BULAWAYO
– Division is emerging among Zimbabwe’s war veterans, key allies of
President Robert Mugabe who often uses the volatile former fighters to
intimidate opponents and to defend his 27-year grip on power.
The
veterans of Zimbabwe’s 1970s liberation war are hardline supporters of
Mugabe who is their patron and have in recent weeks held countrywide marches
in support of Mugabe, a campaign that observers say is meant to suppress
dissent in the ruling ZANU PF party and ensure Mugabe is not challenged at a
party congress in December.
The veterans plan a “million-man” march
in Harare in support of Mugabe’s
candidature in next year’s presidential
poll that will be held together with
elections for Parliament.
But a
power struggle has emerged between interim war veterans leader Andrew
Ndlovu
and former chairman Jabulani Sibanda, in a tussle reflecting the tug
of war
between a faction of ZANU PF backing Mugabe to stay in power and a
rival
group led by retired army general Solomon Mujuru that wants a new
party
leader chosen in December.
Ndlovu’s group this week wrote to ZANU PF
chairman John Nkomo,
Vice-President Joseph Msika and Mujuru – who heads a
board appointed by
Mugabe to reorganise war veterans – demanding that
Sibanda, who has led
pro-Mugabe marches, be stopped from doing so because he
was expelled from
the party in 2004.
“The constitution and the
protocol of the party is violated when expelled
individuals are allowed to
spearhead the campaign for the President,” wrote
Ndlovu in the letter dated
October 17.
Nldovu added: “True party members will not join such
(expelled) individuals”
in campaigning for Mugabe, a thinly veiled threat
that his faction of war
veterans would not campaign for Mugabe if Sibanda is
not pushed out.
Sibanda was not immediately available for comment on the
matter.
The war former veterans chairman was expelled from ZANU PF after
attending a
clandestine meeting of senior party leaders that Mugabe later
claimed
plotted to oust him. Six ZANU PF officials who also attended the
meeting
were suspended from the party.
Sibanda - who has publicly
claimed he was reinstated to ZANU PF by Mugabe -
was apparently brought back
to the party this year by the faction backing
Mugabe to help drum up support
for the 83-year old leader.
He has since his return led marches he says
are to show solidarity with
Mugabe. But analysts say the marches are meant
to intimidate and silence
potential challengers to Mugabe in ZANU PF such as
the Mujuru group warning
them not to dare stand up against the President in
December.
Ndlovu and his faction of war veterans have not backed Mugabe
with as much
vigour as Sibanda and are believed to be aligned to Mujuru’s
group to which
Nkomo and Msika are also linked.
While Mugabe is most
likely to emerge unchallenged at the extraordinary
year-end party congress,
a split within the war veterans ranks could cause
immense problems for
himself and his party.
The veterans, who were at the vanguard of farm
occupations during Mugabe’s
controversial land reform programme which began
in 2000, are a vital cog of
ZANU PF’s election machine, waging violence and
terror against the
opposition to ensure victory for the ruling
party.
Nkomo, Msika and Mujuru were all not available to shed light on
what
measures they were considering to mend emerging rifts among war

MASVINGO - At least 20 women from the main opposition Movement
for
Democratic Change (MDC) party were arrested on Wednesday for allegedly
holding an illegal meeting at a hotel in the southern town of
Masvingo.
Armed riot police stormed the hotel in Masvingo, about 260km
south of the
capital Harare, and arrested the women from the Morgan
Tsvangirai-led MDC
who were having lunch at the hotel.
The police,
who accused the women of holding an unsanctioned political
gathering at the
hotel, later bundled the women into trucks and took them to
Masvingo Central
police station.
The MDC women, who included Theresa Makone and former
legislator Evelyn
Masaiti, were however later released after four hours of
interrogation.
A lawyer representing the women, Tongai Matutu, who is
also the MDC's
legislator for Masvingo central, confirmed the arrest of the
women.
"The police accused them of holding an illegal meeting but we
argued that
the women were just having their lunch," said
Matutu.
