Speaker of Parliament Jacob Mudenda said the 2023 National Budget must aim at improving the livelihoods of long suffering Zimbabweans.

Speaking at the official opening of the 2023 pre-budget seminar held in Harare, Mudenda said: “Our 2023 National Budget must, therefore, create an enabling environment which seeks to accelerate economic growth essential for the rapid transformation of the people’s livelihoods.”

He said the majority of Zimbabweans have been pushed into deep poverty as the cost of living keeps rising.

“We are, therefore, expected to propose strategies to push the masses out of poverty and offer solutions for our country’s most pressing challenges. The solutions should largely be anchored on vigorous domestic resource mobilisation in order to accelerate economic transformation,” he said.

Mudenda urged Treasury to invest in resource mobilisation strategies and tap into the informal sector.

“Treasury should invest expeditiously in this area. In tandem, the formalisation of the informal economic sector is long overdue. At the moment, 60% of our economy is the informal sector.

“If and when we formalise it, we are likely to increase the tax base and in so doing enhance our domestic resource mobilisation for accelerated economic transformation,” he said.
