“THE politburo has decided to award secretaries representing people with disabilities positions within party structures, in a bid to have maximum representation,” Special Advisor to the President on Disability Cde Joshua Malinga has said.
Cde Malinga, in an interview with Sunday News said this was a milestone achievement in having people with disabilities represented.
“This is the biggest development the party has made and I am pleased with the party and President Emmerson Mnangagwa for listening and hearing our pleas. This shows that the new dispensation is true and sincere to all. This also shows that our party is constructive. We the disabled people have been advocating for our voices to be heard for a very long time and we have finally been heard. Indeed this is good news. This is encouraging and will go a long way in making disabled people participate in national decision making processes,” said Cde Malinga.
He said it was a wise a decision in placing disabled people in strategic decision-making processes.
“About 15–20 percent of the country’s populace is made up of disabled people. For years we had been undermined but we constitute a great number to the country’s population,” said Cde Malinga.
This year the Ministry of Public Service, Labour and Social Welfare together with the Office of the Special Advisor to the President on Disability issues have been working on finalising drafting the National Disability Policy that will improve the welfare of people with disabilities.
Meanwhile, Zanu-PF has made significant progress in the ongoing restructuring of Harare and Bulawayo party organs, which is part of an elaborate effort to breathe life in jurisdictions that have been dominated by opposition political formations in the past two decades, the ruling party’s secretary for information and publicity, Cde Simon Khaya Moyo, has said.
Second secretaries in the governing party, Vice Presidents Dr Constantino Chiwenga and Cde Kembo Mohadi will oversee the restructuring in Harare and Bulawayo, respectively. An interim committee has since been set up to superintend over the administration of Harare province. Cde Khaya Moyo told our Harare Bureau last week that the party was confident of concluding the exercise within set timeframes.
“The restructuring of Zanu-PF Harare and Bulawayo provinces is going on well and as a party, we are happy with reports we are getting from teams on the ground. Everything is going on smoothly – no hiccups; no bickering,” he said.
The restructure of cells in the targeted provinces is expected to be concluded by mid-April. It will subsequently be followed by the rejigging of branches and districts. The process will be rolled out in other provinces. Zanu-PF’s constitution puts the life of provincial, district and branch executives at four years, three years and two years, respectively. The Politburo – which is party’s supreme decision-making body in-between congresses – can, with ratification from the central committee, dissolve or call for elections for various organs of the party.