"The women were having their lunch at the hotel on their way to
Gutu to
prepare the memorial service for the late MDC chairman Isaac
Matongo," said
Matutu.
Matongo's memorial service will be held on the
21st and 22nd of October
after the High Court ordered the police not to
interfere with the function.
An earlier attempt by the MDC to hold the
memorial service failed after the
police raided Matongo's rural home and
ordered party supporters to disperse
saying the meeting was
illegal.
Under Zimbabwe's tough Public Order and Security Act (POSA), it
is illegal
to meet in groups of more than three people to discuss politics
without
first seeking permission from the police.
The MDC and human
rights groups accuse President Robert Mugabe's government
of using the law
to stifle legitimate political activities.
Meanwhile, the MDC has filed a
Z$500 billion lawsuit against Home Affairs
Minister Kembo Mohadi, Police
Commissioner Augustine Chihuri and five police
officers after riot police
disrupted the launch of the opposition party's
presidential campaign earlier
this year.
Jessie Majome, the MDC's lawyer, said the police had defied a
High Court
order issued on 17 February 2007 when they cordoned off Zimbabwe
Grounds,
the venue of the rally, resulting in the party suffering damages
amounting
to Z$500 billion.
"The rally was to be a watershed first
step of decisive programme of action
following defined meetings of its two
superior organs, the National
Executive and the National Council on 15
February, 2007," said Majome in her

HARARE - Zimbabwe faces more power blackouts in January next year
as it
emerged yesterday the country was struggling to raise Z$100 billion as
part
of the deal between the Zimbabwe Electricity Supply Authority and
Namibian
power utility, NamPower.
Under the deal reached last March,
NamPower loaned Zimbabwe US$40 million
for the refurbishment of four
generators at Hwange Power Station with
Zimbabwe expected to provide the
local currency for the work to start.
In return, ZESA undertook to export
power free of charge to Namibia for the
next five years.
The two
power entities signed a loan and power purchase agreement under
which
NamPower would advance the money on a loan basis and buy electricity
from
Zimbabwe.
The expansion and renovation of the four generators at Hwange
was expected
to start during the second half of 2007 so that NamPower would
receive the
first 40 megawatts (MW) of power by January next
year.
Zimbabwe Electricity Regulatory Commission (ZERC) commissioner
general Mavis
Chidzonga told a parliamentary portfolio committee yesterday
that Zimbabwe
was yet to raise the local currency for refurbishments to
start work on the
refurbishment exercise.
"If we don't finish the
refurbishments, it means we have to take from the
electricity we already
generate to pay them," Chidzonga said.
Chidzonga told the committee that
local electricity generation was low due
to obsolete equipment and
inadequate coal supplies from Hwange Colliery
Company.
Hwange Power
Station is generating a paltry 85MW against a target of 670MW
while the
Kariba station produces 727 MW against the expected 750 MW.
The small
thermal power stations at Bulawayo, Harare and Munyati are not
generating
anything due to the coal shortage.
Chidzonga said the country's total
supply was 992 MW after including imports
of 180 MW. Total demand is around
1 850 MW.
She said the country owed regional power suppliers a staggering
US$42
million due to a crippling foreign currency shortages.
"At the
moment we are getting 180 MW but we need to pay our friends so that
we can
negotiate for more," Chidzonga said.
Chidzonga told the lawmakers that
from September 2006 to March, the Reserve
Bank of Zimbabwe paid ZESA's
instalments to regional suppliers, with the
utility expected to give the
local currency equivalent.
"Once we pay our arrears, they (regional
suppliers) are prepared to discuss
payment plans. They are our
friends."
Zimbabwe imports 35 percent of its electricity needs from South
Africa's
Eskom, Mozambique's Hidroelectrica de Cahora Bassa and SNEL of the
DRC
because it does not produce enough from its ageing local generating
plants.
SNEL cut electricity to Zimbabwe in June over non-payment of a $5
million
debt.
