunned by donors in 1999.
Analysts say Zimbabwe needs foreign
direct investment first to boost
industrial capacity and to generate foreign
exchange because it currently
does not have capacity to repay foreign
lenders.
Mugabe, one of the few remaining African big-men rulers,
accuses the
West of sabotaging the country's economy as punishment for his
often-violent
land seizure drive.
He denies charges of
mismanaging the economy and says the land reforms
were necessary to redress
colonial imbalances which left the most fertile
soils in the hands of a few
whites.
"At the end of the day, whether its China or Iran,
investors want one
thing: a return on their investment and they do not seem
to believe they can
get that return (from Zimbabwe)," Jowa said. -

VICTORIA FALLS - The influx of
illegal Zimbabwean immigrants and
co-operation in combating cross-border
criminal activities will top the
agenda when defence and security ministers
from Zimbabwe and South Africa
converge here for a two-day meeting to
discuss co-operation.
The second seating of the South
Africa-Zimbabwe Joint Permanent
Commission on Defence and Security takes
place in this resort town starting
today and ends
tomorrow.
Sources told ZimOnline yesterday that discussions
would mainly
focus on how the neighbours could co-operate in controlling the
flow of
Zimbabweans clandestinely crossing into South Africa. The two sides
would
also discuss alleged ill-treatment by Pretoria authorities of illegal
immigrants from Zimbabwe, according to sources.
"The
Zimbabweans would want assurances that the safety and
integrity of their
citizens are guaranteed against the backdrop of the
reported cases of abuse
at the hands of South Africa law enforcement
agents," said an official from
the Zimbabwe Ministry of Defence who spoke on
condition he was not
named.
Thousands of Zimbabweans flock into South Africa each
day to
escape escalating poverty and hunger in their
homeland.
Due to the tight visa requirements on the South
African side,
the bulk of the immigrants often do not clear immigration
formalities and
usually swim across the crocodile-infested Limpopo River
bordering the two
countries to enter South Africa.
A
sizeable number of them are caught and sent back to Zimbabwe
but many say
South African police ill-treat and sometimes torture them
before deporting
them.
While on the other hand the lucky Zimbabweans to make
it to the
interior of South Africa, mostly Johannesburg and Pretoria, are
accused of
fuelling violent crime there.
No comment was
available yesterday on issues to be discussed at
the meeting from Sydney
Sekeramayi or Didymus Mutasa, Zimbabwe's ministers
of Defence and State
Security, respectively.
The ministers' meeting was preceded
by a session by senior
officials from the two neighbours who had been
meeting here since Monday.
The officials' session was
co-chaired by Richard Ruwodo, acting
permanent secretary for the Zimbabwe
Ministry of Defence, and his South
Africa counterpart January
Masilela.
The joint permanent commission between Zimbabwe and
South Africa
on defence and security was established in 2005 to help the two
countries
strengthen bilateral relations, stimulate economic growth and
guarantee the

HARARE - The Society of Jesus on Wednesday
accused President Robert
Mugabe of betraying the spirit of dialogue after he
rejected outright calls
by the church for a new, democratic constitution for
Zimbabwe.
In a statement released to the press yesterday entitled,
"The Spirit
of Dialogue Betrayed," the Society commonly known as Jesuits,
attacked
Mugabe for rejecting calls for a new constitution.
Mugabe is a devout Catholic who was educated by the Jesuits at Kutama
College in Mashonaland West province.
Speaking at the launch of
a church National Vision document entitled,
"The Zimbabwe We Want", Mugabe
poured scorn at calls by the church for a new
constitution saying the
current document was "sacrosanct" and not
negotiable.
Reacting
to Mugabe's statement, the Jesuits said it was "urgent that a
Commission
comprising representatives of all stakeholders be appointed
immediately to
come up with a democratic, home-grown Constitution".
The Jesuits
said there was need to produce a constitution around which
there was
consensus and this could only be done if everyone was brought on
board over
the matter.
"In the eyes of government one thing is simply not
negotiable: that is
their hold on power. Anything that might weaken their
hold on power is
anathema. That is unacceptable," says part of the
statement.
The clergymen also accused state security agents of
watering down the
original document and said it was high time the Church
spoke out over "the
distortion of her message."
"The Church has
presumably engaged in this dialogue in good faith. But
the interference in
the churches' message shows that government is not
acting in good
faith."
Catholic Archbishop Pius Ncube, a rabid Mugabe critic who
was part of
church leaders consulted over the document, has distanced
himself from the
church paper saying it had been seriously tampered
with.
The National Constitutional Assembly (NCA) and the main
opposition
Movement for Democratic Change (MDC) party have been agitating
over the past
few years for a new, democratic constitution for Zimbabwe
saying the present
one was flawed as it gave Mugabe too much power. -

2006 (IRIN) - Fifteen students were arrested as a group of
Zimbabwean
nongovernmental organisations (NGOs) held the first of a planned
series of
five-minute lunchtime protests across Zimbabwe on Wednesday.
"The protest
is against the ever-increasing cost of living, collapsing
health sector, the
demise of education, food shortages, falling life
expectancy, suffocation of
democratic space and violation of women's rights
by the Zimbabwean
government," said the organiser, Save Zimbabwe Convention,
an alliance of
NGOs and churches.
Hooting car horns, shouting, whistling, clapping hands
and beating any
object to make a noise, members of political organisations,
trade unionists,
women's rights activists, students and ordinary citizens
brought the
capital, Harare, and the second city, Bulawayo, to a temporary
halt during
the lunch break.
In Bulawayo, police arrested 15
university students as they marched
peacefully around the institution's
campus beating drums and pots, and
singing revolutionary songs.
A
small crowd of women, dressed in black and beating pots, also marched in
Bulawayo's city centre but no one was arrested. As the clock struck 13:20,
the scheduled beginning of the march, cacophony engulfed the city, with
motorists hooting and some members of the public joining the protest by
whistling.
Others, like clergyman Enoch Vilakazi of the Bulawayo
Roman catholic
diocese, observed the five-minute protest in prayer. "A
significant group
congregated at out church and we prayed for the nation. We
feel Zimbabwe
needs divine intervention for it to stand back on its feet and
reclaim its
normalcy."
In Harare, the organisers decided to march to
the market in a deliberate
attempt to mislead the police into believing that
they would congregate
outside parliament. The plan to play hide-and-seek
with law enforcement
authorities appeared to have worked because heavily
armed police only
arrived more than 15 minutes after the activists had
melted into the crowd.
"The government has given clear signals that it
will not tolerate any
peaceful demonstrations and that is why we have had to
resort to guerrilla
tactics," said a student as he distributed pamphlets to
Harare residents
about the growing hardships.
A protest by the
Zimbabwe Congress of Trade Unions in September against poor
salaries, high
taxation and a slow rollout of anti-AIDS drugs was stumped by
security
forces, with a dozen unionists allegedly assaulted, arrested and
tortured.
President Robert Mugabe defended the police action.
"Combined, we can
make a difference. This is why we are saying all and
sundry should come
together and take the ZANU-PF [ruling party] regime by
its horns. We should
make it explicitly clear to the Harare administration
that we are not happy
with what is happening in the country, and that we
need a normalisation of
everything, ranging from our ailing economy to the
political field,"
commented Max Mkandla, spokesman for the Zimbabwe
Liberators Platform,
another NGO network involved in organising the
demonstrations.
"Our
noise is a symbol of our distress at the way Zimbabwe has been
governed, and
a cry of hope for transformation," said Jonah Gokovah,
spokesman for the
Convention. He added that although the initial plan was to
hold lunchtime
protests every Wednesday, they were now considering a daily
demonstration.
Zimbabwe's economy has gone into freefall since Mugabe
launched fast-track
land reforms in 2000. Unemployment levels have risen
above 70 percent, with
chronic shortages of foreign currency, fuel and other
basic commodities. The
government blames sanctions imposed by the West for
its economic problems.
Please note that from Monday the milk producers have been withholding
all
milk products from the market. The reason is price control. At
present
prices they simply cannot recover their costs. Also today I have
learned
from TM Supermarkets and OK that they have withdrawn all cooking oil
stocks
and sent them back to the manufacturers - National Foods and Olivine
confirm
they are receiving product back from retailers.
I understand
that price control officials are maintaining a very intensive
watch on all
retail outlets and this could lead to many other products being
withdrawn
from the market. These same products will then find their way into
the
parallel markets that exist at much higher prices. The objective is to
try
and force the private sector to cut prices at their cost - and thereby
curb
inflation. This is both self defeating and dangerous. In
present
hyperinflationary conditions retailers must make more per unit than
in the
past to fund new stocks at higher prices.

