RESIDENTS of Mtungwaz in Glen View 7, Harare, who were affected by flash floods recently, are in a lurch after the developer for the area vanished.

The residents are now wondering whether the developer’s plans have been approved by council.

The residents told Zimpapers Online that they last saw the developer a long time ago. The residents said there was a dam behind their houses and every time water was released from the dam, their houses were flooded.

City of Harare officials and Health, Disaster, Risk Management and Public Safety chairperson, Councillor Jane Bhingari, called for an emergency meeting to assist the residents.

City of Harare chief environmental scientist, Charles Mabika, said the area was a private property and had not yet been handed over to council.

He said an environmental impact assessment should be done first before developing the area. He said the assessment was critical as it brought out the negative impacts of an area.

“But you have already built houses,” said Mabika.

He said there is need for a project proposal for the drainage system, culverts and roads.

Mabika said, according to the law, residents were only supposed to build after water, roads, drainage and sewer systems were in place.