Electricity shortages and blackouts are forcing many
households in towns to
resort to firewood for cooking while middle-class
families are installing

Negotiators for Zimbabwe's ruling ZANU-PF party and
the opposition Movement
for Democratic Change locked in crisis resolution
talks in Pretoria have
agreed in principle on several major items on their
agenda, sources close to
the talks say.
But the sources cautioned
that it remains to be seen if President Robert
Mugabe and the ZANU-PF
politburo are prepared to embrace sweeping political
reforms.
Sources
in Pretoria and Harare said ZANU-PF negotiators agreed that there is
need
for reform of the electoral system, the media and harsh laws such as
the
Public Order and Security Act. They said real progress has been made on
a
new constitution.
But South African government sources said they are
concerned ZANU-PF has
again started to drag its feet at a critical juncture
to buy time. Zimbabwe
is headed for a round of presidential, parliamentary
and local elections in
March 2003.
South African President Thabo
Mbeki, assigned by the Southern African
Development Community to mediate the
talks, had promised regional leaders he’d
wind up the talks by the end of
this month. But that deadline now seems
unlikely to be met.
The
ruling party delegates to the talks, Justice Minister Patrick Chinamasa
and
Labor Minister Nicholas Goche, have asked their counterparts from the
opposition to adjourn the negotiations until October 29, citing “official
business” abroad.
However, ZANU-PF insiders said the two negotiators
must consult party
leaders before making firm commitments, explaining the
latest delay.
The MDC faction led by Morgan Tsvangirai has threatened to
pull out of the
talks, charging that its members have been harassed and
beaten by ZANU-PF
supporters even as the ruling party negotiators discussed
terms in Pretoria.
The question of political violence, Western sanctions
against President
Mugabe and his inner circle and the political use of food
remain to be
tackled, the sources said.
Researcher Chris Maroleng of
the Institute for Security Studies in Pretoria
told reporter Blessing Zulu
of VOA's Studio 7 for Zimbabwe that success in
the talks now hinges on
political commitments from Mr. Mugabe and Morgan
Tsvangirai .
Human
rights lawyer Otto Saki, studying human rights law at Columbia
University in
New York, said it is hard to predict the outcome of the talks
as Mr. Mugabe
does not have a record of negotiating in good faith or
adhering to his
commitments.

establish a one-stop border post at
Chirundu - one of the busiest inland
ports in the Eastern and Southern
African region, the Botswana-based
Southern Africa Trade Hub reported
Thursday.
The post is
expected to be operational by the end of 2007.
A multi-million
dollar facility on the Zimbabwean side of the
border,housing a passenger and
freight terminal, was completed in 2006 and
facilities on the Zambian side
are being upgraded.
The arrangement involves the harmonisation and
integration of more
than 15 border agencies and the development of necessary
information

A newspaper vendor in Bindura, Zimbabwe,
said Thursday that he was harassed
by a member of President Robert Mugabe's
cabinet earlier this week for
selling copies of the London-based Zimbabwean
newspaper, which is critical
of the government.
The vendor, speaking
on condition he not be identified, said Minister
Without Portfolio Elliot
Manyika, political commissar of the ruling ZANU-PF
party, bought a copy of
The Zimbabwean then demanded why the paper was being
sold in
Bindura.
The vendor said that Manyika then threatened to beat him if he
continued
selling the paper, reminding him that the ruling party was "still
alive" in
Bindura. Manyika could not be reached for comment on the account
offered by
the news vendor.
The Zimbabwean is published by Wilf
Mbanga, one of the founders of the Daily
News, which the government shut
down in 2003. Bindura is a stronghold of
ZANU-PF, but the opposition has
been making gains in the Mashonaland Central
capital.
Resident Alfred
Zitonho, who witnessed the confrontation, told reporter
Jonga Kandemiiri of
VOA's Studio 7 for Zimbabwe that Manyika's outburst
attracted a large crowd
which eventually bought the vendor's entire stock of
the
newspaper.