An International Monetary Fund (IMF) team
will visit
Harare next month for an assessment mission that could lead to
the expulsion
of debt-ridden Zimbabwe from the global lending body,
officials said on
Wednesday.
Although no
exact date has been set, officials said
that a delegation will embark on a
visit early next month.
"The IMF delegation will
be in Zimbabwe in early
December," International Monetary Fund press officer
Gita Bhatt told the
media.
An official at
Zimbabwe's central bank, speaking on
condition of anonymity, said the team
was expected on December 5 for an
11-day
assignment.
The fund's mission comes after the
World Bank's
lending arm demanded that President Robert Mugabe's government
take strict
measures to put the blighted economy of the former regional
breadbasket back
on the rails.
Zimbabwe,
which narrowly averted expulsion from the
IMF last September for debt
arrears of $295-million through a surprise
payment of $120-million, still
owes the international lender $125-million,
Bhatt
said.
The delegation will compile a report to be
used by
the IMF board to decide Harare's fate when it meets in Washington in
February to review the overdue debt payments.
Zimbabwe is labouring under record inflation of more
than 1 000%, spiralling
unemployment and an acute shortage of food and
essential goods blamed partly
on controversial land reforms launched by the
state.
If expelled, Zimbabwe would become
only the second
country after the former Czechoslovakia to be kicked out
from the IMF for
debt arrears.
Zimbabwe tried
to wangle a bail-out loan from its
powerful neighbour South Africa, the
continent's economic powerhouse, but it
never materialised since Pretoria
hinted that Harare would have to undertake
political
reforms.
The IMF, meanwhile, last year probed the
surprise
payback of part of the loan arrears dating back to 2001 despite
Zimbabwe's
central bank Governor Gideon Gono's claims that it came from
"free funds"
and export earnings.
Given the
country's dire economic straits, the
payment prompted speculation and
suspicion as to its source, with economists
adding that Zimbabwe could
ill-afford afford to spare hard currency due to
its current crippling
shortage.
Independent economist James Johwa said
the IMF team
would not see any change in the economic
scenario.
"Almost all the sectors of the economy
are not
performing. The problems can be traced back to the land-reform
programme,
which caused a major dislocation of linkages [that] were there in
the
economy."
Earlier this month, a senior
IMF official described
Zimbabwe as a dark spot in sub-Saharan Africa, which
is otherwise set for
higher economic growth next
year.
Godfrey Chikowore, a lecturer at the
University of
Zimbabwe, said Harare was in the doghouse with the IMF as
Western nations
were pressuring it to punish Harare for seizing white-owned
farms and giving
them out to landless blacks.
"The Bretton Woods institutions are being used by
the great powers to
arm-twist smaller nations whose development policies may
not be consistent
with the neo-liberal paradigm," he said.
"This is
where, actually, the discontented
relationship of Zimbabwe and the IMF
emanates."
Zimbabwe's fast-track land reforms,
which saw the
often violent seizure of about 4 000 white-owned farms, led to
a slump in
agricultural output as many of the new beneficiaries lacked the
skills and

Energy starved Zimbabwe has launched a campaign to save
electricity, urging
locals to switch off lights, hot water tanks and
computers to stave off more
frequent power cuts, it was reported on
Wednesday.
"Are
you tired of blackouts? Play your part!" reads an advert in
the
state-controlled Herald newspaper. Adverts will run every week for three
months as part of a campaign being launched with the backing of the South
Korean community in Zimbabwe.
Zimbabweans, who have
become used to scheduled -- and
unscheduled -- blackouts known as
load-shedding, are being advised to switch
off home electricity appliances
and lights when not in use and to turn off
idle
computers.
They're also being told to switch off their
cooking plates three
minutes before cooking time is up, using the residual
heat from the stove to
finish preparing their food.
"Don't play the blame game when it comes to electricity," the
advert
urges.
Zimbabwe has suffered from shaky power supplies now
for months,
a situation that is being blamed on the country's dilapidated
power
generation infrastructure as well as vandalism and theft of
cables.
The local electricity supply authority complains that
it is not
allowed to charge viable prices for the commodity, although tariff
hikes of
up to 270% were approved last month.
Already
struggling with shortages of many other commodities
including fuel, foreign
currency and some basic foodstuffs, Zimbabweans have
had to find ways of
dealing with their unpredictable power supply.
Those with
means buying generators, and those without have
resorted to chopping
firewood.
The Southern African nation imports at least 35% of
its
electricity supply from Mozambique, South Africa and the Democratic
Republic
of Congo.
There are fears Zimbabwe will be badly
hit next year when a
regional power deficit will mean that formerly
exporting countries will no
longer be able to meet outside
demand.
Efforts to conserve electricity will be beneficial to
all, the
organisers of the campaign promise.
"By saving
electricity, interruptions of factory operations will
be lessened and the
streets will be safer with better lighting," reads a
statement quoted by the

PROMINENT Harare
lawyer, Advocate Eric Matinenga on Tuesday attacked
industry and
international minister, Obert Mpofu of being irrational in the
manner he has
handled the issue of bread pricing.
Matinenga said this in his
closing submissions in the case in which
Lobels Bread (Pvt) Limited, its
chief executive Benjamin Burombo and
operations director Lemmy Chikomo are
on trial on allegations of
overcharging bread without written authority from
Mpofu.
He was responding to a State's submission that Lobels and
its bosses
had flouted price control regulations by not seeking Mpofu's
consent to
increase the prices.
"I am somewhat surprised at the
simplicity that the state counsel
glosses over this very important issue. We
are dealing with the rationality
or reasonableness of delegated legislation
and the State has not placed any
evidence to show that what the ministry
(industry and international trade)
is doing or not doing is rational and or
reasonable."
"The defence is not challenging the principle of price
control. What
the defence is saying and has been available in evidence is
that the manner
in which the minister has conducted himself is irrational
and unreasonable,"
Matinenga said.
The lawyer argued that in
his evidence in chief, Burombo said that he
and Chikomo were not responsible
for the price increases but the bakers
industry has for a very long time
been lobbying the ministry to look into
the issue of price controls but the
government had turned a blind eye.
Burombo told magistrate Faith
Mushure that since 2003 the bakers had
been writing letters to the industry
and international trade ministry but of
late they were only given interim
relief prices with the ministry saying the
prices needed cabinet
approval.
Said Burombo: "We put proposals to the Ministry of
Industry and
International Trade which shows the cost of production and the
resultant
pricing of bread for the ministry to approve. The response is very
slow and
disappointing and sometimes no response at all since
2003."
He said the price of bread now legally pegged at $280, 00
should be
costing $567, 00 and due to viability problems most bakeries had
closed
shop.
Burombo, who is the chairman of Bakers Association of
Zimbabwe (BAZ),
said the director of consumer affairs in the ministry,
Norman Chakanetsa
granted two interim relief prices in June and September
but these were not
legal since they were not gazette.
"He
(Chakanetsa) gave interim relief prices of bread. He allowed us to
charge
$130, 00 a loaf on June 23 2006 and on September 30 he allowed us to
charge
$280, 00. No gazetting was done. On September 23 2006 we were told
the
prices had been approved but they were waiting for cabinet. There is
always
a story of waiting for the cabinet."
"From April to date there have
been no gazetted prices. National
inflation up to the end of September has
gone up by 468 per cent, bread
inflation 604 per cent, this using government
statistics. If there had been
responses prices of bread should be $567, 00.
Right now we are making a loss
and heavily borrowed. If there is no price
adjustment we wont go beyond
December," Burombo said.
Buttressing his point on the irrationality of Mpofu in tackling the
issue of
bread price, Matinenga cited a Supreme Court of Zimbabwe judgment
of
1991.
"The necessity of some form of price control in an economy
such as
ours would be unquestionable even if it was open to the courts to
pronounce.
Competition is too weak to allow total freedom to traders in this
area. But
controls must be reasonable. They must not impose such an
administrative
burden on the individual trader that they are impossible or
even difficult
to operate, neither should they impose the vertical
restrictions of profit
margins which are unworkable in practice," Matinenga
cited case law.
In his evidence in chief Chikomo told the court, he
only implemented
the price increases that were recommended by the
industry.
The allegations against Lobels, Burombo and Chikomo are that
they
increased the price of bread from $185, 00 to $300, 00 on September 16
this
year without Mpofu's written approval in breach of the Control of Goods
Act.
Judgment in the matter is due Friday

