HARARE town clerk Engineer Hosiah Chisango, who has been with the city council for 34 years,  has resigned ahead of the tabling of a report by the Commission of Inquiry into Harare Affairs, which is expected to expose massive rot among top executives.

Eng Chisango, who joined council in 1991, rising through the ranks to become the city’s top boss, was on suspension since September last year following a series of allegations, including awarding a street lighting tender to a blacklisted company.

He was also accused of renewing his contract indefinitely without authorisation.

Speaking during the 1,935th ordinary council meeting yesterday, Harare Mayor Jacob Mafume said Eng Chisango, through his lawyers, advised that he had decided to part ways with the council amicably and wishes to negotiate his exit package.

The letter from Lunga Mazikana Attorneys, received at Town House on April 17, 2025, and read in council chambers yesterday, was referenced, “Proposal for mutual termination of employment contract-Hosiah Chisango”.

“After careful consideration and in light of the circumstances discussed, our client has considered a mutual termination of his employment contract.

“We believe this approach will facilitate a smooth transition of both Mr Chisango and the city, allowing for an amicable resolution that serves the interests of all parties involved,” read the letter.

It added: “To that end we kindly request that you facilitate a platform where our client can negotiate the terms of the mutual separation with the relevant committee at your earliest convenience, or if you require any additional information from our side.”

Councillors then resolved to set up a special negotiating team to determine Eng Chisango’s exit package.
