The Attorney-General’s Office has finished drafting the Tripartite Negotiating Forum (TNF) Bill, which is now ready to be presented to Cabinet, a senior Government official has said.
The bill seeks to provide a legal framework for the three social partners — Government, organised business and organised labour — to fully implement the role and purpose of social dialogue towards eradicating poverty, creating employment and turning around Zimbabwe’s economy.

In an interview on Wednesday, Public Service, Labour and Social Welfare secretary Mr Ngoni Masoka confirmed that the bill was ready and would be presented to Cabinet before being taken to Parliament to become law.

“The TNF Bill and harmonisation of the labour legislation with the new Constitution should now be finalised as the tripartite partners are now in agreement.
“The TNF Bill will soon be submitted to Cabinet,” said Mr Masoka.

    Is it necessary to pass a bill spelling out how government, organized labor and organized business are going to improve the country? Isn’t that putting the cart before the horse?

    If there is a law governing this process, then one party can accuse the other of not playing by the rules, disrupting the whole endeavor. Somehow, I think the complaining party will be the ZANU-PF led government. They are looking for a fig leaf to hide their own incompetence and intransigence.

    In order to improve the country all three must agree on the steps necessary, through dialogue with each other, not by adherence to a law crafted by AG Tomato – who is hardly a neutral party!