Governor Gideon Gono, Minister Joseph Made and his
permanent secretary Simon
Pazvakavambwa are next week set to appear before
the Parliamentary Portfolio
Committee on Agriculture to answer questions on
how inferior fertiliser was
imported from South Africa. Zimbabwe imported 70
000 tonnes of Compound D
fertilizer for the 2005/6 maize production season,
of which 800 tonnes were
of inferior quality and was later distributed to
farmers by the Grain
Marketing Board (GMB). Committee acting chairperson
Edward Mkhosi yesterday
said: "The Portfolio Committee on Agriculture met
today (yesterday) and took
a position that it should get to the bottom of
the matter and the people
concerned would be called next week to explain
what transpired." The MDC
legislator for Mangwe said it was resolved that
Gono, Made, the agriculture
minister, and Pazvakavambwa should appear before
the committee to answer its
questions. Mkhosi presided over yesterday's
meeting because Masvingo South
legislator Walter Mzembi, who chairs the
committee, is outside the country
on parliamentary business.
A fortnight ago, media reports suggested
that the central bank had imported
fake fertiliser from South Africa under a
shadowy deal - an allegation that
was profusely denied by the RBZ and the
Ministry of Agriculture. The media
reports prompted the then Acting
President Joice Mujuru to summon Gono to
appear before Cabinet on November
7, where he was reportedly grilled on how
the fertiliser was procured. Two
days later, Gono was again asked to appear
before Cabinet on the same.
President Robert Mugabe was chairing the meeting
upon his return from the
China-Africa meeting in Beijing. On November 11,
Gono and Made addressed a
press conference where the central bank was
exonerated from underhand
dealings in importing the fertiliser from
Intshona, a South African company.
Gono said the fertiliser was procured
after clearance following laboratory
tests and the RBZ played the role of
securing and guaranteeing funding for
the importation of the commodity. The
RBZ boss said Pazvakavambwa and the
Grain Marketing Board (GMB) had blessed
the importation of the fertiliser.
Gono is also on record stating that
Intshona was a genuine South African
black empowerment company and that
Nedbank, a well-respected South African
bank, referred the central bank to
the company.
In July this
year, Pazvakavambwa wrote a letter to a GMB general manager
(only identified
as Makwenda) indicating that the fertiliser had been tested
and the results
obtained were "within the acceptable range of nitrate (N)
phosphorus (P2o5)
and potassium (K2o)". Pazvakavambwa further indicated that
the fertiliser
could be provisionally registered as 7:14:7 Compound D for
one year and
directed that the product be released to the GMB for
distribution to
farmers. In August, GMB acting chief executive officer
Samuel Muvuti
confirmed receipt by the parastatal of 6 551 tonnes of
compound fertiliser
in a letter to the RBZ's division chief for strategic
planning, foreign
investment promotion and special projects Millicent
Mombeshora. Muvuti
pledged to "continue to advise and confirm further
deliveries of fertiliser"
until the contract requirements were met. Early
this year, Made had written
a letter to Gono revealing that the bulk of the
"few metric tonnes" that had
arrived in the country was genuine, but only
differed in terms of the
chemical compounds. Gono warned that the RBZ would
deal decisively with
anyone intending to take advantage of its facilities to
revive the economy
for personal gain. "It is also important for me to stress
that the days for
deals and cuts in the procurement process of anything that
the central bank
gets involved in are over for whosoever was looking to make
ill-gotten money
on the back of the country's scarce foreign currency,
especially in the
areas of importation of grain, fertilisers and other
inputs," Gono said.

- B.C. Liberal MP Keith Martin is challenging Justice Minister Vic
Toews'
conclusion that the federal government can't prosecute Zimbabwe
President
Robert Mugabe under Canada's Crimes Against Humanity and War
Crimes Act, the
weekly newspaper Embassy reported today.
Toews, in a letter to the House
of Commons foreign affairs committee, said
even if Canada had the right to
prosecute the well-known African human
rights violator, Mugabe would enjoy
immunity under international law because
he is head of state.
"On the
face of the available information relevant to this matter, we are
unable to
conclude that Canada has the jurisdiction," Toews wrote in a Nov.
9 letter
to the committee obtained by Embassy.
Martin (Esquimalt-Juan de Fuca) said
the decision is "flawed" and vowed to
continue pushing the matter in
Parliament.

The African Commission on Human and People's Rights
(ACHPR) currently
meeting in The Gambia has revealed its agenda for the next
meeting in July
2007 this week and Zimbabwe was nowhere on the agenda. The
schedule
specifies that only three reports from Zambia, Nigeria and Ghana
will be
discussed and gives no reason for excluding the serious situation in
Zimbabwe.
It was expected that Zimbabwe would finally be tabled
since Harare had
submitted a report defending its appalling human rights
record after failing
to do so for eight years. The three reports to be dealt
with were made
public according to the rules, but again Zimbabwe is being
handled with kid
gloves. The Mugabe regime's response was embargoed. Civic
organisations from
Zimbabwe have sent several representatives to The Gambia
to pressure AU
commissioners to deal with the issue finally. But there seems
to be no
political will to handle or criticise Robert Mugabe despite all the
evidence
the groups provide.
At the centre of the ACHPR
criticism of Zimbabwe was the destructive
cleanup campaign Operation
Murambatsvina which displaced about a million
people and deprived even more
of their livelihood. But nothing has been done
by the regional and
continental groupings. The credibility of the AU should
be at stake here.
But the international community has not pressured the
heads of state to act
according to their own mandate of good governance and
peer
monitoring.

FRANCISTOWN: Despite on-going high-level meetings between
Botswana and
Zimbabwean authorities, Zimbabweans continue to steal livestock
from the
Botswana side. Semolale village and the cattle posts and lands in
the
Bobirwa area continue to be targeted by cattle rustlers from
Zimbabwe.
Semolale Police Station commander, Superintendent
Oeme Tangane
confirmed yesterday that livestock rustling is a common crime
in his area of
command. "We have done and continue to do our best, but the
results are not
forthcoming as the Zimbabweans continue jumping the border
to raid and
return with the livestock," said Tangane. Zimbabweans target
cattle, goats
and donkeys, which they drive across the Shashe River, the
natural border
between the two countries.
Farmers in the
Foot and Mouth Disease (FMD)- Bobirwa areas of Mabolwe,
Semolale, Gwanyoo
and Makhurana are regular victims of the livestock
rustlers. Tangane said
that in October, 12 cattle were stolen from Bobirwa
and in mid-November, 13
donkeys were stolen. Tangane said they were working
jointly with members of
the army who have become regulars along the border
areas. It is apparent
that the cattle rustlers know when to hit as they
always beat the police and
army patrols. Even pickets from the Department of
Animal Health and
Production miss them.
A recent joint operation by the Botswana
Police and their Zimbabwean
counterparts at the border village of Shanyaunge
recovered about 29 goats
that were stolen from Botswana.
Tangane could not rule out the possibility of some Batswana conniving
with
the Zimbabweans. "We have investigated that possibility and we are only
hoping that one day we will get to the bottom of the issue. Of course, we
would be grateful if members of the public could give us tips on suspicious
persons." Tangane stated that the cattle rustling forced the villagers to
physically patrol with them. The police boss said that they continue
educating the villagers to report strangers to the police and to other
village elders for immediate action.
Livestock rearing
plays a vital role in the lives of many rural
farmers and the cattle
rustling has angered farmers who claim they will take
the law into their own
hands.
A concerned farmer at Gwanyoo cattlepost, Mmoledi Masilo
recently
threatened to kill Zimbabweans who terrorise them, with his sharp
axe, if
they continued troubling his kraal. "I will kill them if they
continue
raiding my animals."
To avoid a clash between the
Zimbabweans and Batswana, the police have
been visiting the cattle posts and
lands, pleading with the public not to
take the law upon themselves but to
report the incidents to the police.
This does not, however, take
away the right of the farmers to defend
their properties when
attacked.
Since Zimbabwe is still grappling with Foot and Mouth
Disease (FMD),
authorities have positively established that a FMD case
positively confirmed
last April, was blamed on illegal activities across the
border. The case of
FMD has forced the Bobirwa area, which was formerly an
EU area to lose the
EU market, and it has since been cordoned off from the
rest of the
veterinary zones.

