THE Government has thrown its weight behind the Zimbabwe National Road Administration (Zinara)’s initiative to licence one million vehicles by end of this year, describing the target as a major step towards improving compliance and mobilising resources for road maintenance and rehabilitation.

As of the end of 2024, Zimbabwe had 827 000 licenced vehicles out of an estimated 1,3 million vehicle population.

Zinara aims to close the gap through a multi-pronged strategy that includes increased enforcement at tollgates, targeted vehicle licencing operations and strategic partnerships with local authorities.

Speaking at Zinara’s Annual General Meeting (AGM) in Harare on Monday, Transport and Infrastructural Development Deputy Minister Joshua Sacco said the target was both ambitious and achievable.

“With 827 000 vehicles licenced in 2024, you have already demonstrated what is possible,” he said.

“The multi-layered strategy you are employing from licencing blitzes and tollgate enforcement to increased agent incentives and the use of digital platforms is practical, inclusive and well-aligned with the realities on the ground.

“I have no doubt that this milestone can be achieved.”

He commended the Zinara board, led by chairperson Dr George Manyaya, chief executive Mr Nkosinathi Ncube, management and all staff for redefining expectations in public sector reform.

“Your collective efforts have redefined what is possible in public sector reform.

“You have turned a corner, and the nation is watching with pride and with expectation,” he said.

Deputy Minister Sacco also praised Zinara’s strategic direction, noting that its work is now guided by four core pillars: integrity, capacitation, engagement and automation (ICEA).

“These principles are no longer just aspirations, rather, they are being implemented in visible and practical ways,” he added.

“Integrity is reflected in your corporate culture and internal controls and the signing of integrity pledges by all levels from the board to management and staff shows a commitment that goes beyond compliance.

“It reflects a deep-rooted organisational ethic which is highly commendable.”
