Tourism and Hospitality Industry Minister Barbara Rwodzi has been named as the best-performing minister in the 2025 Cabinet.

The Minister of Lands, Agriculture, Water, Fisheries and Rural Development, Dr Anxious Masuka, was the first runner-up, while Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi was the second runner-up.

The top performing Deputy Minister for 2025 was Vangelis Haritatos (Lands, Agriculture, Fisheries, Water and Rural Development), while Joshua Sacco (Transport and Infrastructural Development) was the first runner-up.

The second runner-up was Justice, Legal and Parliamentary Affairs Deputy Minister Norbert Mazungunye.

The top performing Permanent Secretary was Professor Obert Jiri (Lands, Agriculture, Fisheries, Water and Rural Development), while Vimbai Nyemba (Justice, Legal and Parliamentary Affairs) was the first runner-up.

Ambassador Albert Chimbindi, Permanent Secretary in the Ministry of Foreign Affairs and International Trade, was the second runner-up.

Masvingo Provincial Affairs and Devolution Minister Ezra Chadzamira was the top-performing provincial minister, while Manicaland’s Advocate Misheck Mugadza was the first runner-up. Minister Owen Ncube (Midlands) was the second runner-up.

The ministries of Information and Communications Technology, Postal and Courier Services; Defence; Home Affairs and Cultural Heritage; Foreign Affairs and International Trade; Energy and Power Development; Finance, Economic Development and Investment Promotion; Youth

Empowerment, Development, and Vocational Training were named as the most improved.