Australia will provide $1
million in emergency food aid for Zimbabwe through
the World Food Programme.
This assistance comes on top of Australia's $3
million contribution to
international humanitarian aid relief efforts for
Zimbabwe in
2005-2006.
With 80 per cent of Zimbabwe's population living under the
poverty line and
more than eight million people unemployed as a consequence
of the Zimbabwean
Government's disastrous policies, humanitarian assistance
is needed
urgently.
Australia is at the forefront of international
action against the Mugabe
regime in Zimbabwe, including through the
imposition of targeted sanctions
against key supporters of the regime. But
we continue to provide
humanitarian assistance to help the people of
Zimbabwe, who are the victims
of their government's human rights abuses and
gross economic mismanagement.
While the Australian Government strongly
condemns the policies of the Mugabe
Government, it recognises the desperate
need of millions of ordinary
Zimbabweans. Australia will continue to closely
monitor the humanitarian
situation throughout Africa and respond to priority
needs in coordination
with other donors.

Archbishop Pius Ncube of
Bulawayo in Zimbabwe says that the humanitarian
situation in his country is
critical.
Each week an estimated 3,500 Zimbabweans die from a unique
convergence of
malnutrition, poverty and AIDS. The figure suggests that far
from the media
spotlight, more people die in Zimbabwe each week than in
Darfur .
The World Health Organisation figures released earlier this year
place life
expectancy in Zimbabwe at 34 for women and 37 for men. This is
the lowest in
the world. In comparison, life expectancy in Iraq for men is
51 and for
women it is 61.
Archbishop Ncube says that although
Zimbabwe has one of the highest HIV
infection rates on earth, with over 24%
of the population infected, these
life expectancy figures cannot just be
blamed on AIDS. Zimbabwe's
neighbouring countries have the same incidence of
Aids but their life
expectancy figures are better (some substantially
better). For example, life
expectancy in South Africa is 47 for men and 49
for women.
Archbishop Ncube said, "Zimbabwe is not a nation at war. It
used to be able
to feed itself and its neighbours. Zimbabwe used to have one
of the highest
life expectancy rates in Africa, up with South
Africa.
"Now hunger, illness and desperation stalk our land. Cemeteries
are filling
up throughout the country. But no blood is being spilt. People
are just
fading away, dying quietly and being buried quietly with no fanfare
- and so
there is little international media attention.
"These deaths
are largely preventable yet without significant intervention,
the situation
threatens to develop into a humanitarian crisis of biblical
proportions. The
UN has recently warned that 6.1 million Zimbabweans now
face
starvation."
He says Zimbabwe has never been in such a dire
socio-economic or political
position as that of the present. Inflation is
2,000%, over 10 times more
than the next highest rate of Burma, where
inflation stands at 70%. The
economy has shrunk by over 40% in the last six
years. Between 1991 and 2003,
urban poverty trebled in Zimbabwe. Out of an
adult population of around 5
million, an estimated 3 million - 70% of all
people of employable age - have
led into the Diaspora, notably to South
Africa.
Archbishop Ncube is visiting London for meetings at the Foreign
Office and
the Houses of Parliament. He hopes to raise awareness of the
humanitarian
catastrophe unfolding in Zimbabwe.
CAFOD works with the
Catholic Church in Zimbabwe providing humanitarian
assistance to over 37,000
families.

THE African Commission on Human
and People's Rights (ACHPR) has snubbed
Zimbabwe's report submitted after an
eight-year delay.
The human rights body, an arm of the African Union, has
decided not to deal
with the issue which government representatives are
anxious to dispose of at
its 41st session in July next year, a human rights
lawyer speaking on
condition of anonymity said Tuesday.
In the
report, the Zimbabwe government launches a vigorous defence against
accusations of human rights abuses. The report covers the past eight years,
although AU member states are supposed to submit yearly updates on the human
rights situation in their countries.
A perusal of the ACHPR agenda
for the July meeting released this week shows
that the Zimbabwean human
rights situation is not featured anywhere, with
the ACHPR confirming that it
will discuss only three reports from Zambia,
Nigeria and Ghana.
In
line with its rules, the body has made public the reports submitted by
the
three countries while the one from Zimbabwe has been embargoed.
No
explanation was offered.
The body said: "The following initial/periodic
state reports have been
submitted to the African Commission on Human and
People's Rights as per
Article 62, and are hereby made public in accordance
with rule 78 of the
rules of procedure of the African commission: (1)
initial report of the
Republic of Zambia (2) first periodic report of Uganda
(3) first periodic
report of Nigeria."
The body's agenda says under
item 6, the state reports from Zambia, Uganda
and Nigeria will be considered
during a public session and is again silent
on the Zimbabwean
issue.
In snubbing Zimbabwe, item 13 of the agenda said commissioners
would deal
with the "consideration and adoption of recommendations, decisions
and
resolutions on the initial report of Zambia and the periodic reports
of
Nigeria and Uganda".
A Zimbabwean human rights lawyer said it was
also unlikely that the Zimbabwe
government representatives would be able to
persuade commissioners to deal
with their report on item 16, covering "any
other business".
The African Union's rights groups early this year aimed
unusual criticism at
Zimbabwe over a campaign to demolish unplanned urban
houses which the United
Nations says left 700 000 homeless.
The ACHPR
said it was "alarmed by the number of internally displaced persons
and the
violations of fundamental individual and collective rights resulting
from
the forced evictions" carried out by President Mugabe's government.
"The
African Commission ... urges the government of Zimbabwe to cease the
practice of forced evictions throughout the country, and to adhere to its
obligations under the African Charter on Human and Peoples' Rights and other
international human rights instruments," said the report, drawn up at a
meeting in Gambia.
Mugabe, in power since independence from Britain
in 1980, has dismissed
criticism of the demolitions as part of a propaganda
campaign he says former
colonial ruler Britain has spearheaded in the last
six years in retaliation
for seizure of white-owned farms.
Mugabe's
confrontational stance against his western critics has won him some
popular
support in Africa. But Zimbabwe has also been seen as one of the
issues
testing the credibility of the AU, which was formed in 2002 with the
mandate
to strengthen Africa's own monitoring of governance issues on the
continent.

and steel manufacturer, Ziscosteel. Muleya is the first journalist to obtain
a damning top secret report revealing the corruption. This is the full
transcript of the interview for the Hot Seat
programme:

