Government has appointed Engineer Anold Mtuke as the substantive chief executive officer of Bikita Rural District Council (RDC), cementing leadership continuity at the local authority following a period of accelerated infrastructure development and service delivery.

Eng Mtuke (40) has been acting chief executive since March 2024 and has served as Bikita RDC’s engineer since 2014, giving him more than a decade of institutional experience within the local authority.

He holds a Bachelor of Science degree in Civil and Water Engineering, a Master of Science degree in Project Management, as well as several professional qualifications.

His confirmation as substantive CEO comes at a time when Bikita RDC has been implementing transformative development projects in response to President Mnangagwa’s call for local authorities to play a central role in driving national development as Zimbabwe pursues upper middle-income economy status by 2030.

Under Eng Mtuke’s stewardship, the council last year procured a fire tender and constructed a conference centre at Pambudzi, on the outskirts of Nyika Growth Point, using devolution funds complemented by internally generated resources.

The local authority also rolled out several piped water schemes across rural wards and installed running water in ablution facilities at the Nyika Growth Point bus terminus, improving sanitation and access to clean water for residents and travellers.

One of the flagship projects implemented under his leadership was the installation of a solar-powered traffic light system along the Masvingo–Mutare highway, which passes through Nyika Growth Point, significantly improving traffic management and road safety.

Commenting on his appointment, Eng Mtuke said sustainable national development is anchored in effective local governance.

“At Bikita RDC, we recognise that sustainable national development is anchored in strong local governance. Through deliberate investment in foundational infrastructure, strategic resource mobilisation and inclusive development practices, we are unlocking our district’s full potential and creating enduring value for every resident,” he said.

“Our commitment is to build a resilient and prosperous district that contributes meaningfully to Zimbabwe’s Vision 2030.”
