Harare – The former permanent secretary to president Robert Mugabe, Charles Utete collapsed and died at his home this morning.

It is not known if he had a heart condition or not.
Dr Utete was the doyen of the civil service for many years. Many people in the corridors of power referred to him as “the prime minister” as he was believed to wield a lot of influence on president Mugabe in the eighties and nineties.