Violet Gonda: On the programme Hot Seat today we took a look at the
wholesale looting of Zimbabwe's steel making company ZISCO. At one stage,
ZISCO was a major foreign currency earner that even oiled the Rhodesian
economy, but, senior government officials are among the many who have
plundered the company's resources through dubious contracts and a string of
payments allowances.
This is an illustration of how the ruling elite
are destroying Zimbabwe's
assets along with the country. Our guest is
Dumisani Muleya, the editor of
the Zimbabwe Independent newspaper who has
written several reports detailing
the free-for-all looting at ZISCO. I
started by asking him to give us a
background of the
company.
Dumisani Muleya: Basically, it's a company that is owned by the
government.
It's owned 90% by the Government of Zimbabwe and it has about
six other
shareholders who hold the other 10%. It is not a parastatal, as it
is
commonly claimed in the newspapers and elsewhere. It's certainly not a
parastatal but it's a public company that is owned by the Government. It's
incorporated as a Private Limited Company and ZISCO Steel has a number of
subsidiary companies, both here in Zimbabwe and in the
region.
Locally it owns Lancashire Steel 100%, it also owns Buchwa Iron
and Mining
Company, it also owns some subsidiaries which basically produces
and
supplies some agricultural equipment. And then, in the region, it has
some
two subsidiaries in Botswana; it has two in South Africa, it has two in
Zambia. And locally, I just forgot to mention as well, that it also controls
several distribution centres; the Harare Distribution Centre, there's
Bulawayo Distribution Centre, there's Kwekwe Distribution Centre and Bindura
Distribution Centre. So, from that, you can see that it's a very vast
company, in fact, it's the largest publicly owned company in Zimbabwe and
it's
a major exporter of steel products and other related stuff and it's
also a
major foreign currency earner as a result.
Violet: And
Dumisani I understand that traditionally ZISCO Steel was also a
major
exporter of steel during the colonial era and was the major foreign
currency
earner oiling the Rhodesian economy and also the Rhodesian army.
Now, how
long have individuals been putting money into their own
pockets?
Dumisani: Well ZISCO has always been a victim of extended
periods of gross
mismanagement and also some kind of looting by public
officials who have
been running it since 1980. It has never really been a
profitable company in
the sense that it has had to rely a lot on government
subsidies in order to
sustain its operations. So it has been bedevilled for
a long, long time by a
serious financial crisis due to poor capitalisation
and mounting debts and
as a result you find that at the moment it's
operating at below 30%
capacity, so it's a company that is almost a
billboard of the incompetence
and the corruption that characterised the ZANU
PF regime since it came to
power about 26 years ago. Coming further to what
is happening now at the
moment, those kind of issues that I'm talking about,
that at the moment
bedevil ZISCO, they have actually probably intensified;
blown and grown into
an extent or to a level where they are now almost
threatening the company
with collapse.
The Reserve Bank has in the
past couple of years; two, three years ago, had
to come up with almost a
trillion Zimbabwean dollars in the old
denominations to ensure that ZISCO
continued operating. So at the moment, as
you can see I mean from the
stories that we are following, the company is in
the middle of a crisis
which is basically a corruption crisis and that
corruption has created a
situation in which the company is really hardly a
viable entity. At the
moment, from the levels that we were talking about
during the Rhodesian era,
where it was a major foreign currency earner,
where it helped the economy,
as you said, and indeed, where it sustained the
Rhodesian war against the
African nationalists. Now it's really a pale
shadow of that because of
corruption, because of mismanagement and because
of the extended periods of
looting that have been going on there.
Violet: Right, and is this proof
that public enterprises have been
privatised to the detriment of the
country?
Dumisani: Well, no. The private companies really, they have been
really
badly run. I mean the companies that are owned by the government; I
mean
both public entities which are Private Limited Companies and
parastatals,
they have been badly run. I mean you look at a whole range of
them, look at
the National Railways of Zimbabwe, ZESA, you can talk about
ZUPCO, you can
talk about ZISCO. All of them, they have one thing in common;
they are
victims of gross mismanagement and corruption. And, that is clearly
a result
of the culture; the corporate culture, that was created by the
current
government in which there were no sanctions for looting, there were
no
sanctions for corruption, there were no sanctions for general
incompetence
and inefficiency. Those things have now transformed themselves
into an ugly
corporate culture that is so entrenched that trying to deal
with it now - as
probably the authorities at the Zimbabwe Reserve Bank have
discovered by
pouring in money there - it would simply not help unless you
have a complete
overhaul of those structures.
Right now we are
talking about ZISCO; an investigation was done by the
National Economic
Conduct Inspectorate which is just an elite government
crime investigation
unit run basically by the State Security and the
Minister of Finance. So,
they have found that the ZISCO finances were raided
through questionable
contracts and a string of payments, controversial as
they were, covering
services that were rendered to company, buying air fares
for government
officials, making hotel bookings for them, purchases of goods
for the
company that were done without proper records and which left a lot
of
loopholes for looting and a lot of deals which were shady which involved
large amounts of foreign currency, and payments of Directors' fees that were
simply unaccountable or not transparent at all. Management fees,
entertainment allowances, those kinds of things which basically were used as
a vehicle for pillaging the company.
Violet: And you have written in
your article that senior government
officials have been implicated for
having milked the company by doing
businesses that had nothing to do with
ZISCO. Now, who are the major
characters involved?
Dumisani: Well,
according to the report the major characters involved are a
number of
government officials including Vice President Joice Mujuru. She
has been
named in the ZISCO scandal, in the report compiled by the National
Economic
Conduct Inspectorate. There are others whose names are also in the
report
like Vice President Joseph Msika is also named there. Although I
should say
that the report itself does say that the supporting documents as
to whether
Msika benefited or not from the ZISCO scandal, were not availed
to them.
They say they were told, when they asked for those documents to
apply to the
former MD of ZISCO; Group MD, that is Dr Gabriel Masanga, but
they never got
the documents. And then, well, the report goes on to mention
a number of
other officials, like Ministers; Samuel Mumbengegwi, Sithembiso
Nyoni,
Olivia Muchena, Stan Mudenge and Patrick Chinamasa - and a number of
other
senior company officials; that is ZISCO officials.
And government
officials in the Ministries, in particular in the Ministry of
Industry and
International Trade. So, there has been a lot of names that
have come up in
that report but some of the names that are repeatedly
mentioned throughout
the report, they include that of Masanga, they include
that of the Marketing
Executive of ZISCO, Mr Rodwell Makuni and other senior
officials like in the
Botswana subsidiary, the MD there at the Botswana Iron
and Steel Company, a
guy by the name of James Chininga, and his Business
Manager there, Shelton
Chivhere. So those are some of the key players in the
report.
Violet:
And you mention people like Joice Mujuru, but what interests would
people
like Joyce Mujuru have in a company like ZISCO Steel?
Dumisani: Well,
that is what the report was seeking to find out. But, what
it does say is
Mujuru was paid US$11,000 as allowances by ZISCO subsidiaries
in Botswana,
Ramotswa/Tswana Iron & Steel some time in 2004 and it does say
that at
the time in question Mujuru had nothing to do with ZISCO, so
whatever
business she was doing there, it was not ZISCO business. The other
point to
note is that this foreign currency, basically which they were
buying from
individuals, from companies; in other words from outside the
formal system,
which is in the black market, it was acquired not properly
and it was not
accounted for and it does say that most of it was used to
meet advances to
visitors. So, there were all sorts of payments that were
being made to
government officials and to other people who were visiting
ZISCO's
companies.
Violet: And reports that she received 30 000 litres of
fuel?
Dumisani: Yes, it's also in one of the reports. That is clearly
stated, as
we did report last week, that it clearly stated that she got,
that is VP
Mujuru, got some 30 000 litres of fuel from ZISCO. You see, that
was what
was happening at the time - that was at the height of the fuel
crisis here
in Zimbabwe, so ZISCO got into the importation of fuel in bulk.
So it would
distribute that fuel to some government officials on operations
that have
nothing to do with ZISCO. For instance, this 30 000 litres of fuel
which
were given to Mujuru in order to facilitate her celebrations after she
was
elected Vice President of the ruling party in 2004 and Vice President of
the
State the following year. It had nothing to do with ZISCO, absolutely
nothing. That's party political business which has nothing to do with ZISCO
which is a public entity. So, that on it's own is a major abuse of the
resources of a public company which otherwise should not be used to either
enrich or to do some work for some people whose work have nothing to do with
the state business, like celebrating a party political election. It is not
state business by any stretch of the imagination.
Violet: Now,
Mugabe's spokesperson, George Charamba has denied these claims
that
Ministers and also senior government officials have been caught up in
this
scandal. Now, do you think this is an effort by the government to hide
this
scandal?
Dumisani: Well, I've not seen Charamba's denial of the ZISCO
scandal. What I
have seen is a column which he allegedly writes in the
Herald which says
that. But, be that as it may, there have been a great deal
of attempts in
the government circles to scramble to bury the ZISCO report
in order to hide
the disclosures that are made in it. And, Ministers have
been making a lot
of contradictory statements. Basically, you can see that
it was systematic
confusion in order to obfuscate the issue. So there's been
an attempt in the
government to make sure that this report is suppressed and
its contents or
details do not come up. But well, as you can see, they have
come out and
obviously there is very little at the moment to protect because
the
information is already public you know.
Violet: And I also
understand that this systematic looting of public assets
over a long period
of time was not only done by Zimbabweans, but foreigners
as well. You
mentioned Botswana individuals but it also included British and
Asian
companies. Do you know anything about this? Do you have any
information
about this?
Dumisani: Ya, it does include some companies in South Africa
which were
dealing with ZISCO Steel. There's Macsteel International, there's
another
accountancy firm, a big firm there. There are some companies in Asia
that
were linked to ZISCO as well. So it extended beyond the borders of
Zimbabwe
and in the process payments were made to these companies for
services that
were allegedly supplied. In some cases you would then discover
that the
payments that were made were either controversial in the sense that
they
were not commensurate with the services rendered or indeed, there was
overpricing in the payment for those services.
And, in the process,
there were also cases in which some payments were also
questionable to the
extent that you had a situation in which, for one
transaction for example,
US$500 000 could not be accounted for. When ZISCO
bought the Botswana
subsidiaries for US$3 million in 2001, a payment was
made to Botswana for
those companies, and that payment was to the tune of
US$3,5 million. But,
the company, its real cost was supposed to be 3
million, so, it meant that
the US$500 000 was not accounted for and up to
now it is not known who
eventually was the beneficiary of that US$ 500 000.
So, I mean those are
the kind of issues, but there are more; other
transactions which involve
millions of Rands and which involve thousands of
US dollars, and of course
millions, in some cases, of US dollars. Like, in
the cases of
Ramotswa/Tswana at the moment, there is a controversial
development to it.
There are some people, who, I understand, from my
information, include some
Zimbabwean politicians who are trying to buy those
subsidiaries in Botswana
by re-paying ZISCO the US$3 million that it paid to
buy them back. But
obviously, that attempt is driven by the fact that, or in
fact, by the
realisation that those two subsidiaries are making a lot of
money. In
Botswana there's some good business. You know Botswana is a
growing economy;
there's a lot of construction going on so some steel
products are in huge
demand there. So someone is trying to buy those in
order to get those
subsidiaries, in order to make a lot of money out of
them. But, apparently
they are buying them using, what basically at the end
of the day, are
government funds because they are using the money generated
by those
subsidiaries in order to buy those subsidiaries.
Violet: And, is it known
if there are any British or American companies
involved in this
scandal?
Dumisani: Well really, ZISCO has stopped; it used to deal a lot
with British
companies but it has stopped dealing with British companies
over some years
for a number of reasons. Including the fact that it was
failing now to
service its contracts with the British due to lack of
capacity. When it
started operating well below capacity its major customers
in Europe started
seeing it really as an unreliable business and they cut
some of the
contracts. So they started looking around for new markets,
mostly in the
region and exploring some markets in Asia, and that has, as a
result, seen a
lot of its business shift from British or European companies
to companies
elsewhere.
Violet: And what about Mugabe, Robert Mugabe
himself? Is it known if he is
involved in this scandal?
Dumisani: The
report does not say that he is involved. It does not even
insinuate. So,
because we are relying on the information that we have
gathered, either from
the report of independent of the report as well; he is
certainly not
involved.
Violet: You know the government and Mugabe in particular has
said that
inflation and corruption are the two biggest problems in Zimbabwe
at present
and will be the main priority that they will try to fight. Now,
with what
you have told us it seems the corruption at ZISCO was blatantly
transparent,
you know there was no effort at all to hide it. How then does
the government
justify its fight against corruption?
Dumisani: Ya,
the government really has been put on the spotlight on this
one. If indeed
it is genuine that it wants to fight corruption, it wants to
combat
corruption which everybody knows has damaged the economy in a big
way, it's
one of the factors that has obviously undermined the economy in a
big
way.
The government has to obviously do something about corruption. It's
not good
enough really for the government just to make symbolic or
rhetorical
statements that it is fighting corruption. It has indeed to fight
corruption, because announcing that you are fighting corruption whilst you
are not doing anything on the ground, it does not help anybody. So the
government if it does have the will or is interested in fighting corruption,
it has to rise to the occasion now. Let it rise to the occasion and let's
see what they do about people who, according to their own report, were
involved in the looting of ZISCO and now that they know them what are they
going to do? That is a major test for them.
Violet: ZISCO falls under
the Ministry of Trade and Industry. What do you
make of Minister Obert
Mpofu's performance in parliament when he lied under
oath regarding the
ZISCO saga?
Dumisani: Well at the moment that issue is still in the
courts. But, what
has come out during the past couple of weeks is that the
portfolio committee
on Foreign Affairs, Industry and Trade is convinced that
Minister Mpofu did
not tell the truth or he lied under oath, as they are now
pushing ahead
trying to impeach him. I mean parliament has taken a break, it
resumes on
November 28th, we will see what the Speaker of Parliament has to
do because
he has to rule whether the motion to impeach Mpofu should go
ahead or not.
But the Committee itself has come out - in many public
comments - saying
that they were not satisfied by Minister Mpofu's
performance.
In fact, some of them, when you speak to them, they are
convinced that there
is a case to be made, as they said in parliament, on
the basis that when he
first appeared, he mentioned that there were people
who were looting ZISCO
and it was bleeding and he did say some of those
people were his colleagues
in parliament. And then, when he appeared about a
week later he then changed
and tried to say 'no he did not say that' or 'he
was quoted out of context
by some people with agendas who are up to some
mischief'. But, the Committee
is not impressed at all. And, it does seem
that they are determined to get
to the bottom of the matter and it may be
that Minister Mpofu may become a
casualty of the ZISCO scandal early in the
game.
Violet: It's strongly believed that Minister Mpofu had tried to out
manoeuvre opponents by trying to endear Amai Mujuru, the Vice President, but
he hadn't seen the first report that had implicated Joyce Mujuru, that's why
he then tried to retract his statements. Do you agree with
this?
Dumisani: Well, by and large. That is now a political
interpretation of
events around ZISCO, and when it comes to interpretation,
there are many of
them. That is one of them and when I look at it, it does
appear that:
1. From reading the information around what Mpofu said to
the Portfolio
Committee in Parliament and other events outside Parliament,
it then appears
that point number one, Mpofu had not seen the
report.
And no 2. It is generally believed politically here that he's an
ally to VP
Mujuru and it is said that when he spoke he had not seen, as you
are saying,
the report, and he thought that probably the report implicated
his political
opponents in ZANU. It is common cause that ZANU PF has some
camps, and
obviously Mpofu is in one of the camps, and it is said that he is
in the
Mujuru camp.
So, it is said that he had not seen the report
and he wanted to nail his
opponents that he believed were in the report. So,
by making those initial
tentative disclosures that there were senior people
who were involved in the
looting of ZISCO, it is widely thought that Mpofu
was trying to blow the
whistle on that issue believing that his political
opponents that were
within the ruling party would then be put in a tight
spot over the
corruption in ZISCO. But, apparently, because he had not seen
the report, by
his own admission, it became a boomerang. And now he is in a
tight spot. He
and his colleagues or his allies in the ruling party are now
in a tight spot
because they are the ones who are named by the report and
not necessarily
the people he might have wanted to target for political
reasons.
Violet: And you know Zanu PF right now is divided by serious
infighting.
Now, is there a particular faction you know that is pushing for
this
publication or trying to seize this opportunity to damage their
opponents?
Dumisani: Well, I don't really think that per se there would
be a particular
faction pushing for that, because some of the names you see
that have been
mentioned, they overlap both factions. So, I don't think
there is any
faction that is going to benefit by saying 'let this report be
published'.
If it's going to be published in full you'll find officials from
both sides
of the divide will be mentioned.
However, I'm sure that
just like in any political game, when these factions
begin to see this
report as a political instrument to further their own
interests, they would
then want obviously to release or to publish
information that they think
will advance their interests whilst damaging the
interests of their
opposition parties. But, that is their own agenda, but at
the newspapers we
work differently. We publish information that we find in
the report. We do
not care, or mind at all which faction is mentioned there
because we do not
report or see political events through the lenses of
prisms of faction. We
see politics broadly as an issue in which we have to
deal with it with the
public interest in mind.
Violet: Do you think people will go down as a
result of this, like what
happened with the Willowgate scandal, or this will
just be swept under the
carpet?
Dumisani: Well really I do not know
what will happen, but, well, things have
changed. If you look at the times
of the Willowgate issue, at the time the
government then was pretending a
great deal that it was a very clean
government; it was a government that was
running things in the public
interest, and of course there was a lot of
political interest around that
subject; the Willowgate. There was an
interest obviously in getting rid of
certain politicians who were seen as
standing up to Mugabe and trying to
challenge him. You know, Enos Nkala in
Zanu PF at the time he was known to
be one of the leaders who was a bit
short in the Zanu PF politics and
necessarily by being a luminary in the
ranks of Zanu PF he was one of the
people who was eroding, because of the
power he wielded, the power of the
leader of the party then; Mugabe and that
sort of thing.
So the conditions, the political conditions have changed
so much since the
Willowgate days. Those were the days when the government
still pretended to
be clean and wanted to act in a way that would have shown
that indeed, true
to its pretences, it would be seen to be clean. But, now
so many other
events have taken place and the Government has done nothing
about the
officials who have been implicated in corruption. Now, I do not
think that
the sort of reaction that we saw in 1998/ 89 will be similar to
what we will
see in this period which will be 2006 going to 2007. Obviously
at the
moment, in this ZISCO thing, there is more big money than the
Willowgate
scandal you know. There is much more at stake here because its
foreign
currency, its big money but the reaction from the government will be
different for political reasons.
Violet: And also, finally Dumisani,
it's very interesting that you have been
able to report about such a
sensitive and serious issue involving government
officials; senior
government officials like the Vice President Joice Mujuru,
Vice President
Joseph Msika. Now, as a journalist working for the
independent media, have
you not had any problems while writing these stories
or even getting
victimised about this?
Dumisani: Well, when you are writing this kind of
story there is always a
risk that comes with them because obviously some
people will be rubbed the
wrong way by these kind of stories. But, what I
can say is that I have not
had any direct threats made but I have heard so
many funny stories including
last Friday about people who might be
interested in retribution over these
kind of stories. So they will generate
a lot of rumour mongering and stories
around and indeed, issue some threats
via their agents like telling their
political allies that so and so, this
Godfather of this faction is very
angry about this (because it) damages
their interests. So the whole idea is
intended to make sure that that
information gets to you, and you are either
scared off the story or indeed
you are made to work as if you are on the
run. So, all those kind of things,
I mean some calculated intimidatory
tactics come along the way, but those
are things that will always be
happening and sometimes you just have to
learn how to deal with them.
Violet: It comes with the
territory?
Dumisani: Ya, Ya, it's just part of the occupational risks
that sometimes
are inevitable.
Violet: Thank you very much Dumisani

