Newly-appointed Harare town clerk, James Mushore has reported for duty, with mayor Bernard Manyenyeni introducing him to other staff members despite a directive by government reversing his appointment.

Mushore, whose appointment was rejected by Local Government minister Saviour Kasukuwere on the grounds that the local authority had flouted procedures in engaging him, reported for duty at Town House on Monday and Manyenyeni introduced him to the acting town clerk, Josephine Ncube.

Manyenyeni yesterday confirmed the development.

“It is true he reported for duty on Monday and I introduced him to the acting town clerk. That is all I can say at the moment,” he said.

A special council meeting was convened last week to deliberate on Kasukuwere’s directive, but councillors failed to discuss the matter due to the pending litigation filed by residents.
Deputy mayor, Chris Mbanga moved a motion in the chambers to have the matter postponed, as discussing it would be sub judice.

Kasukuwere instructed council to engage the Local Government Board before appointing a new town clerk in line with the Urban Councils Act.

But council, on the other hand, defended its position, saying it was empowered by the Constitution to appoint its employees without seeking approval from the Local Government Board.

It argued it was just a mere formality to inform the board and Kasukuwere.

According to Local Government ministry officials, Mushore lacks local government experience to run the city and is nearing retirement.

However, council is of the view that the ex-banker has the needed capabilities to turn around the city’s financial fortunes and increase revenue collections.
