The City of Harare has confirmed the authenticity of a document circulating on social media concerning the regularisation and demolition of illegal structures but clarified that the report remains a preliminary internal draft.

The document, titled “Report on Regularisation and Demolitions of Illegal Structures in Harare,” is currently under internal review and has yet to be formally tabled before the relevant council committee.

In a statement issued on Thursday, 15 May, council authorities emphasised that the draft should not be construed as a final policy or decision, describing it as an administrative working paper aimed at facilitating lawful regulation and enforcement.

The Council further announced that it will soon commence a formal verification and enforcement exercise targeting illegal developments on Council, State, and privately-owned land within the city’s jurisdiction.

This operation, it assured, will be carried out in full compliance with government directives, the due process of law, and the provisions of the Regional, Town and Country Planning Act.

The Council urged residents to desist from engaging in unauthorised land transactions and the unlawful occupation of Council or State land. The Council warned that it would take appropriate action to address such contraventions.

Citizens with questions or concerns regarding land issues were advised to seek clarification directly from official municipal offices to avoid misinformation.