In other media news, a senior Zimbabwean broadcasting official
told a
parliamentary committee this week that there is "nothing wrong with"
broadcasts by VOA's Studio 7, which Harare condemns as a "pirate" station
promoting "regime change."
The statement by Alfred Mandere, chief
executive officer of the state-owned
transmission company Transmedia, came
during a Transport and Communications
Committee hearing on funding of
state-run Zimbabwe Broadcasting Holdings.
The hearing was looking
into the practice by ZBH of charging the public for
radio and television
licenses to raise revenue. It also touched on the
government's failure to
issue private-sector broadcast licenses, according
to an October 18 report
in the Financial Gazette paper, a privately owned,
independent
publication.
Mandere told the panel that ZBH should encourage short-wave
broadcasts to
rural residents outside the reach of the state monopoly's FM
broadcasts.
The Financial Gazette quoted Senator Forbes Magadu of the
ruling ZANU-PF
party as objecting, telling Mandere, "But they would end up
listening to
Studio 7."
Responded Mandere: "There is nothing wrong
with Studio 7."

The fatal assault of a
villager in Masvingo, over what initially was
reported as theft from a farm,
has now been exposed as a crackdown on MDC
activists in the area. Tecla, the
wife of Finance Minister Samuel
Mumbengegwi, was arrested at the end of
September for hiring soldiers from
42 Infantry Battalion to assault a group
of villagers, including Fibion
Mafukidze, who later died. Vice President
Joseph Msika intervened and
blocked charges against the minister's wife,
claiming an out of court
settlement had been reached between the two
families. One of the men who
survived the assault, Maxwell Mazambani, has
now issued an affidavit
claiming he was wearing an MDC T-shirt when the
soldiers arrived at his home
in Gutu. Mazambani, who stood as a candidate
for councillor in ward 5 Gutu
North, said a white Nissan pick up truck
belonging to Mrs Mumbengegwi
arrived with 6 men wearing camouflage uniform.
The group had crates of beer
stacked in the back of the vehicle. The
soldiers asked Mazambani why he was
still wearing an MDC T-shirt. The
previous year he had his T-shirt burnt in
Matizha Township by the same group
of soldiers.
Four villagers, including Stanley Mashoko, Mafukidze and
Mazambani, were
taken to an airforce base (referred to as a torture camp by
locals) on
Eastdale Farm. The affidavit by Mazambani goes on to narrate how
he was made
to shout MDC slogans while soldiers viciously beat him with
thick sticks on
his buttocks, legs and back. They kicked him with booted
feet, poured cold
water on him and made him spin around. The torture went on
for 6 hours and
he says this was done in a room separate from the others. He
also disclosed
how on arrival they saw 8 other men who were being beaten at
the airbase.
Around 6 in the evening they were bundled into a truck and
driven off into
the bush. Mafukidze meanwhile was already unconscious.
Mazambani says he was
dumped in the bush and managed to crawl home. The next
morning he reported
the matter to the police, after finding a good Samaritan
who offered
transport to Gutu Police station. It was there that he got news
that
Mafukidze had died in the night.
The case has shocked the
Masvingo community because of several events that
took place after. An
airforce commander involved in the assault went on to
commit suicide in
police custody while another soldier shot himself in an
unsuccessful suicide
bid. Question marks remain over how Vice President
Msika managed to broker a
civil compensation deal in a murder case that was
clearly criminal. Police
acceptance of the deal, which led to the dropping
of the charges against
Tecla and the soldiers, has also served to
demonstrate the role of
politicians in subverting justice in the country.
MDC Welfare Secretary
Kerry Kay told Newsreel they remain undeterred by
Msika's deal and will
pursue justice for the Mafukidze family. She said
Msika could offer, 'a
billion mombe's' for the deceased's family but this
would not change their
position. She reiterated that there was no price on a
persons life and even
if the current regime got away with protecting the
Mumbengegwi's the crime
would catch up with them one day.