Zimbabwean farmers in
Nigeria have urged Nigerians to see them as
their brothers and not
discriminate against them because of the colour of
their skin.
Mr Naija Wellington, one of the commercial farmers in Nasarawa, who
spoke to
newsmen in Abuja said that "although we're white people, we
actually are
Africans in essence".
"Just because we've got white skin does not
mean we're not Africans;
born and brought up in Africa, we live like you,"
Wellington said.
He said that since the first set of commercial
farmers arrived in
Kwara State, more have joined them while some are now in
Nasarawa and Bauchi
States, with more being expected.
According
to Wellington, except Kwara where there are 13 farmers, the
farmers move in
groups of 20.
He expressed appreciation to the Federal Government
for making it
possible for them to settle in Nigeria.
"We are
grateful to the Nigerian government for giving us the
opportunity to get
back on our feet, in spite of being far away from
Zimbabwe.
"This is one way of regaining our pride and our livelihood. The
Nigerian
government has made it easier for us.
"We were thrown off our farms
in Zimbabwe; we carne here literarily
with our suit cases; we have not got
any collateral at all and that's why we
are so grateful to the Nigerian
government," he said.
According to him, each farmer will get a loan
of about one million
dollars from the UBA, which would be invested in
growing crops like cassava,
rice and banana as well as chickens and
cattle.
He also expressed optimism that the loan would be made
available to
them soon, to enable them start work on their farms, having
already spent up
to seven months in the country.
Wellington
said that the 18 per cent interest rate on the loan was
high but expressed
his belief that they would be able to break even.
"We believe that
with a population of about 150 million, one must be
able to sell his
produce. But we are weary because we understand that a
majority of the
people are poor and may not be able to buy expensive
tomatoes, " he
said.
"We also want to grow cassava and so long as the government
does not
change the rules on 10 per cent cassava flour content for the
baking
industry, we should be all right.
"We know we've got a
ready market and on top of that, we can change
from flour production to
ethanol which has a large market.
"All of this takes money but I
believe there is money here which will
be used for development, the farmer
said.
On what their corporate social responsibility would be,
Wellington
said: "one per cent of our gross earnings goes back into the
community,
apart from the lease money we pay to the farmers we
displaced."
He estimated that they would be earning nearly one
million dollars
within the next six years, adding that part of it would be
used to build
schools, provide football fields as well as radios and
motorbikes for the
police.
"Even though we're here to make
profit, we are not to take all the
money away; we have many things to give
back to Nigeria not just taking the
money out.
"We have got 30
years lease so we will be hear for a long time and
during that period, we
will be developing dams, roads and social
infrastructure," he
said.
He further said that their presence was forcing the 'federal
and state
governments to construct roads because without roads, "We cannot
evacuate
our produce".
He said that by January 2007, about
2,000 workers would be employed to
work in the farms adding that they would
be taught farming methods.

