President Mugabe has appointed four permanent secretaries and seven principal directors in various ministries. Chief Secretary to the President and Cabinet Dr Misheck Sibanda said in a statement yesterday the appointments were in terms of Section 205 (1) of the Constitution of Zimbabwe Amendment (Number 20) Act 2013 and were with immediate effect.

Dr Desire Mutize Sibanda has been appointed permanent secretary in the Economic Planning and Investment Promotion Ministry.

Dr Sibanda is a holder of a PhD in Financial Accounting, a Masters in Fiscal Studies and a Bachelor of Science Degree in Economics.

He was serving as secretary in the Finance and Economic Development Ministry and once served as permanent secretary in the Ministry of Economic Planning and Investment Promotion.

The Ministry of Economic Planning and Investment Promotion is now headed by Cde Simon Khaya Moyo.

Former ambassador to the United States Dr Machivenyika Mapuranga has been appointed permanent secretary in the Ministry of Higher and Tertiary Education, Science and Technology Development.

He replaces Dr Washington Mbizvo. Dr Mapuranga holds a Doctorate in African History, a Masters in Literature, a Bachelor of Arts Honours Degree and a Diploma in Development Studies.

He served as ambassador to the US from 2005 and was seconded to the national Defence College as a lecturer following his return in 2012.

Ambassador Grace Tsitsi Mutandiri has been appointed permanent secretary for Lands and Rural Resettlement Ministry, replacing Mrs Sophia Tsvakwi.

She is a holder of a Bachelor of Law Degree and was Zimbabwe’s ambassador to Austria prior to her appointment.

Brigadier General Asher Walter Tapfumaneyi is now the permanent secretary for the newly constituted Ministry of Welfare Services for War Veterans, War Collaborators, Former Political Detainees and Restrictees.

Prior to his appointment, he was principal director in the Office of the President and Cabinet.

He is a holder of Bachelor of Arts degree in War and Strategic Studies, a Master of Science degree in International Relations and a Diploma in War and Strategic Studies.

Secretary in the office of former Vice President Dr Joice Mujuru, Dr Judith Kateera, has been transferred to the Finance and Economic Development Ministry as a non-accounting officer.

Brigadier General Thando Madzvamuse has been appointed principal director in the Ministry of Economic Planning and Investment Promotion.

Major General Richard Ruwodo, Brigadier General James Jotham Murozvi and Brigadier General Chancellor Diye were appointed principal directors in the Ministry of Welfare Services for War Veterans, War Collaborators, Former Political Detainees and Restrictees.

Air Commodore Ivan Gibson Dumba was appointed principal director in the Ministry of Higher and Tertiary Education, Science and Technology Development, while Brigadier General Godfrey Chanakira becomes a principal director in the Ministry of Finance and Economic Development.

Brigadier General Evaristo Dzihwema was appointed principal director in the Ministry of Youths Development, Indigenisation and Empowerment.

    The only thing left to do is “allow” starving Tax payers to pay for all the new Permanent Secretaries to stay at Rainbow Towers for 6 months while they decide on which mansion they would like to have and which model of Range Rover to keep.
