Bulawayo residents, rights groups reject Garwe’s ultimatum on Geo Pomona waste deal

ON SEPTEMBER 10, 2026, Local Government Minister Daniel Garwe gave Bulawayo one week to sign a waste management MOU with Geo Pomona, warning central government would act unilaterally if council refused.

Councillors held an urgent meeting on September 14, 2026, after which Mayor David Coltart said council had requested a draft MOU but set no deadline, defying the ultimatum. Eleven civic groups rejected the directive, saying it violates procurement laws and demanding the MOU be published and put through competitive tender.

They flagged a conflict of interest as Geo Pomona CEO Dilesh Nguwaya also serves as presidential advisor on waste management. Residents insist elected representatives must not sign until the deal is publicly scrutinised, citing health hazards at the Richmond Landfill affecting Cowdray Park and Richmond.