Kerosene lamps and sore eyes were once routine elements of
grading student
homework in Zimbabwe. Solar electricity has changed that.
Caroline Hombe, a
35-year-old teacher in rural Mhondoro, can go through the
pile of books
stacked on her table without worrying that the onset of
darkness will put an
end to her work.
African countries, blessed with sunlight all
year round, are
tapping this free and clean energy source to light up remote
and isolated
homes that have no immediate hope of linking to their national
electricity
grid.
"My eyes were always painful and my
head ached from the fumes,"
Hombe told Africa Renewal. "Imagine trying to go
through a hundred exercise
books in poor lighting and smoke. The alternative
was marking assignments
before sunset, but that meant I could not spend time
with my two young
children before their bedtime, or prepare dinner early
enough. Thankfully,
this is now a headache of the past."
Electrifying rural areas poses unique challenges for African
governments.
Remote and scattered, rural homes, unlike houses in urban
areas, are costly
and often impractical to connect to the grid. Under the
New Partnership for
Africa's Development (Nepad), countries are seeking
innovative alternatives
to give rural families efficient means to cook and
power their homes.
Standalone sources of energy, such as solar, wind and
mini hydro generators,
can help fill the gap.
Nepad, Africa's development blueprint,
recognises that to
achieve the desired social and economic prosperity,
countries must boost
access to cheaper and reliable energy. Excluding South
Africa and Egypt, no
more than 20% (and in some countries as few as 5%) of
Africans have
electricity. This figure falls to an average of 2% in rural
areas where the
majority of Africans live -- a far cry from the 35%
consumption level, or
more, African leaders wish to
achieve.
'The sun is free'
The target is quite
feasible, says Garai Makokoro, director of
the Energy Technology Institute
in Zimbabwe. The way to move the Nepad
vision ahead, he adds, is for
countries to find cheaper power sources while
minimising environmental
hazards and ensuring sustainability. The energy
expert believes that solar
power, clean and renewable, fits the bill.
"African countries
must think outside the box," Makokoro told
Africa Renewal. "The sun is free
and inexhaustible. Solar technology --
photovoltaic panels -- converts the
sun's radiation directly into
electricity with no pollution or damage to the
environment. The panels can
generate enough power to run stoves, pump water,
light clinics and power
televisions. Africa has one of the best climates for
this type of energy."
But even with the compelling advantages
solar power offers, the
Human Development Report, published by the United
Nations Development
Programme (UNDP), shows that the majority of Africans
still rely on less
efficient traditional energy sources. Wood, or other
biomass such as crop
waste, is the dominant fuel for cooking. This comes at
a huge cost to the
environment as families continue to cut down trees for
much-needed fuel.
In the early 1990s, numerous villages
turned to solar power in
parts of Africa where one might least expect to
stumble upon an oasis of
lights shimmering in the pitch-black night. Perhaps
the most ambitious
project of this nature is a Zimbabwean project supported
by the UNDP. The
initiative installed about 9 000 solar-power systems
throughout the country.
Innovative financing
"With all their advantages, solar systems are not cheap to
install," says
Jem Porcaro, a UNDP analyst. "A typical home system in
sub-Saharan Africa
costs anywhere between $500 and $1 000 and such systems
typically provide
enough power to light three to six rooms and power a TV
each night. But the
cost is well beyond the means of most African
households."
The use of innovative financing schemes,
like fee-for-service
arrangements, is one way to overcome these high upfront
costs, notes
Porcaro. Installing solar panels to power multiple houses at
once can also
cut costs. Committed to bringing solar power to rural homes,
South Africa,
Botswana, Namibia, Swaziland, Zambia and other countries in
the region have
developed solar markets, in many cases with special funds to
support
consumer credit.
Besides domestic use, people are
harnessing solar power to run
small businesses. Entrepreneur Abina Lungu
operates a maize-grinding mill in
Nyimba, eastern Zambia. With reliable
solar energy, he can work well into
the night to meet all his customers'
orders. His house, close to the mill,
is also lit by solar
power.
Lungu is one of the many villagers serviced by the
Nyimba Energy
Service Company (Nesco), an enterprise funded by the Swedish
International
Development Agency. To get power into a home or shop, Nesco
installs a
system that includes a panel, battery, charge controller and
power points.
The cost is about $30, including the contract fee. Thereafter,
consumers pay
a monthly rental fee.
"For me, it works out
cheaper to use solar because paraffin is
more expensive, and even if
electricity comes to Nyimba, not all the people
will get connected," Lungu
told the Integrated Regional Information
Networks, a humanitarian news
agency.
No major marketing is needed to convince African
citizens to
turn to solar. The demand is high. Nesco says it has about 360
people on its
waiting list. "We are struggling to satisfy demand," confesses
Stanislas
Sankhani, the company's project manager.
With a
concerted Nepad effort Africans will, hopefully, not
languish in line for
much longer. In a modest Nyimba office, 320km away from
the Zambian
capital's grid, a sign confidently announces that the office is
up to date:
"Solar is good ... even in thatched houses; it will reach you
wherever you
are."

There were near-riots at Lindela
holding camp in Johannesburg last
week when authorities fired tear-gas into
confined cells leaving several
refugees, including 10 Zimbabweans, injured
in the pandemonium.
Tension is reportedly mounting at the camp over
the way refugees are
being treated. Last week's disturbances were triggered
when authorities
tried to quell noisy dissent by a group of people who
claimed they had been
wrongly arrested for allegedly possessing fake asylum
papers.
The vice-chairman of the Zimbabwe civic society
organisations in South
Africa, Solomon Chikohwero, said among that group
were Zimbabweans who had
been rounded up from the streets of
Johannesburg.
'Since the majority in this group had legal
documentation to remain in
South Africa, they believed they had the legal
right to ask the authorities
in the camp to get Home Affairs officials to
come and verify their papers.
The reply they got was that they shouldn't
tell them how to do their job,'
Chikohwero said.
The group was
locked up in cells and told Home Affairs officials would
only be summoned
the following day to check their documents. This did not go
down well with
the 'new inmates' who started banging on the prison rails
demanding their
freedom.
It is at this point that the authorities fired tear gas
canisters into
the cells causing chaos as refugees tried to flee the choking
smoke. Many of
the refugees from the Democratic Republic of Congo,
Mozambique and Zimbabwe
were injured in a stampede that
followed.
Such disturbances seem to be part of life at the camp as
we have also
received reports that refugees are being beaten and subjected
to other forms
of physical abuse. Lindela is described by former inmates as
disgracefully
overcrowded, squalid and unhygienic.
Reports of
last week's disturbances only came to light when some
Zimbabweans who had
been arrested for having fake papers were released after
checks proved they
had genuine asylum claims.

Though the Australian government Wednesday pledged US$1
million emergency
food aid for Zimbabwe through the World Food Program, a
WFP spokesman said
the new monies are only a small part of what is needed to
fend off hunger in
the country.
The United Nations agency has been
asking donors to provide US $60 million
for the Southern African region, but
with little result. Zimbabwe needs
US$17 million dollars for the "lean
season" between this December and March
of next year.
In a statement,
senior Australian foreign affairs official Tony Parkinson
said the aid just
pledged comes on top of Australia's contribution of US$3
million to
international humanitarian aid relief efforts for Zimbabwe during
2005 and
2006.
He said that although the government of Australian Prime Minister
John
Howard has imposed targeted sanctions on the Harare leadership and
condemned
its policies, it continues to provide aid to the people of
Zimbabwe who, he
said, are "victims of their government's human rights
abuses and gross
economic mismanagement."
Humanitarian groups said
donors are currently riveted by the humanitarian
situation in Sudan's Darfur
region, where Sudanese-backed militias have
murdered hundreds of thousands
of villagers and driven hundreds of thousands
more into camps.
But
Bulawayo Archbishop Pius Ncube remarked this week that more people are
dying
in Zimbabwe each week than in Darfur. He said some 3,500 people die
each
week from what he called a "unique convergence of malnutrition, poverty
and
aids."
The WFP said in May that about 1.4 million Zimbabweans would be in
critical
need of food aid this year. But it was obliged to scale back
operations in
October to half of the 900,000 people it had been targeting,
said WFP
spokesman Mike Huggins.
In an interview from Johannesburg,
South Africa, Huggins told reporter
Blessing Zulu of VOA's Studio 7 for
Zimbabwe that the Australian aid came at
the right time.
Attorney
Otto Saki of the Zimbabwe Lawyers for Human Rights commended
Australia for
its generosity - and its outspokenness on Harare's human
rights record.

past 3 years we have been
fortunate enough to occupy a 2 bedroomed cottage
in Mandara free of charge.
Unfortunately the house attached to this cottage
has now been sold and we are
having to move out at the end of this term. We
really only need two rooms and
a bathroom. One large room to use as a
classroom and another smaller room as
a sickbay. Is there anyone out there
who would be able to help us find new
premises for January 2007? We were
very lucky not to have to pay any rent and
understand that we may not be so
lucky this time so if anyone has a cottage
or a couple of rooms and a
bathroom they would be willing to let to us we
would be very grateful.
Our children arrive at between 7:15 and 8am and
leave between 12 and
12:30pm. We have two teachers who would need to be able
to park their cars
for the morning. We stick to normal school terms and will
not be there
during the holidays except maybe a day or two for
cleaning.

Marsh Special Needs Class is
a class for up to 10 disabled children. For the
past 3 years we have been
fortunate enough to occupy a 2 bedroomed cottage
in Mandara free of charge.
Unfortunately the house attached to this cottage
has now been sold and we are
having to move out at the end of this term. We
really only need two rooms and
a bathroom. One large room to use as a
classroom and another smaller room as
a sickbay. Is there anyone out there
who would be able to help us find new
premises for January 2007? We were
very lucky not to have to pay any rent and
understand that we may not be so
lucky this time so if anyone has a cottage
or a couple of rooms and a
bathroom they would be willing to let to us we
would be very grateful.
Our children arrive at between 7:15 and 8am and
leave between 12 and
12:30pm. We have two teachers who would need to be able
to park their cars
for the morning. We stick to normal school terms and will
not be there
during the holidays except maybe a day or two for
cleaning.
Please could you forward this to everyone you know in Harare
and help us to
continue this much needed class for a very special group of
children.
